Minutes of the Parish Council meeting held on Wednesday 6 July 2011 at 7.30 p.m. in the Pavilion at the Recreation Ground.

PRESENT: - CLLR. G. ELLIS (CHAIRMAN), CLLR’S J. CHEYNEY & R. CORBETT (JOINT VICE- CHAIRS) CLLR. D. SMITH, CLLR P. CULPIN, CLLR. B. LARGE, CLLR M. TUGWELL AND THE CLERK MRS J. KETTLE. 7.1 APOLOGIES. Cllr’s C. Norkett and R. Worth’s were received. 7.2 DECLARATIONS OF INTEREST. Cllr J. Cheyney expressed a personal interest in the Middle Farm planning application. 7.3 PUBLIC SESSION. Mr P. Greenwood, Treasurer of Cheriton Recreation Ground Committee presented a plan for a permanent cricket net for the Recreation Ground explaining that he had spoken with Mr S. Dunbar-Dempsey, Open Space Officer @ WCC who stated that planning permission would be required and the Sport Open Space fund could be used for this, however, if CPC were to process this, no planning permission would be required and CPC would have to apply for the Open Space funding. The Cricket Club would provide funding of £5000, HPFA would pay £2000 and possibly £500 would be available from Alresford Pigs. The cost of the cricket net was in the region of £11,000. See Finance for the decision. PLANNING. 11/00376/HCS - Cheriton Primary School – Replace the tile hanging with horizontal cedar cladding - CPC had no objections – Application permitted. 11/00418/LIS – Barn 50m South of Malt House Farm, Westfield Road – Conversion of part of barn into a two bedroom dwelling – No objections from CPC. Application withdrawn. The architect, Mr J. Fraser of BCM, on behalf of Mr & Mrs R. Young, updated CPC with various issues on why the application had been withdrawn including that it was required by WCC to demonstrate the lack of the commercial need for the barn and the effect of renovation of the barn might have on the surrounding environment. These needed to be addressed before re-submission of this application to WCC. 11/00424/STPO – 9, Petersfield Road - 1 Yew tree crown lift and crown thin by 10% - No comments – Though it is hoped that the tree will be dead-wooded at the same time – Awaiting WCC’s decision. 11/00869/SFUL – The Brick House, Alresford Road – Two storey extension – No objections from CPC – No comments from CPC. Application permitted. 11/00885/SFUL & 11/00886/SLIS – Burnt Platt, Alresford Road – Single storey rear extension – No comments from CPC – Application permitted. 11/00948/SFUL & 11/00949/SLIS – Longwood Dean House, Longwood Dean lane, Owslebury – Single storey extensions, raising walls/roof over service wing, minor internal alterations to main house, kitchen and service wing (Affects the setting of a listed building.) – No objections from CPC – Application permitted. 11/01042/SFUL – 14, Markall Close – Single storey rear extension – No objections from CPC – Awaiting WCC’s decision. 11/01159/SFUL – Oakley, Alresford Road – Erection of replacement detached two bedroom dwelling with integral garage and carport (RESUBMISSION) – No objections from CPC. Awaiting WCC’s decision. An appeal against the original decision has been lodged and details of this was forwarded to the Planning sub-committee for any further comments and nothing from CPC was added. Plans for Places….after Blueprint consultation has commenced, comments are required at WCC by 5pm on Monday 8 August 2011. Correspondence on this was passed to Cllr. P. Culpin. 2

11/01347/SFUL – Middle Farm, Cheriton – The erection of a steel portal building for the housing of dairy cattle – No objections from CPC. Cllr J. Cheyney explained to CPC the need for this building that they are to increase the dairy herd to 300 cows. The building is not visible from the road. Cllr D. Smith commented that it was good that the farm was expanding. Mr S. Dunbar-Dempsey confirmed to CPC that planning permission for the permanent cricket net was not required, if CPC applied for the Open Space grant. 7.4 APPROVAL OF MINUTES – 08.06.11. These were approved and signed by the Chairman. 7.5 MATTERS REVIEWED – 08.06.11. E. Mails have been sent to: - HCC Highways re the flood map of Cheriton and no additional changes or new flood areas were noted. Mr N. Smith, Chairman & Mr J. Anderson, Secretary, both of Recreation Ground Committee requesting that when they have their next meeting could they invite the Chairman along to that meeting. The Parish Lengthsman questionnaire has been returned to HCC. Mr S. Cross re “STOP” for Freeman’s Yard Lane at the school end. Copied to Cheriton Primary School. Further to this Mr S. Cross asked had residents living on the lane been consulted: All the residents on the lane are in agreement with this and this has been conveyed to Mr S. Cross. Graham Wright @ HCC with all the suggestions from the school & CPC on what to spend the £25k from the developers on. A response has been received that from July, Mr P. Boustred @ HCC will be overseeing this. Cllr J. Corbett has spoken with the Recreation Ground Committee on a car park for the Recreation Ground from this funding and they agree that if funding could be obtained from this, then to go ahead. This information has been conveyed to Mr P. Boustred who is taking all CPC’s suggestions on this. Mandy Ware @ HCC has responded to Cty Cllr F. Hindson on painting “30 MPH” at New Cheriton crossroads, stating that small roundels with 30 can be mounted on the bus stop signs. CPC agreed to have a “30” roundel on the bus stop sign and to have “30” painted on the road to reinforce this. This will be conveyed back to Mandy Ware at HCC. CPC agreed to Helen Deacon’s request for drinks on the green for her wedding in August. Letters have been sent to: - Mr & Mrs R. T. Fox thanking them for the offer of their front garden for the celebration of the Queen’s Diamond Jubilee in 2012. The Reverend Dr A. Clarke on her resignation from the Benefice of Upper Itchen expressing CPC’s regret at her leaving and wishing the family well in their new vocation. WCC with the annual Members Interests Forms. Notices with the Mobile Library dates and times have been sent to Church & Village and placed in the shop and on the notice boards. 7.6 THE OPEN RIVER AT RIVERSIDE COTTAGE. Tom Waldron @ HCC has made contact with the EA with regard to the open river at Riverside Cottage. 7.7 SUPERFAST BROADBAND. Due to HCC seeking £480 million for Superfast Broadband and hoping to secure this funding in the next few months, CPC agreed that this required no further action. 7.8 THE NAME OF NORTH END PATH. It was agreed to keep the “Millennium Path” as the name for this path. 7.9 BENCH AND CLEARANCE OF FOOTPATH AT THE NORTH END OF NORTH END PATH. This was deferred indefinitely. 7.10 SIGNAGE FOR “PEDESTRIANS IN ROAD” FOR CHERITON. It was agreed to have “Pedestrians in Road” signs mounted on the existing “bend” signs either side of the Mariners Farm Bend. 3

7.11 CYCLE LOOP SIGNAGE. An E. Mail had been sent to Mr G. Hollingbery MP relaying the Cycle Loop signage issue and inviting him to the proposed meeting with Bramdean & Hinton Amper PC and WCC. Copied to Cty Cllr F. Hindson, Bramdean & Hinton Ampner PC and Kilmeston PC. A response from Mr G. Hollingbery’s office states that they will write to Sara Kendall in the first instance to see if any redress can be achieved this way. Notice received from Bramdean & Hinton Ampner PC states this meeting has been declined at present. CPC is awaiting the reply from Mr G. Hollingbery MP. Sara Kendall & WCC was sent a letter re acknowledgement of the last letter and copied to the above persons. An E. Mail was sent Cty Cllr F. Hindson with regard to the last received letter on the Cycle Loop and for her to investigate this further also. 7.12 CORRESPONDENCE. CPC will be receiving a summary of the Blueprint ‘non-planning’ issues presently. A complaint received from Cherry Tree Pre School re two parked lorries waiting for Freeman’s Yard, has been forwarded to Mr P. Houghton @ BMP Construction. Another complaint was received on Monday 4 July 2011 and again forwarded to BMP Construction. Phone numbers have been forwarded to Jo Ferguson should this happen again. Replies to both incidents state they apologise and will endeavour to stop this happening again. Further to Mr J. Young, Rivermead informing CPC that HCC wish to amend the bridge at Rivermead and slightly straighten the road: CPC thought this was unnecessary and would write to convey this to HCC. Mr B. Newson has installed the new notice boards, one at the Play Area and the other at North End. Tom Waldron @ HCC has been asked to strim the North End path. CPC is to congratulate Sarah Lloyd on receiving a MBE. 7.13 FINANCE ACCOUNTS FOR AUTHORISATION AND PAYMENT: - J. Kettle – Clerk’s pay – June £331.48 J. BALANCE FROM LAST MEETING - £9092.86 BALANCE AT PRESENT - £9,122.41 BALANCE OF THE UNITY BANK ACCOUNT AFTER PAYMENT/RECEIPT OF THE ABOVE IS £7555.66 1. Mr P. Hellard has been informed of CPC’s decision to pay for the hanging microphones at a cost of £275. 2. It was agreed to pay Mr P. Bridges his July payment at the beginning of August. 3. The insurance cover for posts has been increased to £4000 and no extra premium was required. 4. The Clerk’s contract has been updated to reflect the pay increase given, this was signed by the Chairman. 4

5. A grant application form has been sent to Cty Cllr F. Hindson for £275 the price given for the hanging microphones, which CPC has agreed to fund. 6. Further to the suggestions made to HCC with regard to Cheriton use of the £25k from the developers of Freeman’s Yard, the following was agreed on the subjects listed: - Public toilets, possibly on the Recreation Ground. This would not be paid for from this allocation. This was rejected due to cost of maintenance by CPC. Cycle racks for use within Cheriton. It was felt that there would not be sufficient use of these, so therefore not supported. Mr S. Scott has suggested a path from the church drive along the front of 1 & 2 Rectory Cottages to the Village Hall. As pavements would be urbanisation, this was rejected. 7. An “Expression of Interest” form to send to SDNP for a car park requires a cost for this form and at present this has been deferred until a cost is known. 8. Further to Mr P. Greenwood presenting his plans in Public Session, CPC agreed to support this with the condition that the football goal was provided with a net and extended to provide a high bar for rugby practice. These should be relocated onto to the gifted land. Funding would need to be confirmed and quotes should be addressed to CPC in order to claim the Open Space fund grant. A letter of confirmation is to be sent to Mr P. Greenwood reflecting this decision. 9. It was agreed to pay the invoice for the posts and chains, which is due (this should be half the quote as CPC has paid 50% already). 10. Mr P. Bridges has made only one cut of the greens this month due to a mower breakdown and he has supplied CPC with a copy of his current Public Liability insurance. 7.14 COMMITTEE REPORTS.

a) PARISH LENGTHSMAN. Swanmore PC have been sent the last worksheet for completion and the previous worksheet has been checked and returned confirming that this work had been completed satisfactorily. b) VILLAGE HALL. Nothing to report. c) PLAY AREA/RECREATION. A broken post was reported at the swings. Mr A. Kettle or Mr K. Bushnell will replace this. d) SOUTH DOWNS NATIONAL PARK. The Clerk is to complete a questionnaire from SDNP on how CPC receives its information. 7.15 ITEMS FOR THE NEXT AGENDA AND FROM PUBLIC SESSION. The open river at Riverside Cottage. Cycle Loop Signage. The next Chair. 7.16 The next meeting will be on Wednesday 7 September 2011 at 7.30 p.m. in the Committee Room at the Village Hall, the meeting closed at 8.45 p.m.
