The regular meeting of the Board of Supervisors, held at the Township Municipal Building, was called to order by Chairman Greg Happ at 8:17 P.M. Present were Vice Chairman John Nowicki, Supervisors Duane Rape, Brian Giles and Fritz Retsch. Also present were Manager Walter Beighey Jr., Secretary Patricia Pfaff, Treasurer Elois Nadzak, Engineer Jim Culler Police Chief Ron Leindecker, Chris Ziter, Tom Applequist, Albert Horn, Lonnie Vodenichar, Craig Liston, Lorraine Beck, Chris Ziter, Lisa Lewis, Sherry Lewis, Greg Carney, Julie Leindecker, Casey Bowers, Mike Phipps, Carl Mengel Sr., Carl Mengel Jr., Tom Devin, Melva Devin, Larry Hough, Kim Happ, Cheyenne Happ and Jack Harding.

MINUTES Motion by Rape, seconded by Happ, to approve the minutes of the December 29, 2015 meeting as written. Vote of 5 to 0 in favor.

BILLS Motion by Nowicki, seconded by Giles, to pay the bills from the General Account, January 4th for $5,645.19 with the signing of the checks after the meeting. Vote of 5 to 0 in favor.

PUBLIC Frank Snyder submitted to the Board a copy of the Township Zoning COMMENT Map indicating his property and his neighbor, Carl Mengel Jr’s., property is located in a R-1 Residential area. He said that Mr. Mengel is operating a commercial business from his home and he drives his trucks out at 3:00 am waking him up. Mr. Snyder questioned if Mr. Mengel is paying the correct property taxes. He said he was at last month’s meeting and he hasn’t got an answer and that is why he is here again. He said he would like this issue addressed.

Chairman Happ said that his complaint is being turned over to the Zoning Officer.

RES #01-16 Motion by Rape, seconded by Retsch, to adopt Resolution No. 01-16 that requires police officers to contribute 5% of their base salary and longevity if applicable to the Police Pension Fund for the year 2016. Vote of 5 to 0 in favor.

RES #02-16 Motion by Rape, seconded by Giles, to adopt Resolution No. 02-16 that permits the fire departments to attend certain functions and conduct fund raising activities for the year 2016. Vote of 5 to 0 in favor.

STATE Those who were approved to attend the state convention are to CONVENTION inform the Township Treasurer by January 15th if they plan on attending.

POLICE Motion by Retsch, seconded by Giles, to purchase a 2016 Ford Police Supervisor's Meeting January 4, 2016 Page 2

PURCHASE Interceptor AWD, from Day Ford Inc., through the Westmoreland COG VEHICLE at a cost of $29,211.00. Vote of 4 to 1 in favor. Rape Voting NO.

Supervisor Rape said he is opposed to spending this kind of money. He said the Board is going overboard on the police budget and cannot continue running the Township like this.

MONTHLY Chief Leindecker read his monthly report for December 2015, which REPORT included the number of police calls, vehicle maintenance, arrests and citations issued.

QUOTES Motion by Nowicki, seconded by Retsch, for the Chief to obtain quotes for cameras for the police cars, body cameras for each officer, and quotes for Tasers with each being a separate line item. After the quotes are received, the Board would discuss the cost of these items. Vote 4 to 1 in favor. Rape voting NO.

Supervisor Rape stated this was discussed during the budget meetings and there is no money in the budget for these items. He said this would be total recklessness and carelessness on the part of the Board. Supervisor Nowicki explained that we would not be spending money at this time only looking at numbers. Supervisor Retsch questioned if we knew that we cannot afford it and are there were any funds that could be used.

BKFD Lonnie Vodenichar, Big Knob Fire Department, read their report for MONTHLY RPT the month of December which included the number of calls they responded to and man hours.

ROAD DEPT Chairman Happ reported that the Road Department took three trucks to Armour Linings in West Middlesex and had them undercoated.

SOLICITOR Motion by Rape, seconded by Giles, to approve the Township PENSION Solicitor to draft a Resolution authorizing the pension contribution for the manager, secretary and treasurer to the Township pension fund. Vote of 5 to 0 in favor.

ZONING Motion by Rape, seconded by Happ, to turn the Zoning Enforcement VIOLATION Officer’s December report over to Solicitor Lope for him to investigate the Magistrates decision on the Gass property at 1600 Route 68, to see if the Township has any recourse. Vote of 5 to 0 in favor.

BOARD Supervisor Retsch said this was his first meeting and thanked the COMMENTS office staff for their assistance in preparing him for the meeting. RETSCH He also said how much he likes the residents of the Township. He HAPP said he found a home in New Sewickley.

Chairman Happ thanked everyone and welcomed Fritz and Brian to the Board. He said he hopes that the Board will have good work ethics this coming year. Supervisor's Meeting January 4, 2016 Page 3

ADJOURN Motion by Rape, seconded by Nowicki, to adjourn. Meeting adjourned at 8:38 p.m. Vote of 5 to 0 in favor.
