Executive summary During Project implementation period, five Career Development Centres were opened, compared to four Centres initially envisaged. Overall, opened employability centres almost reached the planned target of 80% employability rate as indicated in Project Document, with higher rate of employment at Chisinau Centre (87%) and regional Centres reaching an average employment rate of 52-74%. The employability component was the main focus of the Project which managed to fully implement the SYSLAB methodology throughout the existing/established SYSLAB centres in Chisinau, Cahul, Rezina, Balti and Comrat. The Business Planning Seminar was delivered by SYSLAB Norway colleagues to staff of all employability centres. Furthermore, the consolidation of entrepreneurship component was done through delivery of ToTs on entrepreneurship to SYSLAB staff in all centres and initiation of a seed-money fund to be jointly implemented by the Project and Starnet SA. The first entrepreneurship/start-up group of beneficiaries was started in the Comrat center and it received tailored training and coaching from specialised consultants on planning and initiation of own business. Major concerns are related to: the employability results in the regional SYSLAB centres where certain difficulties were encountered as it regards the motivation of unemployed to get a relevant job, relatively limited job offers and salaries, and migration of work force abroad. The Project encountered certain delays in launching regional centres, in particular that of Balti, where substantial and costly renovation works were required. Recruitment of staff for regional centres proved extremely problematic due to specific conditions of the local labour market and limited applications from potential candidates. For the upcoming extension period the Project plans to further consolidate the entrepreneurship component in each of the regional centres through further trainings on self-employment and piloting of the seed-money fund, so that to better respond to the needs of the end-users/beneficiaries and their propensity to launch micro-enterprises. II. Background Overall, the project was designed to contribute to the development, adaptation and implementation of new tools (technology and methods) for career development, job search and entrepreneurship in Moldova. Based on the provisions of the SYSLAB Project Document, the Project envisaged achieving the following specific objectives: Provide new technologies to labour market authorities; Provide motivated labour force to private and public sectors; Give graduates a better chance for relevant employment in Moldova; Give unemployed improved employability. The assistance offered by the Career Centres focus on below target beneficiaries: recent graduates, in order to prevent them from unemployment and to create job opportunities, and hence reduce/prevent brain-drain; unemployed, irrespective of age, gender, ethnic background or education or work experience; and returning migrants. On an annual basis, the SYSLAB Centres shall deliver on the below quantitative targets, but based on the de-facto capacities of each of the employability centres: SYSLAB-training up to 120 persons Job training up to 200 persons Entrepreneurship training up to 60 persons Simple subject courses up to 120 persons Individual programs up to 150-300 persons III. Progress Review During the reporting period, the Project achieved the following key results, by key components: 3 Establishment of SYSLAB Centres SYSLAB Centers in Chisinau, Rezina, Cahul, Balti, and Comrat were established and are fully functional. The 1st Centre was opened in Chisinau in June, 2013 and is the most experienced in terms of SYSLAB methodology implementation, serving as a knowledge sharing resource for other Centres established later in four regions of Moldova (Rezina – April, 2014, Cahul – September, 2014, Balti – March, 2015, Comrat – April, 2015). The Career Centres were fully equipped with needed equipment and furniture, required renovation works were done, and running costs covered on a monthly basis. Each regional Centre is run by a team of 3 staff members: Coordinator, Career Advisor, and Assistant. Chisnau Centre is run by 5 staff members: Coordinator, 2 Career Advisors, and 2 Assistants. Host institutions for the Centres are as follow: Chisinau: "ARIA” Competitiveness and Productivity Centre of Moldova (Ministry of Economy) Rezina: Business Incubator, ODIMM (SME Development Agency, Ministry of Economy) Balti: “Raut” Industrial Park Cahul: “B.P.Hasdeu” State University from Cahul, Moldova Comrat: Gymnasium no.2, Mayoralty of Comrat The capacity of the Centres, which represents the number of working places available for beneficiaries and staff of the Centres, is the following: Chisinau – 35 working places; Cahul – 23; Comrat – 23; Balti – 30; Rezina – 13. Total number of working places: 124, out of which 107 places are available for direct beneficiaries and the rest for the professional staff in such centers. Recruitment and employment of beneficiaries From the establishment of the 1st Centre in June 2013 till nowadays, recruitment and employment of the beneficiaries in SYSLAB Chisinau, Rezina, Cahul, Balti, and Comrat Centres yielded quite positive and promising results. A total of 493 beneficiaries received support in full-time groups by 31 August 2015, out of which 387 beneficiaries (78%) got employed, 20 beneficiaries (4%) developed a detailed business plan, and other 41 beneficiaries (8%) continue searching for relevant job, or planning his/her business planning. Therefore, the planned target of 80% employability average rate was almost achieved, with results in Chisinau exceeding the expectations and those in regional centres being lower than planned. Self-Employment or Business Planning During the reporting period, the staff of the Centres (except Balti Centre) received focussed ToTs on entrepreneurship development and business planning from national specialised experts, Comrat being the 1st Centre to start (pilot) the 1st full-time group attending exclusively the trainings on entrepreneurship development. On the other hand, steps have been taken to establish closer relations with Russia, which sought to improve its global image in the wake of its war with Georgia by addressing the Transnistria issue. Moldovan V authorities hoped that new Russian president Dmitri Medvedev would exert pressure upon Transnistria’s separatist leaders to accept the settlement project proposed by Chişinău. If this would have occurred, A the future parliamentary elections would have taken place throughout the entire territory of Moldova, including Transnistria. But this did not happen: Russia suggested that Moldova reconsider the settlement plan proposed in 2003 by Moscow, which stipulated, among other things, continuing deployment of Russian troops in Moldova in spite of commitments to withdraw them made at the 1999 OSCE summit.

Both had been part of the Russian Pale of Settlement until its dissolution in 1917; they were then divided by the Romanian Army‘s occupation of Bessarabia in 1918 with the establishment of a well-guarded border along the Dniester River between two newly-formed states, Greater Romania and the Soviet Union. At its core, the project focuses in comparative context on the traumatic and multi-faceted confrontation with these two modernizing states: exclusion, discrimination and growing violence in Bessarabia; destruction of religious tradition, agricultural resettlement, and socialist re-education and assimilation in Soviet Transnistria. It examines also the similarities in both states‘ striving to create model subjects usable by the homeland, as well as commonalities within Jewish responses on both sides of the border. Contacts between Jews on either side of the border remained significant after 1918 despite the efforts of both states to curb them, thereby necessitating a transnational view in order to examine Jewish political and social life in borderland regions.

At the invitation of the Speaker of the Moldovan Parliament, the Bureau of the Parliamentary Assembly of the Council of Europe decided, on 30 January 2009, to form an ad hoc committee composed of 20 members to observe the parliamentary elections in Moldova on 5 April 2009, and to organise a pre-electoral visit by five members of this committee, one from each political group. This visit took place on 5 and 6 March 2009. Mr David Wilshire was appointed chair and rapporteur of the ad hoc committee. 2. On 4 October 2004, the Parliamentary Assembly and the European Commission for Democracy through Law (the Venice Commission) signed a co-operation agreement.     ENEMO International Election Observation Mission Early Parliamentary Elections, 11 July - Moldova 2021 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS 12 July, 2021 ENEMO preliminarily assesses that the electoral process, including the Election Day, was conducted mostly in line with international standards. Elections were administered efficiently and in a transparent manner by the electoral administration, although some of the most important CEC decisions put into question the impartiality of some of its members. The campaign was competitive but marred by a number of alleged violations including misuse of administrative resources, illegal financing, and vote-buying. The polarized and largely biased media landscape, as well as the dissemination of false information, have limited the range of political views presented to voters. Delays in complaints adjudication as well as inconsistent decisions on key aspects of the electoral process additionally affected legal certainty. 1 | P a g e On 1 June the European Network of Election Monitoring Organizations (ENEMO) deployed an International Election Observation Mission (IEOM) to Moldova to observe the Early Parliamentary Elections of 11 July 2021. This is ENEMO’s fifth mission to Moldova. ENEMO has accredited a total of 7 Core Team experts and ten long-term observers (LTOs). Due to health risks created by the COVID-19 pandemic, the IEOM is operating partially remotely, with only a part of the Core Team being deployed in the country. LTOs were additionally deployed in Moldova for Election Day, to observe a selected number of polling stations. ENEMO observed the opening of polling stations, voting and counting processes at 158 polling stations. Additionally, up until July 10, the ENEMO IEOM conducted 738 meetings, 274 with election management bodies, 98 with political parties, 58 with candidates, 94 with state officials, 59 with media, 138 with domestic civil society organizations and 17 with other stakeholders, in addition to observing 23 campaign activities (meetings or rallies).
