MEMBERS APPOINTED TO THE SCOTTISH CHILDREN’S REPORTER ADMINISTRATION BOARD.

The Minister for Children and Young People, Aileen Campbell, today announced the appointment of Sam Anderson and Martin Toye as Members to the Scottish Children’s Reporter Administration board.

The Children’s Hearings System is Scotland’s unique approach to legal decision making for vulnerable children and young people. Its ethos and values are fundamental to how we see, and how we work with, children and young people - within the context of family and community – with fundamental rights to be protected, cared for, nurtured and developed.

The Scottish Children’s Reporter Administration (SCRA) works within the operational setting of the Children’s Hearings System. SCRA’s vision is that the organisation contributes to ensuring that vulnerable children and young people in Scotland are safe, protected and offered positive futures, which allows them to fulfil their potential. This vision is underpinned by SCRA’s values which ensure that the needs of children and young people are at the centre of everything it does.

Sam Anderson is the founding director of the award winning charity, The Junction, which works with young people on health and wellbeing issues. Sam has a flair for delivering innovative approaches and a strong dedication to creating a positive client experience, which is coupled with fundraising expertise and extensive experience of governance. Sam is also an associate of Oasis School of Human Relations, a specialist Clore Social Fellow, a member of the Heritage Lottery Fund Scotland Committee and a Fellow of the Royal Society of Arts.

Martin Toye is a Psychologist and works as a Lecturer in Education at the University of Edinburgh, having previously worked at the Universities of Strathclyde and Glasgow in the departments of Psychology and Education. Before undertaking a PhD in child psychology, Martin worked as a primary school teacher in three Scottish Local Education Authorities and held honorary contracts with two NHS Health Boards. These experiences allow Martin to bring a range of perspectives about the realities facing young people in Scotland today to the board. Martin is a member of the board of the Developmental Section of the British Psychological Society and has previously served as a member of the National Children’s Panel which provides him with first hand experience of life in the SCRA hearing rooms.

This appointment will be for 4 years, from 1 June 2016 to 31 May 2020. This appointment is part time and attracts a remuneration of £167 per day, for a time commitment of 1.5 days per month.

Sam Anderson and Martin Toye currently do not hold any other Public Appointments.

This appointment is regulated by the Commissioner for Ethical Standards in Public Life in Scotland.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. Sam Anderson and Martin Toye have not undertaken any political activity in the last 5 years.
