Paul G. Leslie

Paul Leslie is an accomplished federal IT business leader, leveraging more than 25 years of experience as President of Apptis. He brings extensive technical expertise and business insight into the challenges of federal government contracting and has a track record of aligning company offerings to meet those challenges. He has proven leadership experience in business development, mergers and acquisitions, operational excellence, strategic planning, and extensive Federal market operations.

Paul has a solid track record of successfully building companies for substantial market growth. Prior to joining Apptis, he co-founded and served as president and CEO of Apogen Technologies, a federal sector IT services and Technology Company with a focus on homeland security and defense. Paul led Apogen’s accelerated business expansion through an impressive combination of organic growth and strategic acquisitions. Apogen’s corporate success and visibility, key capabilities, and focus on critical federal customers drew attention from many of the large government system integrators. In September of 2005, Apogen was acquired for approximately $300M by QinetiQ, Ltd., a large defense and research firm headquartered in Great Britain.

Prior to joining Apogen, Paul held corporate management positions at EDS, Universal Systems, BDM International, TRW, and BTG. He began his career in 1977 at Electronic Data Systems (EDS), where he designed and developed electronic filing and financial systems for government and commercial customers. Additionally, he led the development of complex system prototypes for benchmark and live test demonstrations for Department of Defense customers.

Joining BDM in 1990, Paul was responsible for building several high-profile and successful IT systems, including the EDGAR electronic filing system for the Securities and Exchange Commission and the national blood product manufacturing information system for the American Red Cross. As a Senior Vice President, General Manager, he led the fast-paced growth of BDM’s federal civilian systems development and integration practice. This practice area grew organically from less than $10 million in annual revenue to $120 million within five years. Simultaneously, he was responsible for leading BDM’s successful effort to achieve SEI CMM Level 3 certification.

Paul joined BTG, Inc. in 1999 as Executive Vice President and COO. During his tenure at BTG, he reorganized the company’s operation units into strategic business units focusing on vertical customer markets. After leaving BTG, he co-founded the McGuire Woods Capital Group and advised companies on corporate positioning for strategic and breakout growth, merger and acquisition planning, and acquisition integration.

Paul sits on the Board of Directors of the Professional Services Council. He serves on the Fairfax County Information Technology Policy Advisory Committee, where he helps advise the County’s CIO on technology- related matters, and is a member of the Fairfax County Chamber of Commerce Board of Directors.

Mr. Leslie graduated with a Bachelor of Science degree in Mathematics from Boston State College.
