2 [4166-1] 1 1 2 3 4 5 6 7 8 9 A JOINT RESOLUTION 10 11 TO PROVIDE FOR THE CONTINUING AUTHORITY TO PAY 12 THE EXPENSES OF STATE GOVERNMENT IF THE 13 1999-2000 FISCAL YEAR BEGINS WITHOUT A GENERAL 14 APPROPRIATIONS ACT FOR THE YEAR IN EFFECT. 15 Amend Title To Conform 16 17 Be it enacted by the General Assembly of the State of South 18 Carolina: 19 20 SECTION 1. (A) If the 1999-2000 state fiscal year begins with 21 no annual general appropriations act in effect for that year, the 22 authority to pay the expenses of state government continues at the 23 level of amounts appropriated in Act 419 of 1998 for the expenses 24 of state government for fiscal year 1998-99 except as provided in 25 subsection (B). 26 The effective dates of Parts IA and IB of Act 419 of 1998 are 27 extended until the effective date for appropriations made in a 28 general appropriations act for fiscal year 1999-2000. 29 (B)(1) Notwithstanding debt service appropriations in Act 419 30 of 1998 and until the effective date of the appropriations made in a 31 general appropriations act for fiscal year 1999-2000, there is 32 appropriated from the general fund of the State whatever amount is 33 necessary for timely debt service on state obligations and other 34 amounts constitutionally required to be appropriated, including the 35 Capital Reserve Fund. 36 (2) The provisions of Part IB, Section 63C.12, the employee 37 pay provisions, are reenacted effective on the first pay date that 38 occurs on and after July 1, 1999, except that the compensation 39 increase provided pursuant to that section in all instances is two 40 percent. Amounts sufficient to pay these increases are 41 appropriated from the general fund of the State to the appropriate 42 accounts.

2 [4166] 1 1 1 (3) Amounts necessary to annualize all pay increases 2 occurring in fiscal year 1998-99 are appropriated from the general 3 fund of the State to the appropriate accounts. 4 (4)(a) There is appropriated from the EIA fund first, and to 5 the extent necessary, from the general fund of the State, whatever 6 amount is necessary to maintain teachers’ salaries for the 7 1999-2000 school year at a level above the current Southeastern 8 average equal to the amount above that average provided in Act 9 419 of 1998 for school year 1998-99. 10 (b) There is appropriated from the general fund of the 11 State whatever amount is necessary to fund the EFA using a two 12 percent inflation factor and 828,400 weighted pupil units. 13 (5) There is appropriated from the general fund of the State 14 whatever amount is necessary to fund the State Aid to 15 Subdivisions Act in the manner provided by law. 16 (6) There is set aside in a separate account in the state 17 treasury fifty percent of estimated increases in general fund 18 revenues for fiscal year 1999-2000 over the prior fiscal year, to the 19 extent such revenues are not otherwise appropriated pursuant to 20 this joint resolution, for use for tax relief for private passenger 21 motor vehicle taxes and for taxes levied by the State. 22 23 SECTION 2. This joint resolution takes effect July 1, 1999. 24 ----XX----
