MINUTES FROM THE CITY OF WAUTOMA REGULAR MEETING OF THE COMMON COUNCIL NOVEMBER 11, 2013

Mayor Nixon called the regular meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, November 11, 2013.

Present: Mayor Nixon, Alderpersons Trevor Diedrick, Patrick King, Steve Ryerson, and Lee Wise.

Excused: Alderperson Aaron Grimm

Prayer and Pledge took place.

Alderperson King moved approval of the Common Council meeting held on October 14, 2013, Finance and Personnel meeting held on October 21, 2013, Plan Commission meeting held on October 29, 2013 and Finance and Personnel meeting held on November 4, 2013. The motion was seconded by Alderperson Wise and carried 4-0.

Mr. McCue presented the General Fund Budget Comparison and Bank Account Report.

Alderperson King moved approval of the agenda. The motion was seconded by Alderperson Ryerson and carried 4-0.

Alderperson King moved approval of granting a license to serve fermented malt beverages and intoxicating liquors, subject to the limitations imposed by section 125.12(1), 125.32(2) of the Wisconsin statues and all acts amendatory thereof and supplementary thereto: Heather Kinney and Jaclyn Zanto, OM Wautoma Oil AKA Wautoma Express. The motion was seconded by Alderperson Diedrick and carried 4-0.

The public hearing for the 2014 was rescheduled for December 5, 2013 at 6 p.m.

Without objection, Mayor Nixon laid over Resolution13-004 to adopt the 2014 annual budget and establish the 2013 property tax levy.

Alderperson King moved approval of Resolution13-005 Authorizing the Issuance and Sale of $3,416,000 Sewer System Mortgage Revenue BondS of the City of Wautoma, Waushara County, Wisconsin, and Providing for the Payment of the Bonds and Other Details with Respect to the Bonds. The motion was seconded by Alderperson Ryerson and carried 4-0 on a roll call vote.

Alderperson Diedrick moved approval of Resolution 13-006 A resolution providing for the use of streets and alleys by the City of Wautoma Water and/or Sewer Utility. The motion was seconded by Alderperson Wise and carried 4-0.

The council reviewed a resignation letter from Alderperson Robert Helbing affective November 8, 2013.

Alderperson King moved to appoint Ed Hernandez to serve out former Alderperson Robert Helbing’s term. The motion was seconded by Alderperson Ryerson and carried 4-0.

Mr. McCue presented his Administrator/ Clerk/ Treasurer’s monthly report. Chief Weiss’ monthly report was also presented.

Todd Trader provided the council with an update on the sanitary sewer project.

Mr. McCue shared that he needed to hire a surveyor to create a CSM of the gable property and to work with City Attorney Bickford on the sale of the property. Alderperson King moved approval of both pay application 5 from PTS contractors in the amount of $596,451.42 and pay application from Visu-Sewer in the amount of $144917.42. The motion was seconded by Alderperson Wise and carried 4-0.

Alderperson King moved to wave the $500 fee for the WWII Memorial to host a Lymes Awareness seminar which is open to the public. The motion was seconded by Alderperson Diedrick and carried 4-0.

Alderperson King approval of a reduced WWII Memorial rate to $50 from the Waushara Tourism Resource Commission on November 21, 2013. The motion was seconded by Alderperson Ryerson and carried 4-0.

Alderperson Wise moved approval of regarding writing off a CDBG- RLF which was used at 123 E. Elm St. for an amount of $2,000 since the house was sold at a Sheriff’s sale. The motion was seconded by Alderperson Diedrick and carried 4-0.

Mr. McCue presented a report on the 2013-2017 Capital Improvement Planning by Tax Increment Districts 1 and 2.

Discussion and appropriate action regarding the reconstruction of Center Street for $9,000 died for lack of a motion.

Mayor Nixon shared a letter from the Wisconsin Department of Administration giving their final estimate of the January 1, 2013 population for the City of Wautoma at 2,168 and a letter from the second and third graders at Riverview Students thanking those involved for a job well done on the sanitary sewer project.

Alderperson Diedrick moved to have the city attorney draft an ordinance to ban smoking on any school premise.

The common council through consent decided to continue to allow the Chief of Police determine the date and time for Trick-or-Treating.

Alderperson Diedrick moved approval of the paying the monthly vouchers. The motion was seconded by Alderperson Ryerson and carried 4-0. The end of the month bills were also presented.

Alderperson Diedrick moved to adjourn. The motion was seconded by Alderperson Ryerson and carried 4-0. The meeting adjourned at 8:45 p.m.
