DIRECT AID PROGRAM (DAP) APPLICATION FORM

The Direct Aid Program (DAP) is a flexible small grants program funded by the Australian Government which aims to address humanitarian hardship through funding small-scale community-based development projects. The DAP for southern Vietnam (provinces from Danang to Ca Mau) is managed and disbursed by the Australian Consulate-General in Ho Chi Minh City.

The information below provides some guidance to those considering applying.

WHAT DAP CAN FUND:  Projects that directly support sustainable development, including those which aim to improve gender equality, women’s economic empowerment, healthcare, sustainable income generation, environmental protection, education, poverty relief and human rights for marginalised groups.  Small-scale community focussed projects – in which the beneficiaries are involved in the project design, development and implementation.  Projects that will be completed in a short timeframe  Projects that include a contribution from the local community (funds, land, time, etc.)

WHAT DAP WILL NOT FUND:  Per diems, salaries, international travel costs, stationery, equipment such as cameras or DVD players, cars, room hire, consultants and fees for trainers, routine maintenance and repairs (including of equipment such as photocopiers, computers, stoves, fridges etc.), general administrative or other recurring costs, micro-credit schemes etc.  Any commercial venture – i.e. projects that aim to generate profit or promote private business, companies or individuals  It is a requirement of the Australian Government that any construction projects funded through DAP should meet or exceed Australian standards and ensure that all materials are ASBESTOS free.

THINGS TO CONSIDER:  Applications MUST provide detailed information in the project proposal, evidence of ability to complete the project, an itemised budget, and two referees  All ongoing and maintenance costs must met by the applicant – please show how these costs will be met  Within two months of project completion, or by 30 June 2018 (whichever is earlier), project administrators are required to submit a final report, including itemised acquittal of expenditure and ORIGINAL (red) receipts  DAP focusses on small-scale grants, mostly up to USD 15,000. Some programs with a larger budget may be considered by the DAP Committee  Application forms are available in Vietnamese and English from our website: http://hcmc.vietnam.embassy.gov.au/  Applications close on 4 September 2017 and should be submitted via email: [email protected]

8. TOTAL COST OF THE PROJECT (VND/USD): You must provide a detailed, itemised budget including all inputs and contributions as an attachment to your application. Major cost components require at least two supporting quotes from different suppliers. Please clearly show which components would be funded through a DAP grant. At the completion of the project, the acquittal must include a ‘red invoice’ for all purchases - any relevant taxes should be included in your budget.

ADDITIONAL INFORMATION Building/constructions projects must include the design for proposed construction and photographs of the existing site. Applications for projects that include training should include a syllabus/course outline and trainers qualifications. The DAP Committee will welcome any photographs, maps, sketches of existing facilities and/or equipment that might help explain your project.
