Using ONS data: Including data fields from the Office of National Statistics (ONS)

Approval to include ONS mortality data in your requested extract or table must be granted by the Office for National Statistics (ONS). There are two legal gateways under which approval can be granted:

1. Projects funded by an NHS body or Department of Health (DH) This legal gateway covers studies which are funded by an NHS body or DH. A commissioning letter from the funding body is required to provide evidence that the relevant study or project is funded by an NHS body or DH. Guidelines detailing the requirements of ONS for content of the commissioning letter are provided below.

Approval is granted by the Office for National Statistics under the NHS Act 2006 and data released under the Statistics and Registration Service Act 2007 section 42(4), for the purposes of assisting the Secretary of State for Health or the Welsh ministers, in the performance of his, or their functions in relation to the Health Service

HOW TO APPLY FOR ONS DATA : STUDIES FUNDED BY AN NHS BODY OR DH 1. Complete and sign: Appendix A1 – A3. This document includes the data specification details and the ONS Data Access Agreement. This form can be accessed by clicking on the document icon below;

Please note: The Short Declaration of Use form: (Appendix A3) must be completed and signed by all users accessing the data. The Short Declaration Form for additional users can be accessed by clicking on the document icon below;

2. Submit a Commissioning letter confirming funding by an NHS body or DH. Further details on this can be found by clicking on the document icon below;

Send the completed and signed forms to: [email protected] Please Note: ONS do not accept digital signatures; however the forms can be signed, scanned and submitted electronically.

5. The Health and Social Care Information Centre (HSCIC) will submit your full application for approval to the Office for National Statistics. The HSCIC will confirm to you when approval has been granted and that your application for HES-ONS linked data can be processed.

2. Approval for applications not funded by an NHS Body or Department of Health (DH) For applications which are not funded by an NHS body or DH, accreditation as an Approved Researcher from ONS is required. Each person who requires access to the ONS data must complete the application form “How to become an Approved Researcher” - see link below. Approval for release of the data through this legal gateway is granted by ONS under the Statistics and Registration Service Act 2007 sections 23 and 39 (4) (i). On receipt of accreditation as an Approved Researcher, the applicant’s request for ONS mortality data will be submitted by ONS to the ONS Microdata Release Panel (MRP). Requests will be approved which meet the MRP criteria and are consistent with the aims and principles of the Code of Practice and the Protocol on Data Access and Confidentiality which ONS has in place.

HOW TO APPLY FOR ONS DATA: STUDIES NOT FUNDED BY NHS OR DH:

1. Complete the application form 'How to become an Approved Researcher', which is available on the ONS website at the following link: http://www.ons.gov.uk/ons/about- ons/who-we-are/services/unpublished-data/access-to-ons-data-service/index.html

This form will be submitted by the HSCIC to ONS for approval, together with the additional application forms listed below.

2. ONS application form (Appendix D) which includes: ONS MRP Customer Request Form and ONS Data Access Agreement. This form can be accessed by clicking on the document icon below;
