Minutes of an Ordinary Meeting of Burscough Parish Council held on Wednesday 11th January 2017 at 7.00pm at the Grove

Present: Cllrs Bullen, Crawford, Hardisty, Kennedy, Mackrell, Taylor and Warrilow, 335.Apologies for Absence were received from: Cllrs Atherton, Bell, Leyland, Makin, Reade, Sutherland, 336.Disclosure of Pecuniary and Non Pecuniary Interests: There were no disclosures of pecuniary or non-pecuniary interest. 337.Minutes of Previous Meetings: It was resolved that the Minutes of the ordinary meeting held on 14th December 2016 be approved as a true record. The minutes were duly signed by the Chairman. 338.Residents’ Points of Interest: There were no resident’s points of interest raised. 339.To receive report from Police: The Police had offerered their apologies. Their report was noted. Concern was expressed regarding the worrying number of serious crimes reported such as burlaries. The Clerk was requested to ask the Police if any more information regarding burglaries and what action they were taking to address the matter. 340.County Councillor’s Report: County Councillor Dereli addressed the meeting regarding land at Abbey Lane, education and scrutiny committee work, visit to sewage works, bus service cuts and isolation caused by this, problems for people having requesting repeat prescriptions, Parish Champion funding, Burscough Hub Computer classes, BREC’s offer of solar panels for roof of interchange, fiar trade status and boundary signs 341. Borough Councillor’s Report: Cllr Evans reported on work during the previous month including involvement in access walk, CIL, local plan, work to ensure empty family houses were brought back into use quickly, action to enforce householders to maintain homes where they are in severe disrepair or causing 342.Finance: It was resolved that the following items be approved for payment: Employee 2 Salary 285.37 Employee 5 Salary 1506.96 HMRC Tax and NI 518.39 Peoples pension Pension 414.39 NRE Office lease 460.00 P&R Electrical Xmas Lights 3387.00 B Bailey Expenses 14.40 Employee 5 Expenses 33.64 Ray Wilkins Planters 293.00 Ray Wilkins Mere Park 27.00 Ray Wilkins Booths Roundabout 425.00 Ray Wilkins Mere Park 658.33 Ray Wilkins Ramp cabinet (office) 220.00 Ray Wilkins Hanging Baskets 862.40 Cass associates Neighbourhood Planning 810.00 Alpha Business Printer 47.10 employee 2 Expenses 25.06 employee 5 reimbursement Xmas Shop Window Prize 100.00 10088.04 343.Outside Committees: There were no reports.

344.Access/Mobility Walk:

a. It was resolved that the Parish Council write to Lancashire County Council to request a site visit.

b. It was resolved to request WLBC to include improvements to Station Approach on the list Infrastructure Delivery List (IDS) as a future project.

345.Lancashire Civic County Carol Service: It was noted that if any Councillor wished to attend that they should contact the Clerk to make arrangements.

346.To consider renewal of hanging basket brackets on lamp posts: It was resolved that the Parish Council notify LCC that we intend to start work on a maintenance programme of our hanging basket brackets on lamp posts in Burscough Town.

1 347.The notes of a meeting with Nexus and Taylor Wimpey regarding proposals for the development of WCF site were agreed as a true record.

348.The invitation to nominate the Chairman to attend the Buckingham Palace Garden Party was noted.

349.The time and date of next meeting will be 8th February at 7 pm.
