1.1 Project Description

PROJECT BACKGROUND

1.1 Project Description The project road section of NH- 2 forms part of the Golden Quadrilateral and has dual carriageway and is a vital southward radial from Delhi, the capital of the country.

Due to exorbitant increase in population, economic, industrial and other activities in the towns of Faridabad and Badarpur, a lot of congestion had taken place on NH-2, especially, in the reach from Km. 16.700 to 19.700. Successive road intersections at close intervals have further aggravated the traffic problem.

The option of only widening of the road on ground would increase storage capacity of the section of road between junctions which would increase traffic signal cycle time at the junctions to handle high volume of the waiting traffic. This would, finally, lead to delays and congestion.

Another option of construction of individual flyovers on this closely spaced intersection was also not possible as the approaches would foul with each other.

Therefore, NHAI has envisaged “Construction of Elevated Six lane highway from 16.100 to Km. 20.500 (including its approaches) on NH-2” to remove congestion and increase the throughput of this section of the National Highway. This would also include widening of the entire ground road in this reach with provision of service road on either side.

The Project Road starts at Km. 16.100 (in Delhi) and terminates at Km. 20.500 (in Haryana) of NH-2 (Delhi-Agra Section), total length of 4.400 km, which includes approaches to the elevated structure on both ends and passes through thickly built-up area. Land use pattern is dominated by residential, commercial and industrial activities all along the project road.

Based on the competitive bid process, NHAI has signed the Concession Agreement with M/s Badarpur Faridabad Toll way Ltd., a Special Purpose Vehicle (SPV) formed for implementing this project with the following particulars. 1.Client National Highways Authority of India 2.Concessionaire Badarpur Faridabad Tollway Limited (BFTL) an HCC Concession Company 3.Independent Engineer(O&M) Egis India Consulting Engineers Pvt. Ltd 4.Lenders Canara Bank led Consortium 5.Lender Engineer Frishman Prabhu Pvt. Ltd 6.Estimated Cost Rs. 340 Cr. (as per NHAI letter no NHAI/GM/N- 1/Badarpur Flyover/Gen-04/- dated nil (RFP 7.EPC Cost P/665) Rs. 494 Cr. (as per Annexure A “abstract” 8.Expenditure approved by NHAI on the recommendation of IE) Rs. 572 Cr. (as per schedule ii Financial Plan of concessionaire)

The road is located in the Jamuna basin adjacent to Aravali hills in southern part of Delhi and passes through flat terrain. Land use along the project is dominated by industrial and commercial activities followed by residential establishment near Badarpur village.

Traffic on this route is greatly influenced by the urban activities of Delhi and Faridabad (Haryana) besides, long-haul traffic from and between north and South of Delhi.

1.3 Start of Operation & Maintenance Period

The Concessionaire's obligation to maintain the Project Highway during the O&M Period starts on issue of Provisional Completion Certificate / Completion Certificate by Independent Engineer as per Clause No 14.2 of the Concession Agreement i.e. 30 November 2010.
