1.0 Confirmation of Minutes

1.1 At the outset the following amendments to the minutes was made: On the proposal of Cllr Nick Killian and seconded by Cllr Niamh McGowan it was agreed to recommend to full Council the taking in charge of Foxlodge Woods, Ratoath

On the proposal of Cllr Noel Leonard and seconded by Cllr Niamh McGowan it was agreed to recommend to full Council the taking in charge of Bective Lodge, Kilmessan

On the proposal of Cllr Leonard and seconded by Cllr Murphy the minutes of the monthly meeting held on 18th April 2011 were agreed.

2.0 Matters Arising from the Minutes The members were dissatisfied that the Planning Section intended briefing the full Council with the proposed amendments to the Dunshaughlin Local Area Plan 2009-2015 relating to Navan Rail Order without prior full consultation with the Dunshaughlin Area members. The Area Manager informed the members that he asked the Area Cathaoirleach to call the Special Meeting on the 9th May as the item was on the agenda for full Council meeting of the same date.

3.0 Expressions of Sympathy and Congratulations Sympathy was extended to Cllr Francis Deane, on the death of his father Tony Deane.

Congratulations were expressed to:  Dunshaughlin Community College Rugby, Gaelic and Fencing teams on their recent achievements  Dunshaughlin Under 9 Football Team on their success  Cycle Club Dunboyne on their litter picking on the Dunboyne Relief Road and the raising of funds for cancer research  Dunshaughlin Historical Society and Dunshaughlin Tidy Towns Committee on the launch of Dunshaughlin Heritage Trail  Ratoath Tidy Towns Group for their litter picking at Ratoath  Ratoath College Football team on their recent success in the Leinster Finals

5.0 Infrastructure 1.3 Update on Deerpark & Kilbride Sewerage Treatment Plants

The Acting Area Engineer circulated a report from Environment – Water and Sewerage Section regarding Deerpark & Kilbride Wastewater Pumping Stations. The members requested a regular update and commended the good work carried out by the water services section.

6.0 Update on the Civic Offices, Ashbourne The County Librarian advised the members of future plans for the Ashbourne Civic Office. It is envisaged that Ashbourne Library will be integrated with the former Area Offices. The altered spaces will provide a number of separate succinct spaces for use by differing groups for courses or meetings that enrich the area. The ground floor area could be used as exhibition space while the larger space upstairs and the mezzanine would be suitable areas for events. At present Ashbourne Library is used extensively. It opens 6 days per week with 2 late openings and a full day on Saturday. The existing staff number, which is the equivalent of 4.75 full time staff members, will not be increased. The expected refurbishment cost is €52,000 plus VAT. The Area Manager advised that the concept of Cultural Space is being pursued. It is expected that the works involved will take a few months to complete. The Council wants to maximise the use of the building in the most cost effective way possible.

7.0 Matters raised with the permission of the Cathaoirleach

Cllr Brian Fitzgerald  Will Roundabout on Dunsany Road at Killeen be included for maintenance?  Unreasonable delay by NRA in erecting signage on M3.  Still awaiting the completion of works by the M3 project team as per An Bord Pleanala decision.

Cllr Nick Killian  Farmers wish to meet Council again regarding the flooding of Hurley River and possible assistance  Request a report on housing within the Dunshaughlin Area on a regular basis.  Update on the taking in charge of Milltree Estate, Ratoath  Ratoath Traffic Management Plan – on street parking is an issue at Ratoath Village  Traffic lights at Primatestown – pole at Curragha side is danger to traffic turning right from Slane direction

Cllr Noel Leonard  3 Bollards between Woodview & Beechdale, Dunboyne to be reinstated  Pots/tubs on road from Plunkett Hall to Newtown Roundabout are traffic and pedestrian hazard  Grass is very high in Dunboyne Park and needs to be mowed.

Cllr Niamh McGowan  Overgrown hedge on path on Hunters lane Ashbourne  Darlington Properties site at Ashbourne is unsafe  Complaint about structure being built at Crestwood Avenue, Ashbourne and whether authorised or exempt from planning permission  Coldricks Pass, Dunshaughlin, update required  Ashewood, Ashbourne, update required  Village Green, Ratoath – is there a cash deposit as estate not completed.

 Overgrown back garden at Local Authority House  Potholes in Rathleek, down Bogganstown cul de sac  No dumping signage for green area between Beechdale & Chestnut Grove, Dunboyne  Additional road safety signage on approach road to Curragha Crossroads from N2 Hammondtown direction  Can the Council take in charge path area at Castleview, Dunboyne as causing anti-social behaviour.

Cllr Joe Bonner  No advance warning signage for playground in Ashbourne  Pedestrian crossing needed at Castle St, Ashbourne  Fence at Darlington Properties site at Ashbourne dangerous  Traffic controls needed at The Rath – currently traffic turns left coming out of Johnswood and then right at Rath Lodge to go towards Ashbourne town  Trees are being planted without permission at back of Bourne View, Ashbourne

8.0 Items / Correspondence raised by the Area Manager  The director of service advised that the council is pressing the NRA to provide the additional signage on the M3 at no cost to the Council. A local Meath policy for directional signage for tourism establishments has been developed by Transportation Section. This Signage Policy for the County is finalised. All illegal signage in the Area has been removed by Meath County Council.  Christy Clarke, Executive Engineer, Transport Section circulated details of proposed bus shelters for the Area. The proposal is to go on public display as part of the Part 8 Planning process. The members requested that a representative from Bus Eireann attend the next Area Meeting to give an update on bus stops and improvement works for the Dunshaughlin Area.  The Acting Area Engineer circulated a report and updated the members on New Projects in the Dunshaughlin Area. The Council received additional funding under the Restoration Improvement Programme 2011 and also funding for pedestrian crossings and footpaths from the National Transport Authority (NTA).  The members were advised that Area Manager, Area Administrator A/Area Engineer and Clerk of Works met with Myles Crofton of Naus Ltd regarding possibility of taking in charge of the Park Area at

Ashbourne. The Area Manager will bring a proposal to the members in relation to the Park at a future meeting.

9.0 Update on N2 The Senior Executive Officer, Planning informed the meeting that Planning Enforcement has 19 active cases of unauthorised development on the N2. The following outlines the status of these files:  5 at warning letter stage  4 enforcement notice issued  4 referred for legal proceedings  1 conviction not appealed  1 conviction on appeal  2 appealed and upheld  2 subject to orders of the High Court In a recent case brought to the attention of the planning Authority a court injunction was sought and granted and the unauthorised development closed. Members were advised that complaints made anonymously to the Planning Authority are not prioritised but are still followed up. Details on how to complain to Planning Enforcement are on the Council website.
