Central Sliver Plant, KVIC, Ichhawar Road, Sehore (M.P.) invites sealed tenders for (01) Half yearly contract for sale of scrap & unusable cotton/blended spinning waste having quantity approx 6 to 8 MT/month Approx.(02) Half yearly contract for supply of Paper Tube size 320x49x1.5 mm, having requirement of 60000 to 70000 pcs/month approx (03) Services of reputed Security agencies to supply of experienced security person. The agency should have registration in EPF, Income Tax ,Service Tax(now GST) and other deptt. must be three year old and Agency having turnover of last year less than Rs 1.00 Crs. will not be entertained and turnover should be certified by C.A. for confirmation to be attached (4) Repairing and Modification of Humidification Plant.(5) Annual contract for Hiring a vehicle (Car) for office/factory purpose by reputed traveling agency registered with Goods and service tax dept .Tender forms @ 500/- having terms & conditions can be obtained from our office on any working day till 06-11-2017 at 04.00 PM and tenders can be submitted till 07.11.2017 by 11.00 AM and will be opened on 07-11-2017 at 2.00 PM at our office above. DRAFT AGREEMENT FOR SECURITY SERVICES AT C.S.P.SEHORE

This Agreement for Providing Security services to Central Sliver Plant, Sehore, is entered into on the ------day of the month of ------, the year ------between Central Sliver Plant, Khadi and Village Industries Commission, Ichhawar Road, Sehore-466001 represented by its Project Manager Shri ------here-in-after refer to as the Plant and M/s ------represented by Attorney holder Shri ------, Sehore here-in-after called the SECURITY AGENCY providing security and allied services to the Plant on following terms and conditions :-

THIS AGREEMENT WITNESSETH AS FOLLOWS- (1) The Security Agency should be registered with the State Government and will procure a labour license for supply of security personnels.. (2) The SECURITY AGENCY will provide to the Plant following security personnels and for the services rendered, Plant agrees to pay the monthly payments as belows - S.No. Particulars No(s) Rate(Rs) 0101 Security Supervisor 01 01 0202 Security Gun Man 02 03 0403 Security Guard 05 05 Above number of security, personnels may be increased or decreased as per the requirement of the Plant. Out of the total security personnel, at least 25 percent will be deployed ex-serviceman. Apart from the above monthly rates, plant agree to Pay Employee’s provident fund (EPF workman compensation premium, Service Tex and service charges etc @ ------% . (3) The payment of wages to the security personnel's will be made By cheque only (4) In case of any accident or casualty, the security agency will be fully held responsible. (5) Payments towards bonus as per the minimum to be made by the agency which will be reimbursed by the Plant on submission of the receipts as per Bonus Act. (6) Income Tax will be deducted from the agency bills at the applicable rate.

(7) The Security Agency will have to deposit an amount of Rs.1,50,000.00 (Rs. One Lakh Fifty thousand only) with the Plant as interest free Security Deposit which will be refunded after one month from the expiry/termination of agreement. (8) Weekly off, National Holiday as per various Statutory obligations (including Financial liabilities) under the contract labour (Rules, Regulation and Abolition) Act. Minimum Wages Act., Workmen Compensation Act and other laws and Rules will be the sole responsibility of the security services. And the expenses accured in lieu of weekly off, National Holidays will be reimbursed by the Plant. (9) Any person deployed by the security services on account of supervision of work or for providing security services, whatsoever the case may be, will not be entitled for any absorption/employment or any preference to such absorption/re-employment in the Department. (10) It will be the sole responsibility of security agency to take care of all security aspects within the plant, if any loss occurred due to any slackness/ negligence of the security, entire responsibility will be of agency and same will be recovered from them. (11) No security personnels will be allowed to work on overtime beyond the admissibility under Factory Act Provision. (12) The Security Agency will provide extra personnels instead of the same men power for providing relief on Sunday/Holiday/Leave. (13) The department is not responsible for making any payment on account of over time/medical Facilities, Travelling Allowance or any other allowance incurred by the employees of the security agency. (14) The criteria of the security staff to be provided by security agency will be as under- i) No local person i.e. resident of Sehore district will be engaged. ii) The security guard/gunman should be minimum 8thstandard passed and 12th pass for security supervisor. iii) They should be between the age of 25 to 50 yrs. iv) The gunman should have valid licenses. v) Each security parsons will have to be replaced with suitable person after 6 months. (15) The Security agency shall in particulars render the following services and shall make all arrangements therefore mentioned below. a) Locking of all rooms etc. and switching of light fans, power points, Air conditioner, heater etc. b) Security of personal property and Assets of the department (Moveable and Immovable) any loss in this regard because of security lapses. c) Checking of all incoming and outgoing goods, office property, articles atc. and keeping proper records there to and taking suitable steps in case of any lapses. d) Maintenance of gate-pass system in respect of incoming & outgoing goods, office property etc. e) To ensure that no unauthorized person enters in to premises and no nuisance or disturbance is created. f) To keep vigilance in side and around the premises g) With the prior consent of the department to lodge complaints with the police authorities and pursue the progress of the case with them in respect of any untoward occurrence. h) To carry out any other task/duty allotted by the officer in-charge in the interest of security of etc. premises employee and property. i) To advise the department about such system as may be necessary or carry out the above activities effectively. j) The security agency shall maintain law and orders in premises, guard areas and vulnerable points, carry out investigations and submit report to concerned officer on any issue, which may be against the interest of the department. (16) The Security Agency ensure that uniform and kit is issued to each and every staff and the guards are smartly turned out at all times. It is to be ensured that uniform provided to the Guards is not similar to the Army/Navy/Air force/State Police Organization etc. (17) The security agency shall be liable to make good to the department any loss or damage caused due to lapses while providing security services. (18) The security agency shall be solely responsible for compliance of various statutory obligations (Including the financial liabilities) under the security agency labour Act minimum wages Act, workman compensation Act, depositing of PF, ESI and other under law and rules applicable from time to time. (19) In case of any discrepancies/irregularities/carelessness's of the Security Agency is observed, then the Plant reserves right to terminate the contract immediately without any notice. In this case, the security deposit of the Security Agency is likely to be forfeited. (20) If the Security Agency wishes to terminate the contract for any reason, then have to give one month written notice in advance. (21) The Security personnel will be appointed by the Security Agency and shall be under the direct control and supervision of the Supervisor, who will be answerable to the Plant Management and the security members will honour and abide to disciplinary action in events of infringements of Plant rules. (22) The Supervisor of Security Agency will check whether the guards posted at particular places are working efficiently, properly and not sleeping. (23) Security Agency shall work round the clock on all vital points in continuous shift operation according to the requirements of the Plant or any Staff/ Officer authorized by the Management. However, change in requirement of number of personnel at any given time will be informed in advance to the Security Agency. (24) The Security Agency will be responsible for maintenance as well as periodicals testing/demonstration of fire fighting equipments. (25) The Security Agency will also be responsible for maintaining the various activities smoothly as incoming and outgoing of vehicles and visitors, suppliers etc. and to assist in maintaining peace and discipline in Plant premises. (26) The records of in-coming and out-going goods will be maintained at the Security office for records and final check-up of the Plant Management. The gate-keeper/Guard will make necessary entries in the books of the in-coming and out-going stocks at the main gate. The movement registers will be checked and signed by the Project Manager daily. In case of emergencies, the services provided by Security Agency will not be limited only to the regular duties but the Security Agency have to co-oprate in all the activities without any extra charges. (27) The PLANT MANAGEMENT may at any time as and when required to inspect the security system/their residential places/arrangements and may take/may report about the undesirable conduct of any of the personnel's to the Security Agency and in that case, the Security Agency will take suitable action and if the Plant Management desires to remove/terminate the persons concerned or take suitable action to the satisfaction of the Plant. (28) The Security Agency should also ensure that its employees will not participate in strikes, theft, fraud, misplacing and pilferages of the goods and properties belonging to plant and in case of involvement of the Contractor’s employees in such type of activities, the Security Agency has to pay the entire cost of losses due to such activities and the agreement will also be liable to be cancelled by the Plant Management without giving any notice thereof. (29) The Security Agency will deploy its employees and the Plant will in no way liable to provide any privileges to them, which are being provided to the employees. (30) All registers of Security Agency such as wages, muster roll, leave, overtime/wages register and others that are to be maintained under the provisions of Plant requirement which have to be available with security supervisor and should be produced to authority as and when required. (31) The Security Agency shall not sublet, transfer contract or any part there-of to any other individual/agency. In the event of the contractor’s contravening this condition, Plant have right to terminate the contract without giving any notice what-so-ever. (32) The Security Agency may be given a telephone(Intercom) connection at main gate for internal communication, and in case the Agency utilized Plant phone for external calls, it will have to pay the charges for the same and these charges will be deducted from the payment of its monthly bills. (33) The attendance register of the security staff is to be maintained by the officer Incharge of the Security Agency and will be produced for inspection whenever required by the Plant Management. (34) The Security Agency should provide gunman with guns whenever cash is brought to Plant Office from bank or vice-versa whenever required by the Plant. (35) The Security Agency shall provide the items like tourch, bhala/lathi, rain cot and umbrella etc. at its own cost to all guards engaged at all posts. However battery for torches will be provided by the Plant on returnable basis. (36) The emolument to be provided by the Security Agency to various personnel deployed by them should met all statutory requirements of Govt. of M.P., Labour Department as per ‘The Factories Act 1948 with M.P. Factories Rules 1962’. Wages paid by the Security Agency shall not in any case be less than the minimum rated declared by labour Department from time to time. Plant, in that case will revise the rates/monthly payable (Which are indicated in pt.No.01) as equivalent to the sehore Collectorate rates. The Security Agency shall also provide such other benefits to its employees that are required to be provided as per statutory requirements of ‘The Factories Act 1948 with MP Factories Rules 1962’ at its own cost. (37) The Security Agency will not deploy any person, who has been punished for imprisonment by Court or having bad records with Police Department, In case, such type of candidates are found, the security agreement is liable to be terminated by the Plant with immediate effect without assigning any notice thereof. (38) The selection of security personnel's to be approved by the Plant Management. (39) The Security Agency will maintain all the records in prescribed forms as suggested by the Plant. (40) The Security Agency is responsible for inspection/counting of material in respect of quantities, weight, conditions of packages/tins/barrels etc. and accordingly Project Manager will be informed immediately in case of any abnormalities. (41) The Security Agency will not withhold any wage payment of its employees even if its bills are not cleared by Plant. Payment to the staff of Security Agency shall be made by it as per statutory provisions and the same disbursed in presence of Plants representative, by 7th of every month. Failure to make wage payment as per statutory provisions shall render the agreement liable to be cancelled. (42) The Security Agency will provide/maintain a readily available “First Aid Box” during the working hours for its & Plant employees. (43) The Security Agency will carry out all the items of services assigned or entrusted it by the Plant and will abide by all the instructions issued from time to time by Plant Management. (44) The Security Agency will render the services to the satisfaction of Plant authorities with such auxiliary and incidental duties, services and operation as instructed by said authorities and are not inconsistent with the terms and conditions of the contract. (45) The Security Agency will submit the monthly bills alongwith the attendance statement in prescribed format on every 1st day of month and payment of the same will be made within five working days from the date of submission of bills. (46) The excess amount, if any, paid to the Security Agency will be deducted from any of its bills irrespective of contract/agreement/schedules, however the amount of penalties/fines/ or any other recoveries which is not paid by Security Agency within stipulated time, will be deducted from the next bills of the agency. (47) The Plant agrees to pay the arrears of the bill, subject to revision of sehore collect orate rates as notified. (48) During the contract period if security agency is unable to provide any or all services for which Security Agency has signed the agreement, then the same services will be got done through any other sources at the discretion of the Plant Management and the expenditures incurred will be recovered from the Security Agency. The security deposit of the Security Agency shall also be forfeited under such circumstances. (49) The Plant reserves the right to provide bachelor accommodation to the Security Agency staffs However a nominal rent of Rs ------/-For single and Rs ------/- in double room quarters per month (including electricity ) will be changed the staffs if residing with family .Hence at least 50% of its staff will have to reside in plant premises. (50) The confidential information regarding Plant labour or any other activities will be given by the Security Agency to the Project Manager. (51) In case, the security personnel's are deputed by the Plant Management out of station, the Plant will pay to the Security Agency the actual to and fro ordinary bus/ second class train fare by shortest route for journey performed by the Guards/Supervisors. (52) Other terms and conditions provided along with the tender form and the order letter ------will be the part of this agreement. Initially this agreement would be operative with effect from ------for a trial period of three months. If services found satisfactory during the trial period, then its validity may be extended maximum ------year on above agreed terms. Tender form with Terms & Conditions It is well aware that the Khadi and Village Industries Commission a statutory body created by an Act of Parliament (No.61 of 1956 and as amended by Act No.12 of 1987) is comes under Ministry of Agro & Rural Industries, Govt. of India. Central Sliver Plant, Sehore is a unit of (KVIC) supplying raw material to certified Khadi Institutions involving in Employment Generation throughout the country. For the sale/dispose off of un-usable waste/scrap of the unit, quotations from the reputed waste processing firms/traders are required as per the terms appended belows :

1. Type of waste/scrap :

Processing unusable waste/scrap i.e. Blow Room droppings, Carding droppings, Flat waste, Fly waste, Fan waste, Comber noil, Blended P/C waste, Sweeping waste, Gutter waste, LDPE polyethene scrap, HDPE cloth scrap, Bale cloth scrap, Iron strip/wire, HDPE plastic strip & Paper tube scrap and other Scraps are saleable.

2. Quantity : The buyer has to off take the entire, unusable waste/scrap on the monthly basis delivering quantity of 6000 kg.(approx) per month for a contract period of half year

3. Physical verification : The buyer may check & verify the quality of unusable waste/scrap before tendering at our Plant above on any working day. Since the Plant is processing various varieties of Cotton and hence quality of the unusable waste may deviate accordingly.

4. Offtake of goods : The buyer has to arrange off take of unusable waste/scrap on its own cost from our Plant above i.e. F.O.R.-Sehore within one week from the confirmation of the order on monthly basis or when required. Packing charges and applicable taxes will be borne by the buyer.

5. Payments Terms : Before offtake the material from our site, the buyer has to deposit the required amount at Plant through demand draft as per the delivery challan/invoices. cont...2

#2# 6. Income/Sales Tax Clearance : All tenderers have to submit copies of registration of Firm, GST and Income tax etc. 7. Earnest-Money : All tenderers have to furnish an earnest money of Rs. 10,000/- (Rupees Ten thousand only) in the form of Demand Draft of any nationalized bank favoring Central Sliver Plant, KVIC payable at Sehore with the tender application on letter head of the firm which will be refunded to non-accepted and that of accepted tenderor will be adjusted in security deposit. 8. Security Deposit : Accepted party have to deposit an additional amount of Rs. 40,000/- (Rupees Fourty thousands only) for interest free security deposit of total worth Rs. 50,000/- which will kept at Plant till expiry of the contract. 9. 10 Arbitration : Any dispute arising out of the contract while placing the order will be solely decided by an Arbitrator appointed by the seller.
