Odessa Town Council Minutes Monday, May 23, 2011-7:00 p.m.

CALL TO ORDER

Mayor Plinski called the meeting to order at 7:00 p.m. Present were Mayor Plinski, Councilmember Schmidt, Councilmember Ramm, Councilmember Hubbard, Councilmember Harp, Councilmember Kramer, Clerk-Treasurer Burghard, PWD Sebesta, Fire Chief Strebeck, Rod Webster, Norman Ott, Frank White and Lise Ott.

APPROVAL COUNCIL MINUTES-APPROVAL MAY BILLS-APPROVAL BUILDING PERMIT

 The Council minutes of May 9, 2011, with corrections added  Claims Clearing Checks No. 2464 thru 2476 totaling $13,654.94  Building Permit 2011-3 for a new garage at 207 S. Second St. were approved and carried upon a motion by Councilmember Kramer, seconded by Councilmember Harp.

PUBLIC INPUT

Norman Ott of the Mason Lodge addressed the Council concerning a possible leak near the chimney at the Old Town Hall and reported he had spoken to someone about repair. He asked the Council if the Town would be in agreement to pay part of the repair expense. It was the Council’s decision to pay up to a half of $350.00 repair, upon a motion approved and carried made by Councilmember Ramm, seconded by Councilmember Hubbard.

BID RESULTS-1991 FORD CARGO VAN

No bids were received for the surplus 1991 Ford Cargo Van.

FIRE DEPARTMENT REPORT

Fire Chief Strebeck discussed with the Council the June 18th Fire Department auction and placing the surplus fire department vehicles for sale at said auction. After discussion the Council was in agreement to the request for the Cargo Van and further decisions will be made after Fire Chief Strebeck further investigates the scrap value of the 1962 Fire Truck and other potential uses for the 1959 Fire Truck.

PUBLIC WORKS REPORT

PWD Sebesta introduced recently hired employee Rod Webster.

PWD Sebesta reported the pool vinyl liner installation is completed, with further information to be sent to him from the company.

Discussion was held concerning sewer connections for individuals residing outside the Town corporate limits and potential for annexation.

It was reported that the Friends of the Pool would be donating $16,000.00 to the Town this year, $15,000 to share costs for the pool liner and $1,000 for pool maintenance costs.

Pothole repairs are scheduled to be repaired next week, if weather allows. Council Minutes-May 23, 2011 cont. pg. 2

POLICE REPORT

No report was given.

LIBRARY REPORT

It was reported the Librarian Jantz has applied for another grant.

COUNCILMEMBERS’ REPORT

Councilmember Schmidt reported on the conference call with Lisa Corcoran, USKH regarding the ongoing airport project and the necessity to keep the project ongoing to preserve the grant moneys we have been awarded, as the FAA had requested the Town allow another municipality to utilize said grant moneys.

Councilmember Hubbard reported on the recent meeting Mayor Plinski, Councilmember Schmidt, PWD Sebesta and herself attended with AVISTA representatives regarding the recent natural gas leak located in the alley near Fourth Street and Third Ave. AVISTA will be replacing gas lines which were installed in town prior to 1987, which is 7.6 miles of gas lines. The AVISTA representative reported the project would be videotaped, with public meetings to be held after a project schedule is determined.

Councilmember Harp reported there are currently nine lifeguards that will be hired for this upcoming pool season, contingent upon new trainees passing upcoming lifeguard training.

Councilmember Harp also reported she had sent a letter to the Marlin Hutterian Brethren regarding the traveling of the semi-truck trailers on Dobson Road.

MAYORS’ REPORT

Mayor Plinski announced that Declaration of Candidacy forms are available, with the dates of filing June 6 thru June 10, with first date to mail forms being May 20, 2011.

He also reported on the recent EDC meeting he attended and that he would be attending the Mayors’ meeting on June 1, 2011 and the AWC Conference June 21 thru 24. He added that TIB Training will be occurring on June 17, 2011.

ADJOURN

With no further matters to discuss, Mayor Plinski adjourned the meeting at 8:17 p.m.
