At HMP Thameside we provide a safe, decent, secure and respectful environment that encapsulates a wide range of constructive activities. The regime both combines and embraces work, education, vocational training, as well as prisoner health and appropriate interventions where individual need is identified. HMP Thameside is a Local category B establishment that can currently hold 900 convicted and remand male prisoners. The prison has a baseline Certificate of Normal Accommodation (CNA) of 600, and an in use Operational Capacity (OP CAP) of 900 which due to national population pressures will always be under review. The primary purpose of HMP Thameside is to deliver a service through its contractual arrangements to meet the National Offender Management Service (NOMS) objectives by: . Protecting the public in holding those committed by the courts in a safe, decent and healthy environment. . Reducing re-offending by providing constructive regimes that address offending behavior, improve prisoner education and work skills, provide resettlement needs and promote law abiding behavior in custody and after release.

Our Vision: HMP Thameside's vision will be to provide the most productive and decent regime practicable within the contract. It will work to achieve this through its professional staff and constructive relationships with prisoners, their families and all other Criminal Justice agencies. The Director, Assistant Directors, Managers and Staff at HMP Thameside will provide a safe, secure and respectful environment that encapsulates a wide range of constructive activities. The regime will embrace work, education, health, education and it will provide appropriate offending behavior courses. The staff will also do the best they can to ensure those prisoners going back to society have robust resettlement opportunities through strong community links.

Accommodation: The prison accommodation is built on a five spur radial design comprising 10 individual living units consisting of 600 cells. Offices and treatment rooms are also built in to the house block core. The building is the first in the world to be awarded, “Outstanding” for BREEAM (an environmental assessment method). There are 10 cells that can cater for prisoners with disability needs which are included in the 600 cells on the house block. In addition there are 18 cells in the Healthcare In-Patient facility and 20 in the Care and Separation Unit, making a total of 638 cells. All cells are fitted with showers, prisoner in-cell technology and telephones that prisoners can use to access the healthcare, education and reception areas of the prison.

Reception Criteria: HMP Thameside is built to Category B standards for adult male prisoners. It is local prison designed to hold up to 75 per cent remand and 25 per cent sentenced prisoners. There is capacity to hold a small number of young adults on remand.

Independent Monitoring Board (IMB): The Independent Monitoring Board (IMB) is a group of members of the public who volunteer their time to work in the prison. They are totally independent (of the prison, of the Ministry of Justice, of prisoners, of lobby groups of any kind). Their role is to monitor all aspects of the prison's work and, in particular, the humanity and fairness with which prisoners are treated and how well they are prepared for their eventual release. In order to achieve this, IMB members are given unrestricted access to all areas of the prison and the prison's records, and to all prisoners. One or more IMB members visits the prison every week, and prisoners can apply to see them (confidentially, if necessary). This may be to ask for help resolving issues which they feel have not been dealt with satisfactorily by prison staff, or simply to talk about an aspect of prison life they want to highlight. In addition, Board members may attend meetings (including Adjudications and Reviews), as observers, and they are called in to observe any serious incidents which occur within the prison. The Board writes an Annual Report on its work for the Minister for Prisons, and would report to them at any other time if it had serious concerns about an aspect of the prison's performance. Chaplaincy The Chaplaincy provision at HMP Thameside is provided by full-time Faith Leaders as part of the Chaplaincy & Foreign Nationals Team. Their main role is the pastoral care of all, regardless of faith. Main worship groups are provided weekly, as well as support or study groups. Chaplains of other faiths visit as specific needs arise. The team also oversees the specific support of Foreign Nationals prisoners Healthcare CareUK provide Healthcare to HMP Thameside. The service provision is covered by qualified nurses 24 hours a day and GP clinics run 6 days per week, with out of hours provision if required. The service aims to: Specialist Clinics:  Advise and support patients  CPN  Provide information on Healthcare services  Dentist  Listen to concerns, suggestions or queries  In Reach  Help sort out problems quickly  Optician  Physiotherapy  Podiatry  Psychology Integrated Drug Treatment Service (IDTS) is provided in conjunction with Turning Point and a specialist unit is provided in the house block for prisoners undertaking this treatment. Patient Advice and Liaison Service (PALS) PALS is here to help when you need advice or wish to make a complaint. As a patient, relative or carer PALS provide confidential advice and support, helping you sort out any concerns that you may have about any aspect of NHS care. Pals acts independently when handling patient and family concerns, liaising with staff, managers and, where appropriate, relevant organisations to negotiate prompt solutions. If necessary, they can also refer patients and families to specific local or national based support agencies.

Catering At HMP Thameside we provide menus for Breakfast, Lunch & Dinner that are nutritionally balanced and in line with Ministry of Justice guidelines. All Prisoners have the ability to order and ensure they receive their 5 portions of Fruit & Vegetables a day. Food is cooked fresh everyday by our team of Chef’s and Prison Workers with fresh and seasonal produce being used where possible. We provide appropriate work opportunities for Prisoners on a daily basis that meet our security clearance criteria in both the main kitchen that produces food for the wings and our Bistro, which services the needs of Prison Staff. Prisoners pre-select and order their meals from a 4-weekly menu cycle that is displayed in-cell on their interactive system. Menu choices are labelled with an icon to denote whether it is Halal, Vegetarian, Healthy to Eat or which type of Meat product is in the dish. We also take into account any special dietary and religious needs of prisoners once this has been confirmed by the Healthcare or World Faith Departments. We also provide frequent special menu choices to celebrate Religious, National and Cultural Days throughout the year.

Prison Shop At HMP Thameside we operate a cashless prison system and provide a shopping experience for prisoners that enables them to buy a range of retail goods, including the purchasing of telephone call time via their in-cell interactive system. We ensure that the goods and products available to buy meet the needs of a mixed prisoner population. In addition, we will engage prisoners through the Prisoner Information and Activities Committee (PIAC) meetings in developing the shop product list.

CMS/Telephony In encouraging prisoners to take responsibility for themselves and their sentence we have provided an integrated Information Communications Technology (ICT) system. Using the Custodial Management System (CMS) provided prisoners are able to self-manage themselves and their sentence. Capabilities include:  Menu ordering  Gym booking  Canteen ordering  Applying for sentence planning advice and counselling and appointments  Visits Booking  Applying for work  General Applications  Making their own Healthcare appointments  Emailing Healthcare, Reception and Education

Staff are able to respond electronically to requests and applications, creating an efficient and fully auditable system for prisoner applications. In addition it offers provision of a VLE (virtual learning environment), training and information services that will enable them to develop and improve their information and communication skills. The VLE provides access to online training courses and training material with the ability to enable the prisoners to complete education courses that may provide a range of widely recognised qualifications including NVQs. Microsoft Office and or Open Office applications will be made available to the prisoners to improve basic keyboard, word processing, literacy skills. Systems may be configured with other limited language options (upon request) that may meet the requirements of a subset of foreign national prisoners. HMP Thameside operates a cashless telephone system operated via a smart card system and Personal Identity Number (PIN). The PIN phone system includes a comprehensive voice recording system that will record and retain all prisoner voice call other than those protected by legal privilege. Prisoners may have up to 15 personal and 5 legal telephone numbers, subject to security vetting and public protection measures. Staff are also able to phone prisoners in cell but prisoners cannot receive external telephone calls. Prisoners have the facility to make calls to key departments within the establishment such as Reception and Education, to encourage responsibility and self-management. As a prison we have provided a comprehensive Prisoners Cash Management System that allows prisoners to manage their own private spends and earning accounts via their in-cell interactive system. Prisoners have the ability to manage their shopping, phone account, savings account, make applications to transfer money out, transfer money in by cheque or postal order, check their wages, exchange foreign currency, payback any advances on arrival, and check their transaction history and balances in real time.

Business Services Work Parties As part of the Business Services function, we offer prisoners opportunities to apply for positions in key jobs and work parties e.g. Kitchen, Bistro, Grounds, Waste Management, Environmental, Shop, Laundry and Painting. Within each of these areas there are openings for prisoners to acquire new skills and improve on current abilities. Prisoners also have the prospect for those who wish to acquire skills and accredited qualifications.

Learning and Skills

The focus of Education at HMP Thameside is to address Functional Skills in English, Maths & ICT in order to support learners to gain the most out of life, learning & work. The tools learnt will enable them to apply their knowledge and understanding to engage competently and confidently in all education subjects, both in and outside of the prison. Most courses are accredited and will also include:  Understanding Business Enterprise Activities   Personal & Social Development  Storage & Logistics /Warehousing  Peer Mentoring  Horticulture  Food Safety  Fitness Instruction  Health & Safety at Work  Healthy Eating/ Nutrition & Exercise Prisoners unable to access these classes will be accommodated through 1-1 tuition and through our outreach provision. The courses provided will be reviewed constantly to reflect learner & local labour market needs.

Physical Education The Physical Education Department comprises of four different training areas, the cardio suite, weights room, indoor sports hall and a FIFA regulation size 3G outdoor football pitch. We currently offer various activities such as: Insanity classes, circuit classes, kettlebell classes, racquet sports, basketball, volley ball and football, exercise to music and aerobics. Our staff also provide training plans tailored made to suit each individual on request. We can also offer one to one training or group training sessions. As part of the gym facility we can offer qualifications in sport through Kensington and Chelsea College which allow prisoners to gain their Level 2 Fitness Instructor or study towards a Level 2 qualification in nutrition. There is also the opportunity to gain sports coaching qualifications which are sport specific through links made within the local community and are delivered by outside agencies. We offer remedial gym classes to those unable to partake in full physical activity due to illness or injury, we also offer over 45 classes and ensure all our client groups are able to participate and attend the gym regardless of ability.

Offender Management Included in our bid we have committed to working with our partner agencies, Catch-22 and Turning Point with regards to delivering and effective and relevant Offender Management Service. All delivery will be underpinned by the Reducing Re-offending “Seven Pathways”. Catch-22 will offer several courses including a Fathers Project. This will aim to enhance peoples skills around working with young children, it will cover specific first aid issues, look to improve knowledge and awareness around child health and progression and more practical elements such as nappy changing and feeding babies. Other courses available will be Safer Communities and Behaviour Management. Turning Point work alongside Serco, CareUK, Catch-22, KCC & Prospects in helping offenders recognise and challenge a whole range of issues around Drug and Alcohol misuse. Encouraging recognition and personal responsibility and promoting the concept that “recovery is possible” can start whilst at HMP Thameside. We look at the whole person and have designed a range of interventions that lead to real and meaningful life changing outcomes. We have established links with our community partners to ensure the work we do is realistic and reflects the needs and resources of the communities our offenders will be released to. Prospects – National Careers Service Many prisoners may need help with their career, finding or changing their job and improving their skills. A National Careers Service (NCS) adviser offers careers and skills advice to help improve job prospects. They also offer support and motivation through workshops to help offenders plan their future by linking their personal interests and skills to a job or career. NCS advisers will set up a face to face advice session to help men identify their pre and post release work, training or employment aspirations and develop their own personal action plan with the steps they need to take to achieve their goals. They will keep in touch with offenders in custody offering support and encouragement to help them stay on the right track. NCS advisers will work with other providers and specialist agencies in custody and in the community to help men prepare for release and through the gates.

Visiting:

Visits will be divided into AM and PM sessions. The AM sessions will be for professional visitors only and closed visits, wishing to see their clients. The PM Sessions will be for domestic visits only. The weekend will be allocated for domestic visits AM & PM. It is important that you bring photographic ID with you for all of your visits to ensure you are not disappointed and denied access. Children can be identified using ID such as birth certificates, or their red book.

If you arrive with incorrect ID, you may be refused entry to the prison.

The maximum number of adults allowed per visits is 3 plus an acceptable amount of children. On arrival to the prison you will be subject to our searching policy so we would strongly advise you to arrive at least 30 minutes before your visits to ensure you get the full benefit of your visiting time. The search could include being rubbed down by staff, items x rayed, sniffer dogs (mobile phones –drugs) and the Ion scan drug detection.

Staff will have the right to refuse you entry to your visit if they feel you are under the influence of alcohol or drugs. They will also refuse you entry if you are abusive to them.

Visitors have access to lockers to store their valuables in during their visit. There is a £1 coin refundable charge for the facility.

Watch policy

Booking Information: There are 2 separate visits for professionals in the morning and 2 in the afternoon, each lasting 1 hour 15 minutes, (Friday) with the exception of the weekends when there is only one morning session and two in the afternoon. Unfortunately there is no facility to book a double visit for the full session. Offenders will book their visits for friends and family using the computer system. Minimum booking is 24 hours in advance of the visit. Visitors are required to bring photographic ID for their first visit (Passport or Driving Licence) subsequent visits will be managed using our biometric system. Children may be identified by ID such as a birth certificate. Visitors have access to lockers to store their valuables during their visit; there is a £1 coin refundable charge for this facility. The maximum number of adult visitors permitted per visit is 3 plus an acceptable amount of children. Visitors are advised to arrive 30 minutes prior to the allocated time in order to be processed in the outside visitor centre. The search procedure involves rub down, x ray, metal detectors, drug dogs and ion scan drug detection testing. There is full access for disabled visitors including designated parking by the outside visitors centre and toilets both at the visitor centre and within the visits hall. The visits hall is designed so that chairs may be moved as required. All visit facilities are at ground level with no steps. (toilets for pregnant women, proof of medical condition or children) Both the outside visitor centre and the main visits hall have outdoor play areas for children, as well as indoor play areas. There is a wide range of toys and activities for children of all ages and all areas are supervised by a team of qualified play workers. There is a coffee shop in the visits hall which sells a variety of hot and cold refreshments, alternatively there is also a vending machine selling hot drinks. Please note that Visits property will only be accepted weekday afternoons and Saturday afternoons on a booked visit.

Official Visits: Official visits are booked in 30 minute slots, unfortunately we cannot facilitate block bookings. Thameside has 3 video courts and 4 video conferencing suites. All prisoners are eligible to use the video link, with priority for court hearings. The video link can also be used for any of the following:

Transport for London Journey Planner Enter your location in the Journey Planner and click "Leave Now" it will then tell you the best options for public transport to HMP Thameside. http://www.tfl.gov.uk/ Directions to HMP Thameside By Road If you intend driving through London, we would advise you map read your own route to the above address. However all other routes are advised to go to the Queen Elizabeth II crossing at Dartford and follow the A206 south of the river North towards Erith/London. Follow the A206 until you get to the A2016. Continue along the A2016 on the Bronze Age Way, Eastern Way and then Western Way turning off at the side road at Griffin Manor Way turning left and then the prison is directly in front of you. (When travelling from the North, Some Satellite Navigation devices may try and take you through London to the Woolwich Ferry crossing, it is advised you avoid this route. By Rail From London Victoria Take the London Underground (District or Circle Line) to Cannon Street Station then the over-ground rail to Plumstead Station, this journey will take approximately 50 minutes. Take the London Underground (Northern Line) to Bank then the DLR (Docklands Light Railway) to Woolwich Arsenal, this journey will take approximately 40 minutes. By Air The closest airport to HMP Thameside is City Airport. The London City Airport DLR Station is connected to the airport terminal. The airport is located in Zone 3. Oyster cards and tickets can be purchased at the DLR counter adjacent to the airport Terminal. The DLR departs London City Airport every 8 to 15 minutes, with journey times of less than 7 minutes to Woolwich Arsenal. On arrival at Woolwich Arsenal you can take a taxi (approximate cost £6) or the prison is a 15 minute walk away.
