McCain, upon the celebration of his ninety-seventh 21 birthday on March 8, 2002; and 22 23 Whereas, James McCain was born on March 8, 1905, in Sumter, 24 South Carolina where he attended elementary and secondary 25 schools. He graduated from Morris College in Sumter and earned 26 his Master of Education Degree from Temple University in 27 Philadelphia, Pennsylvania, in 1940; and 28 29 Whereas, James T. McCain has been instrumental in improving 30 education for black students having worked as a teacher, principal, 31 college professor, registrar, and college dean. His efforts were 32 recognized in 1952 when the Negro Educational Review declared 33 him runner-up in a nationwide Classroom Teacher-of-the-Year 34 project; and 35 36 Whereas, James McCain is widely known for his contribution to 37 the struggle for full citizenship, human dignity, and civil rights for 38 black Americans. During the 1960’s, he helped lead sit-ins and 39 freedom rides that furthered the American Civil Rights movement 40 and was arrested in New Orleans for picketing for jobs; and 41

1 [1043] 1 1 Whereas, in later years James McCain continued the valiant fight 2 for racial justice while serving in the positions of Field Secretary 3 and Director of Organization for the Congress of Racial Equality, a 4 group committed to elevating the economic and social status of 5 minorities; and 6 7 Whereas, Mr. McCain has continued his academic pursuits 8 throughout his life, having contributed numerous volumes and 9 manuscripts on the Civil Rights movement covering the period 10 from 1957 to 1971 to the South Caroliniana Library, and he has 11 been inducted into the University South Caroliniana Society; and 12 13 Whereas, James McCain, in his constant efforts to improve the 14 condition of his fellow man, has given of his time and talents to a 15 variety of civic organizations including the South Carolina Council 16 on Human Relations, the Boy Scouts of America, the Palmetto 17 Education Association, the Sumter County Council on Aging, and 18 the Governor’s Council on Human Affairs for South Carolina; and 19 20 Whereas, Mr. McCain has been recognized as the Outstanding 21 Senior Citizen of the Year for South Carolina and has received the 22 Order of the Palmetto; and 23 24 Whereas, James McCain serves as the trustee emeritus of the Mt. 25 Zion Missionary Baptist Church. He is married to the former Ida 26 M. Chennault, and they are the proud parents of three children, 27 Arnetta McCain Doty, Joyce McCain, and James T. McCain, Jr.; 28 and 29 30 Whereas, it is appropriate for the members of the South Carolina 31 Senate to pause in their deliberations so that they might recognize 32 James T. McCain and honor the exemplary life of this 33 distinguished son of South Carolina. Now, therefore, 34 35 Be it resolved by the Senate: 36 37 That the members of the South Carolina Senate, by this resolution, 38 recognize the extraordinary life and work of civil rights activist, 39 community leader, and family man, James T. McCain of Sumter, 40 and sincerely extend best wishes to him as he celebrates his 41 ninety-seventh birthday on March 8, 2002. 42
