University of Oxford Programme in Comparative Media Law and Policy Centre for Socio-Legal Studies Oxford, England

The School Founded in the 10th century, Oxford is the oldest English-speaking University in the world. Its 21,000 students study within its 38 independent and self-governing colleges, where the method of instruction uses small, faculty-led tutorials, a hallmark of an Oxford education.

The Programme in Comparative Media Law & Policy (PCMLP) was founded in 1996 at the Centre for Socio-Legal Studies by faculty including Cardozo Professor Monroe Price. It is a research and policy program that brings together scholars, policymakers and practitioners to study contemporary issues in global media law and policy through three primary activities: conducting academic and policy relevant research; supporting and developing a global network; and providing academic training and support. Recent projects have focused on freedom of expression, media regulation, telecommunications, media ownership and reform, especially through regulation in transitioning situations and media policy in fragile states. Oxford provides a unique and interdisciplinary environment in which contemporary issues of media and technology can be seen in historical and geopolitical perspective.

PCMLP attracts PhD candidates from around the world. Cardozo students with a background in social science and with interest in media law and policy are invited to apply for a semester in residence, joining in the activities and the research of the program. Cardozo students selected for this program will attend lectures through the Faculty of Law; produce a supervised individual research project on law and society; participate in the program’s seminars; and contribute to the group research undertaken by the program during the semester in residence.

Location Approximately 60 miles from London, Oxford is a charming city of approximately 150,000 people situated on the River Thames. A quintessential English college town, Oxford is a city rich with history and beautiful architecture, with stone buildings and gardens and the university at its center. The influx of international students and scholars gives the city international feel, and supports a rich cultural life including a variety of performing arts and the university’s world renowned museums and collections. The city center is small enough to cover on foot, and only a few minutes walk away from the main rail and coach stations.

Cardozo students may study at Oxford in the spring semester. The time in residence at PCMLP will span from January to May, though the coursework taken in the Faculty of Law takes place during the 8-week Hilary Term which generally runs from mid-January-March.

Application Because of the specialized nature of this program and the research requirements, applicants must submit a research project proposal of no more than one page. Once approved, the Office of Graduate and International Programs will forward the research proposal and application to the Programme director for final approval. Please note that this program is designed for students who have a strong interest in the issues and activities of PCMLP and who are able to undertake a significant research project in conjunction with PhD researchers from around the world.

Language of Instruction The language of instruction is English.

The lecture list for the Hilary Term will be available to students before arrival, and the programme staff will assist Cardozo students in selecting courses of interest. The current term schedule is available for download here:: http://www.law.ox.ac.uk/lecture_lists.php  Courses in the Centre for Socio-Legal Studies The Centre for Socio-Legal Studies, which houses PCMLP, offers 1-2 courses during the semester, which Cardozo students must attend  Seminar series organized in conjunction with or through other areas at Oxford. Former students have participated in the Oxford Internet Institute-PCMLP Seminar Series on Information, Communication, Technology and Development; the Hate Speech Research Group; the Islamic Law and Society Seminar; Legalism Seminar. Each seminar will be evaluated for its contact hours and content to determine equivalence of credit.  Individual research project Cardozo students must complete a substantial research project in the area of media law/society under the supervision of a faculty member at Oxford. The programme will assist students in identifying an appropriate supervisor and will begin the process prior to the student’s departure for Oxford.  PCMLP activities Cardozo students contribute to the group research project and participate in a seminar series and other activities of PCMLP

Credit Students will receive 12 credits towards the law degree for successful completion of each of the aspects of the course of study above. Generally, students will attend eight lectures/courses in

In order to receive credit, students must submit their proposed course selections in writing to the Assistant Dean for Graduate and International Programs prior to departure, and must confirm their final registration as soon as it is done in Oxford and while there is still an opportunity to make changes to their schedules. The acceptance of any credit or grade for any course of study at Oxford is subject to approval, and any changes must be communicated immediately to the Assistant Dean for Graduate and International Programs. Only the credits and not the grades will transfer per ABA requirements, and the grades will not count toward honors and awards (such as graduation prizes or degree rankings, such as cum laude, magna cum laude and summa cum laude).

Registration  At Cardozo Once approved, students must register during their regularly scheduled registration time for 12 credits of generic study abroad through the Office of the Registrar. Registration must be done in person, via fax to 212.790.0241 or as a pdf attachment to [email protected]. The fax or pdf must include the student’s name, Student ID number, a request to register for 12 credits of study abroad with the name of the host institution, and the student’s signature.  At Oxford Students work with Nicole Stremlau, director of PCMLP, on constructing a course of study once accepted to the program and upon arrival. Evaluation and Grading System Courses at Oxford are small and consist of a great deal of interaction between the participants. Though there are no tests, students are expected to come to class having read the material carefully and prepared for in-depth discussion with fellow students and faculty. The faculty supervisor for the research and the programme director will certify successful completion of program requirements.

Transcript Transcripts will take the form of a letter of official record of studies from the PCMLP. Students must request two copies of the letter be sent to the Office of Graduate and International Programs, 55 Fifth Avenue Room 1007, New York, NY 10003 prior to departure from the program. It is good practice to request a personal copy as well for your records.

Housing There is no dormitory accommodation available to Cardozo students in Oxford. Visiting students find accommodation in apartments in and around the city. Modest shared accommodation can cost $500 per month; a studio apartment can cost $1500 or more.

Health and Safety Cardozo students abroad are strongly urged to be sure they are covered for health-related incidents abroad. For students who are not already covered, Cardozo offers you a health insurance policy through Cultural Insurance Services International (CISI). In addition, students studying abroad are required to register with International SOS, a 24-hour international medical, security and travel assistance program, which provides local expertise, advice on medical and security pre-travel issues, and emergency assistance during critical illness, accident, or civil unrest. It is also a one-stop repository for all of your important information, including passport number, emergency contacts, medical history, and so on. Registration at http://www.internationalsos.com/MasterPortal/default.aspx?membnum=11BYSG000013 is in two steps: 1. Activate your record: This is registration of your name, passport information, and emergency contacts. You should also include medical history and upload important documents (including a copy of your passport) here. 2. Register your trip: This is where you put details of your travel outside the United States.

Visa Cardozo students should be able to enter the U.K. as a student visitor, but should visit http://www.ox.ac.uk/students/international_students/doineedavisa/ and get guidance from the local British consulate prior to departure.

A General Note on Study Abroad Studying at a foreign university will not feel like studying at home—this is why it is such an enriching experience. Often, campus services and procedures are very different from those students are used to in the United States, which can be confusing and frustrating for students not accustomed to them. Flexibility, patience and a willingness to spend extra time figuring things out are crucial to a positive study abroad experience.
