Principal Contracts Manager

Main Purpose of Job

To efficiently and effectively manage the Quantity Surveying, Estimating and Contracts Management functions on Contract Works for Maintenance & Contracts. To act as deputy for the Operations Manager in all aspects of the service area operations. To contribute as part of the senior management team manages the Council’s DLO.

Main Duties

1. Effectively provide project management functions for contract work including Quantity Surveying, Estimating and Contracts Management from inception to completion of projects.

2. Responsible for all financial matters including valuations, final accounts, cost control and contractual advice on contract work including providing financial reports to Operations Manager. Responsible for the management, preparation and submission of tenders for contract works (including large scale work for external clients) including establishing overhead and profit margins.

3. Establish and develop effective procurement systems and strategies. Represent Ipswich Borough Council in major disputes with clients (internal and external) or subcontractors, including the preparation, submission and successful agreement of claims.

4. Participate as a member of the senior management team in all aspects of the performance management of Maintenance & Contracts including contributing to the strategic direction of the division. Determine local policy with Operations Manager and Head of Housing & Customer Services. Act as lead officer in designated areas of responsibility for the whole organisation, e.g. emergency planning, business continuity.

5. Take overall responsibility for all Health & Safety matters on individual contract works and be the lead officer for Health & Safety for the entire organisation. Duties include producing Health & Safety plans under CDM regulations. Participate in the production and management of the division’s Health & Safety policy. September 2016 6. Effectively manage the resource and staffing requirements in conjunction with Commercial Manager including the development of staff to their full potential through appraisal and training programmes.

7. Establish and continually review in conjunction with Operations Manager/Head of Housing & Customer Services performance management systems and procedures for Maintenance & Contracts. Contribute to maintaining external quality accreditations such as ISO 9001, 14001 and 18001.

8. Promote and market the service to the benefit of the organisation.

Maintenance & Contracts

The Maintenance & Contracts service spends £20 million annually repairing and maintaining a retained housing stock of more than 8,000 properties and 15 sheltered schemes to our local “Ipswich Standard”.

The Council takes an holistic approach to stock management joining up both “client” and “contractor” functions into one seamless service that is now responsible for everything in connection with the asset management of that stock - from initial design to completing works on site on a right first time basis using our own directly employed trade teams. The service is dedicated to continuous improvement, efficient services and improving housing standards for our customers.

We are part of the Housing directorate that is a flagship service of Ipswich Borough Council and it is a service that is vital for our tenants and very much in the public eye - as you would expect with such a range of work. Our 120 employees and appointed contractors work from a significant depot facility that includes our own stores, in house joinery workshop, waste facility and a significant vehicle fleet.

Our range of services can broadly be split into four areas:

Repairs and Maintenance

We provide a day to day repairs service for our 8000 retained housing stock and refurbish empty (void) properties during tenancy change. This includes a 24/7, 365 day emergency service for our tenants. Our Community Caretaking service takes a proactive stance to estate management to promote cleaner and safer estates and tackle the issue of anti-social behaviour.

Major improvement works

We provide services that allow our housing stock to be maintained to the governments “Decent Homes Standard” and our own higher “Ipswich Standard”. These services involve major capital improvement programmes to our housing stock.

Asset Management & Design
