MINUTES

DECEMBER 5, 2005

CALL TO ORDER/FLAG SALUTE

Mayor Richardson called the meeting to order at 7:35 p.m. and led the flag salute.

ROLL CALL

Councilmembers present: Barnes, Bologoff, Panza, and Mayor Richardson Staff present: City Engineer/Public Works Director Breault, Police Chief Hitchcock, Community Development Director Prince, Police Sergeant Rucker, City Clerk Schroeder, Parks and Recreation Director Skeels, Assistant to the City Manager Smith, City Attorney Toppel, Marina Services Director Warburton

ADOPTION OF AGENDA

CM Bologoff suggested taking the “Consent Calendar” immediately after “Approval of Payment Registers.” He also proposed eliminating “Mayor/Council Matters.”

CM Panza made a motion, seconded by CM Barnes, to adopt the agenda as amended. The motion was carried unanimously by all present.

ORAL COMMUNICATIONS NO. 1

Bill Lawrence, Brisbane resident, congratulated the new City Council and pledged his ongoing support. He thanked Councilmembers and urged them to continue their good work on behalf of the people of Brisbane.

APPROVAL OF PAYMENT REGISTERS

A. Approve Payment Register No. 1274 - $ 201,974.42

CM Panza made a motion, seconded by CM Barnes, to approve Payment Register No. 1274. The motion was carried unanimously by all present. Brisbane City Council December 5, 2005 Page 2

CONSENT CALENDAR (Out of Order)

A. Adopt Ordinance No. 508, waiving second reading, amending Section 17.32.030, adding a new Section 17.32.032, and amending Section 17.56.030 of the Zoning Ordinance relating to Wireless Telecommunications Facilities

B. Adopt Resolution No. 2005-66 adopting the Brisbane Annex to the Association of Bay Area Governments (ABAG) Local Hazard Mitigation Plan

C. Approve co-sponsorship of Brisbane Women’s Club annual Santa visit for Brisbane children on December 17, 2005 at the Community Center

D. Approve co-sponsorship of U.S. Forest Service film screening of “The Greatest Good” on March 11, 2005 at Mission Blue Center

E. Approve the concept of the Bayshore Corridor North-South Bikeway Project and provide direction to staff

CM Barnes made a motion, seconded by CM Bologoff, to approve the Consent Calendar. The motion was carried unanimously by all present.

PROCLAMATION AND PRESENTATIONS

A. Recognizing Mayor Sepi Richardson for her service to the City of Brisbane

CM Bologoff read a proclamation recognizing Mayor Richardson for her dedicated service to the City. He congratulated her on her achievements and thanked her for her leadership. CM Bologoff presented Mayor Richardson with a gavel and plaque, and a gift of artwork from Councilmembers and staff.

Mayor Richardson thanked everyone for the recognition. She said she was a long-time admirer of the artist’s work and felt honored to receive the drawing as a gift. Mayor Richardson expressed her deep love and respect for her predecessors, her colleagues, the City staff, and fellow citizens, and she thanked them for honoring her.

NEW BUSINESS

A. Consider adoption of Resolution No. 2005-67 adopting the County of San Mateo’s Certification of Votes and declaring results of the General Municipal Election held on November 8, 2005 Brisbane City Council December 5, 2005 Page 3

City Clerk Schroeder presented the results of the November 8 election. She reported that Brisbane had a 62 percent voter turnout. Councilmembers Barnes and Richardson were re- elected, and two new Councilmembers were elected, Clarke Conway and Steve Waldo.

CM Barnes made a motion, seconded by CM Bologoff, to adopt Resolution No. 2005-67 as proposed. The motion was carried unanimously by all present.

Retiring CM Panza extended his best wishes to the new City Council and left the dais.

B. Administration of Oath of Office to newly elected Councilmembers

City Clerk Schroeder administered the oath of office to Michael Barnes, Clarke Conway, and Steve Waldo and congratulated them on their election. Pastor Ron Matlock, Brisbane Community Church, administered the oath of office to Sepi Richardson. Councilmembers took their seats at the dais.

C. Election of new Mayor and Mayor Pro Tem

CM Waldo nominated CM Bologoff for Mayor, and the nomination was seconded by CM Barnes. There were no other nominations. By unanimous acclamation, the Council elected CM Bologoff Mayor.

CM Conway nominated CM Waldo for Mayor Pro Tem, and the nomination was seconded by CM Bologoff. There were no other nominations. By unanimous acclamation, the Council elected CM Waldo Mayor Pro Tem.

D. Administration of Oath of Office to new Mayor and Mayor Pro Tem

City Clerk Schroeder administered the oath of office to the new Mayor and Mayor Pro Tem.

ORAL COMMUNICATIONS NO. 2

There were no members of the public who wished to address the City Council.

CLOSED SESSION

Mayor Bologoff invited audience members to join the Council and staff for refreshments. He noted Councilmembers will conduct a brief closed session before joining the party.

There being no further business, the City Council adjourned to Closed Session at 8:06 p.m.

ADJOURNMENT

At the end of the closed session at 8:20 p.m., the meeting was adjourned with no announcements.
