ETTINGTON PARISH COUNCIL MINUTES OF MEETING OF 11 JUNE 2014 Present: (Councillors) D Hughes (Chair), L Holtom, J Brookes, R Smith and A Wells

In Attendance: S Furniss (Clerk), Approximately 7 members of the public. David Martin, Ettington Community Centre, Phil Ward and Neil Gullivan (in respect of Item 6 - Affordable Housing). 1 Apologies for Absence

Cllr Smith proposed and Cllr Holtom seconded that the minutes be recorded as a true record. 5 Open Forum

Mr Lyall reported that there are footpaths with a great deal of overgrowth. Cllr Brookes stated that Mr Hutsby is investigating who felled tree (which is causing obstruction). Cllr Brookes confirmed that she will follow this up with Mr Hutsby.

Mr Lyall also stated, in respect of the proposed housing on Rogers Lane: 1) Highways report highlighted the appalling job made by WCC in respect of their response to application. The developers stated that the informal footpath leading to Rogers Lane by pond should be blocked (pg 14 of response) and this is, in fact, a public footpath. 2) There are problems at Rogers Lane junction in a 10 minute surveillance 3 there were three near misses. 3) When people turn left into Rogers Lane and lane is blocked, they are forced to stop or even reverse into main road. People turning right into Rogers Lane also face problems with obstruction. 4) The report doesn't give weight to speed checks which are reported on.

SHAPE have noted that road traffic accidents are only reported if certain criteria met. Cllr Holtom suggested that SHAPE collate evidence on "near misses".

A request was made to have a litter bin erected by the bench on Old Warwick Road and this will be an agenda item for the July meeting.

The hedge of the Grange is very overgrown and is blocking the pavement that runs up Banbury Road by The Grange is very overgrown - this is privately owned. Public Footpath at Hockley Lane is extremely overgrown.

An update was provided by SHAPE: letter going to all households to suggest comments to revised Rogers Lane Planning Application by 16 July and will be submitting to SDC a week prior to Application going to cabinet. 6 Affordable Housing - Section 106 September 2018

Cllr Hughes welcomed Phil Ward of Warwickshire Rural Community Council and Neil Gilliver of Warwickshire Rural Housing Association to the meeting.

Mr Ward reported that a grant application has been submitted and a response is pending. There would be a public consultation prior to submission of any planning application, prior to which the opinion of planners will be sought.

Mr Gilliver presented a draft layout which has been put together by Linford Homes comprising four Local Market (LM) homes and 5 rental properties as stipulated in the Housing Needs Assessement of October 2011. Concern was expressed with regard to the amount land taken/size of gardens, particularly in respect of the LM homes. Taking up this much room would significantly impact upon the ability of community centre to run events which are needed to ensure its ongoing viability and the limited space of the play area was thought unacceptable. A further objections included the fact that a gift of land/size of the LM homes would make this a very profitable enterprise for the developers at the cost of loss of land for public amenity.

Mr Gilliver explained that developers will not want to become involved unless they can make their expected profit and £150k and land "gift" takes this into account along with the need for archaeology, ecology and bio-diveristy assessment and the requirement to use quality build materials that blend with the locality and meet green credentials.

Mr Ward and Mr Gilliver thanked the council for the feedback and confirmed they had taken on board the comments that there would need to be a significant reduction in the size of the plot for it to be acceptable to the Council.

7 Community Centre Update

David Martin thank the council for funding conference tables and the clerk confirmed these have been ordered. It is proposed to use some/all of the balance funding committed by the Council to fencing the oil tank is going to be fenced and quotes are being obtained.

Investigations are underway with regard to developing the upper floor and it was confirmed that all considerations would be given to ensuring ongoing viability of the Community Centre before any decisions are made with regard to this.

Cllr Holtom offered to provide feedback from the Neighbourhood Plan consultation in respect of what parishioners are saying they would like to see in the village.

DH stated that he realises that nothing has been done to commemorate the 100 year anniversary WWI and there were a large number of young men from the Parish who lost their lives to the war.

Cllr Smith proposed and Cllr Wells seconded that a donation of £200 be made with the proviso copies to be donated to local Libarari ts, Schools, Warwickshire Records Office and any other suitable venues. 11 Condition of Road Signs

Cllr Smith reported that he now has approximately 100 photographs of road signs which he will now prioritise in readiness to submit to WCC Highways Authority. 12 Street Lighting

It was pledged at the Parish Meeting that this item would be revisited, particularly in respect of 2 lights - one at the junction of Ivy Lane and Manor Lane and the other on Nelson Close.

Further investigation will include assessing the position in respect of an original requirement of planning permission for a light to be sited on Nelson Close (Clerk to action) and to establish the criteria used by the Council when making the decisions with regard to removal of the lights (Cllr Hughes to action). 13 Audit Report

Cllr Hughes proposed and Cllr Wells seconded that the audit submission be approved. 14 Work Priorities

This will be addressed at the July meeting. 15 Neighbourhood Plan

The Steering Group held a consultation day on Wednesday 4 June from 2.00 - 8.30 with exceptionally good turnout. Consultation will continue with suggestion boxes around the village. Around 300 suggestions and ideas were made and these will analysed/summarised to inform a questionnaire to further establish the detail for the plan - this work will commence in September.

There will be a village BBQ on 18 July. There has been a suggestion that the Steering Group set up a Facebook

Cllr Holtom proposed and Cllr Brookes seconded that the payments listed be authorised. 17 Clerk's Report

The content of the report was noted with an update in respect of the allotment - the waiting list now runs to 12 which equates to a requirement for approximately seven allotments. 18 Correspondence Report

The content of the report was noted with the following actions/proposals.

The Clerk to obtain a definitive list of which organisation (SDC/WCC) cuts what and with what frequency. That the residents' committee of The Grange be asked to highlight to the managing agents that the hedge needs cutting back.

Cllr Hughes proposed and Cllr Holtom seconded that the possibility of Mark Taylor cutting back the vegetation to improve access on public footpaths and that WCC be asked to resurface the footpath and consider placing posts on the grass verges opposite the shop. 19 Planning Matters

Cllr Hughes proposed and Cllr Smith seconded that, in line with the Council's planning consultant's recommendation that the existing objection remains and to pass Mr Lyall's (see Item 5 - Public Forum) comments be passed to the Consultant in order that suitable wording can be inserted in objection.
