Course Report on International Training Programme in Human Resource Planning and Development (July 4 - August 26, 2016)

A. The Institute The Institute of Applied Manpower Research (IAMR) was established in 1962 under the Societies Registration Act of 1860 with the objective to function as a clearing-house of ideas and undertake policy research on human capital development to inform perspective planning and promote policy integration. The main object of the Institute is to advance knowledge about the nature, characteristics and utilization of human resources through research, education, training and consultancy etc. IAMR has been renamed as National Institute of Labour Economics Research and Development (NILERD) on 9th June, 2014. NILERD is mainly funded by grants-in-aid from the NITI Aayog (formerly Planning Commission), Government of India, and 2 supplemented by its own revenue from contracted research projects, and education & training activities. Since its inception, the Institute has carved out its own trajectory to achieve academic heights, and in the process, developed a range of academic activities not only in the field of human resource planning and development, but also in monitoring and evaluation of public policies and programmes. During the past few years, the Institute has exhibited remarkable dynamism in addressing the issues of national priorities. The Institute has emerged as a pioneering institute in providing academic training on human resource planning and development to both international and national participants.
B. The Course Human Resource Planning, a key aspect of development, assumes special importance in the current context of globalization, liberalization and rapid technological changes. Technical changes necessitate human resources changes, however, countries are finding it extremely challenging to adapt their human resources to changing environment. Skill shortages in key areas caused by a greater demand for information processing/skills along with a shrinking labour force makes it increasingly important to plan for, and to develop staff effectively. The problems relating to planning and development of human resources faced by developing countries include unemployment, skill shortage, lack of adaptability to new work structure and work organizations, low productivity etc. The programme in HRP&D focuses on providing a framework of planning and development of human resources for the senior and middle level officers working with governments of developing countries. It is an application-oriented course which aims at synchronization of theoretical and practical aspects of Human Resource Development and Planning. The programme provided a platform where sharing of the experience of participants resulted in enriching their faculties to cope with new challenges. Course Objectives The course helps participants to: Identify major issues of human resource planning and development;
Use quantitative and qualitative tools of human resource planning and development;
Develop a structure of manpower information system, and Evolve alternative models of human resource planning and development. Conduct of the Course 3
The course that began on July 4, 2016 was attended by 31 participants representing 19 countries which included Afghanistan, Bhutan, Botswana, Cambodia, Comoros, Cote D’Ivoire, Egypt, Ethiopia, Fiji, Ghana, Mauritius, Mongolia, Namibia, Niger, Sri Lanka, Sudan, Tajikistan, Tanzania, and Uganda. These participants were senior and middle level officers, managers from Government, para - statals, private sector organisations and academic institutions including universities, 17 of them were from Human Resource Department. Comoros was represented for the first time in our programmes. The Training Programme in Human Resource Planning & Development was formally inaugurated on July 5, 2016 by Dr. Yogesh Suri, Director General of the Institute.

Participants introducing themselves during the inauguration The course was developed across five theme areas: Human Resource Planning, Human Resource Information System, Human Resource Development, Employment Policies & Programming and Educational Planning, 4
Human resource planning dealt with conceptual issues, Qualitative and Quantitative Aspects of Human Resource, Assessment of Manpower Demand and Supply and Human Resource Planning at Organizational Level Human resource information system was based on the kind of information required for human resource planning and programming. The participants learnt about Concept & Methods of Research, labour Market information system and Management Information System. Under human resource development participants were introduced to organizational development, communication, recruitment and selection, performance appraisal, team dynamics, Gender and Development to name a few. In addition a workshop was also organized on Job Analysis. Economic Analysis, Employment Planning and Policies, Gender and employment, employment in Informal sector formed a part of topics covered under Employment policies and programming. Participants visited ILO, Delhi.
Participants at International Labour Organization Educational planning is part and parcel of overall planning and human resource planning and development process. This module dealt with Concept and Evolution of Educational Planning, Education Policies and Practices, Vocational Education and Skill Formation and open schooling. A Visit to the NUEPA was also arranged. 5
Participants at National University of Educational Planning and Administration Each participant also prepared and presented a project. The presentation was chaired by Dr. M.R. Prasad, Director, NILERD. In addition to these, participants presented socio-cultural, economic and political profiles of their countries and also learnt about India through discussions and visits to Historical monuments.

Most of the lectures were delivered by Faculty of the Institute. Experts like Prof. M.M. Zaidi, NUEPA, Sh. Vinay Sharma, Consultant HRD, Dr. P.K. Saxena, Retired Jt. Director, NILERD, Sh. H.K. Varshney, Retired Dy Director, NILERD and Smt. Vaishali Rana, Assy. Chief (IT) from CERC were also invited to share their experiences with the participants. Study Tour/Field Visits A study visit was conducted to HCM Rajasthan Institute of Public Administration, Jaipur from August 1-5, 2016 where participants learnt about functioning of Indian Public Services, Sustainable Development Goals among others. The participants also visited Taj Mahal. The visit provided a glimpse of the rich cultural heritage of India to the participants.

On behalf of WAF, Fiji Police Force and Fiji as a whole, we would like to thank you as we have successfully completed the ITP Human Resources Planning & Development program. Apart from training we are also thankful for the accommodation, meals, all the hospitality provided in our trips, tour visits during the 8 weeks. Also the life experience of India and most importantly being part of NILERD family with making friends from other countries. Now we can confidently apply the concepts that we have learnt during the 8 weeks and hoping to improve our process further. I would say we really enjoyed the course very well under your leadership and guidance since you were one of the outstanding coordinators of NILERD. We arrived safely in Fiji and resumed our work on Tuesday . However, although we are sitting at our desktop but our minds are still in Narela. The hospitality provided by the staffs of NILERD and the people of India was exemplary. The training will have an impact on my career since the knowledge acquired will be utilized in my daily work and knowledge shall be also be imparted to other members of this organization- a Return on Investment.
