Amend – Ord. #726 (09/11/2017), - “Contract – With Cedar Path Solutions Group for COPS Camera Platform Video Surveillance project at “Kirk Park” for the period of 1 year 9-0 with two (2) one-year renewal options with the approval of the Mayor and the Common 801 Council, on behalf of the Department of Police. Total cost not to exceed $935,350 from 2016 DASNY SAM Grant Account #599802.02.31225.” Amend to include a new COPS Camera Platform Video Surveillance project at “Milton and Willis Avenue”, in an additional amount not to exceed $205,000. Total cost not to exceed $1,140,350.

10. Accept – From Artists Marek Walczak and Wesly Heiss, “Storytime,” a sculpture, into the 9-0 City’s permanent art collection, valued at $125,000, to be located on the former Powelson 802 Building site next to Columbus Circle. The City will be responsible to insure, maintain, repair, and/or remove the mural, as necessary.

11. Agreement - With Syracuse University, for maintenance on the City owned stainless steel 9-0 sculpture “Current”, which will include power washing of the sculpture and support cables 803 once a year. Other terms and conditions will be determined by the Corporation Counsel.

12. Amend – Ord. #695 (08/24/2015), - Contract - With Clarion Associates, LLC. (Clarion) for a Professional Service Contract for the City’s Zoning Ordinance and Map Revisions 9-0 project, for a period through September 30, 2017. The City was previously awarded a 804 $300,000 grant from the New York State Energy Research and Development Authority. Total cost not to exceed $295,416 from Account #599802, Fund 2, and Project 205547000.” Amend to extend the contract period to September 1, 2018. All other terms and conditions remain the same.

13. Agreement - With Peterson Guadagnolo Consulting Engineers, PC to provide elevator plan review services and consulting services on behalf of the Department of 9-0 Neighborhood and Business Development, Division of Code Enforcement, for the period 805 of 3 years from the date of execution with one 2-year renewal option with the approval of the Mayor and the Common Council. Total cost not to exceed $4,500 per year to be charged to Budget Account #541500.01.36210.

14. Application & Agreement - To and with the Bloomberg Philanthropies for the Mayors 9-0 Challenge Grant in an amount not to exceed $100,000, the Syracuse Office of Innovation 806 will use the funds to develop a program that improves access to jobs for the residents of the City. No local match is required.

81. Agreement - With National Grid (Non-Disclosure) to provide the City with a proposed 9-0 purchase price for a buyout of Company-owned street lighting assets, on behalf of the 822 Department of Public Works, for the purpose of feasibility assessment and planning, as detailed in Appendix “A”.

82. Amend - The Revised General Ordinances of the City of Syracuse, to add a new Chapter 9-0 58, entitled, “Telecommunications Franchising and Licensing Procedure” to establish GEN. regulations to place miniature antennae on utility poles by carriers to increase data #23 speeds, cell phone connectivity and coverage, to improve the reliability of the network, enhance the 4G network and prepare the community to handle the future 5G network.

83. Amend – Ord. #906 (10/11/2016), “Contract - With Republic for management and security services at City-owned parking garages, and include increased costs related to Living 9-0 Wage payments, retroactive to October 1, 2014. Increase not to exceed amount to 823 $275,639 for Washington Street Parking Garage, to $288,100 for Madison-Irving Parking Garage and to $196,475 for Center Armory Parking Garage for the period of 3 years with 2 one-year renewal options with the approval of the Mayor and the Common Council, on behalf of the Department of Public Works. Total cost not to exceed $760,214.” Amend to authorize the first of two (2) one-year renewal options. All other terms and conditions remain the same.

Amend – Ordinance #907 (10/11/2016), “Contract - With LAZ Parking for management and security services at City-owned parking garages, and include increased costs related 9-0 to Living Wage payments, retroactive to October 1, 2014. Fayette Street ($259,012), 824 MONY-AXA ($378,368), and Harrison ($397,460) for the period of 3 years with 2 one-year renewal options with the approval of the Mayor and the Common Council, on behalf of the Department of Public Works. Total cost not to exceed $1,034,840. Effective July 1, 2016 the Harrison Street Garage is no longer owned by the City or managed by LAZ Parking.” Amend to permit the City to enter into a month-to-month agreement with LAZ Parking. All other terms and conditions remain the same.

85. Amend – Ord. #495 (06/05/2017), “Agreement - With N.Y.S. DOT for the scoping and preliminary design phase for the West Onondaga Street over Onondaga Creek Bridge 9-0 Rehabilitation Project PIN 3756.39, add the Detail Design Phase and that the City of 825 Syracuse is responsible for all excess costs which exceed the amount of Bridge NY funding appropriated, on behalf of the Department of Engineering, total cost not to exceed $326,500. The City will incur all initial costs with subsequent 95% reimbursement from the Federal government through TIP. Total project cost not to exceed $1,841,500.” Amend to add that construction shall begin no later than eighteen (18) months after award, and that the project must be completed within three years of commencing construction.

86. Amend – Ord. #498 (06/05/2017), “Agreement - With N.Y.S. DOT for the scoping and preliminary design phases of the Tallman Street Bridge over Onondaga Creek Deck 9-0 Replacement Project, PIN 3756.38, add the Detail Design Phase and amend to add that 826 the City of Syracuse is responsible for all excess costs which exceed the amount of Bridge NY funding appropriated, on behalf of the Department of Engineering, total cost not to exceed $150,000. The City will incur all initial costs with subsequent 95% reimbursement from the Federal government through TIP. Total project cost not to exceed $800,000.” Total not to exceed cost remains the same.” Amend to add that construction shall begin no later than eighteen (18) months after award, and that the project must be completed within three years of commencing construction.

87. Amend - Ord. #685 (08/03/2015), – “Authorize - Intermunicipal Agreement with Onondaga County for County processing of the City of Syracuse’s U.S. Mail, for a one year period 9-0 beginning September 1, 2015 – August 31, 2016 with four (4) one (1) year renewal 827 options with the approval of the Mayor and the Common Council, on behalf of the Department of Finance. Total annual cost not to exceed $30,240 plus any postage or handling fees charged to Account #01.596700.” Amend to authorize the renewal options for the period of September 1, 2016-August 31, 2018.

Authorize - Intermunicipal Agreement with Onondaga County relative to the implementation of the provision of Code Enforcement services, to fund the cost of a full 9-0 time Code Enforcement Officer to perform housing inspections and other functions for 828 recipients who participate in the Tenant Rental Agreement (TRA) program, for the period of January 1, 2017-December 31, 2017. Total cost not to exceed $55,000.

89. Appropriate Funds - From Special Object Account #595947.01.90000 in the amount of H $10,000 to the Syracuse Parks Conservancy for the fiscal year 2017-2018. H

Amend – Ord. #76 (10/25/2016), “Contract – With George’s Pro Sound for the Tree Lighting ceremonies at Clinton Square, for the period of one year (2016) with a one-year 9-0 renewal option (2017) with the approval of the Mayor and Common Council, on behalf of 829 the Department of Parks, Recreation & Youth Programs.” Amend to authorize the one (1) year renewal option. Total cost not to exceed $1,285 from the Celebrations Account Project #504610 Fund #25 and from Account #01.71400.540552.

91. Amend - Ord. #477 (08/20/2012), “Authorize - Payment-in-Lieu-of-Tax (PILOT) Agreement, for the period of ten years as detailed in Exhibit “A”, for properties located at 9-0 400 West Division Street, 301 Spencer Street and 365 Spencer Street Rear with Rapid 830 Response Monitoring Services, Inc. to accommodate a 20,000 square foot expansion which will increase employment from 175 to 200 jobs. SIDA approved the agreement at the July 17, 2012 meeting.” Amend to replace the project description to read “expansion of 35,000 square feet of the existing building”, and authorize the issuance of a new PILOT invoice. SIDA approved the updated project description October 21, 2014.

92. Local Law - Of the City of Syracuse to provide a partial real property tax exemption for T “Cold War Veterans” as provided by the amended Section 458-b of the Real Property Tax T Law to provide an exemption in the amount of 15% of the assessed value.

93. Authorize - An Exemption Agreement with Clinton Landing Housing Development Fund Company, Inc., (the “Corporation”) pursuant to Section 573 and Section 577 of Article 11 H of the New York Private Housing Finance Law and Section 402 of the New York Not-For- H Profit Corporation Law, to construct affordable, permanent supportive housing units (the “Facility”) for persons transitioning out of shelter. The project will be located on the northwest corner of South Clinton Street and Taylor Street. The term would be for the period of 15 years and each year based on the standard shelter rent formula (10% of the difference between gross rents minus utilities, or $25,000, whichever is greater).

10 94. Authorize - The Syracuse Industrial Development Agency to issue School Facility 9-0 Revenue Bonds, in an amount not to exceed $82,000,000 to finance a portion of the costs 831 of the SCSD Reconstruction Project. (Series 2018A Project)
