RM.45 Job Title: Deputy Director, Recreation

Job Summary: This position under the administrative direction of the Director of Recreation and Maintenance is responsible for professional and administrative work in planning, organizing and directing the activities of the County's Recreation Division of the Recreation and Maintenance Department and acts as the Director in his/her absence. Work involves responsibility for the administration and direction of the park system. FLSA: Exempt Grade 79

Major Duties:

 Assists Director to administer the County's Parks and Recreation program; directs through subordinates the planning, scheduling and coordination of divisional activities; develops policies, procedures and priorities to meet established goals.  Assists to develop, implement and maintain strategic and fiscal and capital improvement plans for the Department.  Assists Director to prepare and monitor department budget and prepares special reports as required; Assists to analyze and prepare budget for submission to the Board of Commissioners; assumes full responsibility for complete adherence to the monies allocated to the division.  Interprets to the public and other county departments the philosophy and objective of County public parks, recreation and leisure services.  Directs the review and evaluation of overall operations of the division; plans, coordinates and directs staff training, disciplinary actions and performance evaluations.  Develops and implements divisional policies, goals and procedures.  Works with Deputy Director of Maintenance and the General Manager of Capital and Community Improvements on the acquisition, planning, design and construction of new recreational parks and facilities.  Maintains various divisional records such as program activity, personnel records, inventory, etc.; conducts studies and prepares reports evaluating program effectiveness and/or assessing current services.  Performs other related duties as assigned.

Knowledge Required by the Position:

 Advanced knowledge of the principles and practices of Parks and Recreation management, operations, and planning.  Advanced knowledge of all federal, state and local regulatory requirements applicable to parks and recreation.  Advanced knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.  Advanced knowledge of a wide variety of recreation activities.  Advanced knowledge of facilities and equipment needed in a broad parks and recreation program.  Advanced knowledge of the principles, practices and procedures of supervision, organization and Rockdale County Position Classifications

administration.  Advanced knowledge of budgetary practices and the ability to interpret and justify operating and capital budgets.  Ability to plan, implement and coordinate technical and administrative programs.  Ability to organize and direct subordinates.  Ability to exercise mature and good judgment in evaluating and rendering decisions in pressure type situations.  Ability to express ideas effectively, both orally and in writing.  Ability to establish and maintain effective working relationships with the general public, co- workers, elected and appointed officials.  Ability to communicate effectively both orally and in writing.  Ability to interpret and apply rules, regulations, policies, procedures and ordinances to ensure compliance.  Ability to maintain multiple, complex projects as required.

Supervisory Controls: The Director of Recreation and Maintenance assigns work in terms of general goals and policies. Work is reviewed for accuracy and the nature and propriety of the final results.

Guidelines: Federal, state and local laws, regulations, policies, procedures and standards.

Complexity: Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

Scope and Effect: The purpose of this position is to plan, organize and direct the activities of the County's Recreation Division.

Personal Contacts: Typically with co-workers, elected officials, county employees, other local government officials and the general public.

Purpose of Contacts: Typically to give and exchange information, resolve problems, and provide services.

Physical Demands: The employee is regularly required to perform duties that require manual dexterity.

Work Environment: Typically performed in an office environment.

Supervisory and Management Responsibility: This position has direct supervision over part time, seasonal and permanent employees in the Recreation Division. Rockdale County Position Classifications

Minimum Qualifications:

 Bachelor’s degree in parks and recreation management, park administration, public or business administration or related field.  Five to seven years of progressively responsible parks and recreation experience, four years in a supervisory capacity.  Must be a Certified Park and Recreation Professional (CPRP) Must be a Certified Park and Recreation Professional.  Must have a valid State of Georgia driver’s license.
