PILOT PROGRAMME ON PROVIDING HOUSE CONNECTION AKURANA - THELAMBUGAHAWATTA WSS AND AMPITIYA WSS

Approach

NWSDB is the prime organization of providing safe drinking water to Sri Lankan Community under the Ministry of Water Supply and Drainage. At present with 312 water supply schemes throughout the Island, about 40% of the total population is covered with pipe born water supply.

The water supply service is highly subscribed at present. The total production cost of treated water is about Rs. 160.00 per 1m3 (including Raw Water Cost, capital recovery and O&M Cost) while the average billing rate is around Rs. 42.00 per 1m3 (Please refer annex 01). Most of the consumers are (more than 75%) consuming below 15m3 (15 units) per month which charged them about Rs. 310.00 through monthly bills. That means, more than 75% of the consumers pays about Rs. 20.00 per 1m+ for the safe pipe born drinking water.

In addition to that, NWSDB spends about Rs. 300,000.00 – Rs. 400,000.00 per family on the capital cost to provide safe drinking water. In brief, 70% of the cost is subsidized.

In this perspective, water conservation is very important in order to save the national wealth. NRW component in water supply schemes which marked as more than 50% in some areas has to be minimized. If it is possible to save the NRW component, at least for certain extent, the present coverage could be expended without constructing new water supply schemes which saves huge capital to the nation.

It has been identified that 63 mm service lines and water connections are more vulnerable to have frequent leakage which provides more contribution to the NRW component.

The existing pipe laying practice and practice of providing new water connections, have to be improved significantly in order to reduce the frequent leakages. Most of the times, the above mentioned pipe laying practices and practice of providing new water connections are carried out without following the appropriate specifications.

Most of the pipe lines are not buried at required minimum depth and proper backfilling materials have not been used. Instead the same excavated materials with broken pieces of road surface hand rock pieces, etc. which leads to pipe damages and leakages at the end. When providing new water connections, the pipe tapping machines are not used. As an alternative measure, the pipe fitters tend to use auger or

01042f934e6d2669c7841871b2fd68d9.doc drilling machines which impose additional impact to the pipe surface when drilling which may leads to appear hairline cracks on the surface. With time, this hairline cracks will develop a water leaking cracks underneath the clap saddle.

As mentioned above, lots of things on the aforementioned O&M works i.e. providing new connections and laying service lines have to be improved.

Under this circumstance, under the prevention measure of NRW activities of GKWSP, it was decided to carry out a pilot programme on providing new house connections around Greater Kandy area using appropriate specification and standards.

Synopsis

The following have been identified as the objective at this pilot programme,

 Prepare a specification for providing new house connection  Prepare type drawings for providing new water connections under different site conditions  Prepare the pipe fitters declaration format to be filled after providing a new connection  Improve the existing consumer’s declaration format to get more details on the work done by the NWSDB Pipe Fitter or Contractor (employed by the NWSDB)  Estimate actual cost to provide a new connection  Making compulsory of using following machinery and equipment safety procedure specification etc. when providing new water connections,

- Pipe tapping machine

- Asphalt cutter (when excavating on asphalt paved or concrete roads)

- Wacker (To backfill with required compaction level)

- Road safety sign boards during the process of providing new connection

- Workers safety during the process of providing new connection

- Permanent road reinstatement after providing the house connection

- Using sand (or any other equivalent materials approved by the Engineer) as the bedding and surrounding materials for pipes

- Using meter mounting unit to most the installed water meter

Using HDPE Pipes and Fittings to provide new connections (In order to minimize the damages to the pipes between Clamp Saddle and Meter and also to minimize the illegal tapping).

The following have been identified as the materials required for providing a new water connection,

- Clamp saddle (suit to the main line / service line diameter) - Ferrule - HDPE Pipes and Fittings (Valve sockets, Elbows, Repair Sockets, etc.) - Lockable stopcocks (at NWSDB side to the Water Meter) - Water meter - Ball Cock / Stopcock (at consumer side to the Water Meter) - Upvc Pipes and Fittings (to some length after the Water Meters)

GKWSP made necessary arrangements to procure all the above materials utilizing the various provisional sum available under main contract package under Greater Kandy Water Supply Project (GKWSP) – Phase I, Stage II. The main objective of this procuring process to obtain the highest quality materials available in the industry to this pilot programme rather than using similar materials procured under NWSDB.

Without …… using the same specification used by NWSDB in its regular procurement practice, GKWSP studied each and every specification and improved them. In addition to that, in order to obtain the materials of minimum required acceptable quality, it used the “Two envelop bidding procedure” to procure all above materials.

However, during procurement process, GKWSP identified that some of the materials like Clamp Saddle and Ferrules could not be found with the improved specifications. In such instances, it was decided to use the same materials procured by NWSDB under regular procurement process.
