JOB DESCRIPTION

POST TITLE: Senior Corporate Services Officer – Procurement

CAR USER: n/a GRADE/SALARY: HOURS: 36.15 hours SO1/SO2 (SCP 29-34)

PURPOSE OF THE POST:

To Contribute to a high quality, cost effective Corporate Services Team, through supporting management in the delivery of services

To provide professional advice and guidance on procurement for the Authority to ensure statutory requirements and mitigate risks are achieved.

Main purpose of the post: Procurement 1. To be the first point of contact for all procurement matters for the Authority’s procurement to ensure that they are compliant with legal/financial procedure rule requirements, timely and accurate, responsive to the Authority’s needs and cost effective.

2. To monitor and maintain an e-procurement system and associated frameworks within the Authority 3. To advise Authority Members undertaking procurement activities on best practice to achieve high quality outcomes. 4. To actively engage with budget holders/contract Managers about the value of a robust procurement and ensure adequate internal training and processes are communicated. 5. Contribute to the implementation and monitoring of the Authority’s Performance Monitoring framework.

6. Contribute to the development and implementation of key strategies, policies, systems and processes which support the achievement of Corporate Services and the Authority’s aims and objectives.

7. To use knowledge of anticipated changes in relevant legislation to identify priorities for strategy and policy development.

8. Promote, support and encourage a corporate performance management culture that enables the framework to drive continuous improvement.

9. Keep abreast of new developments, horizon scanning for new initiatives and innovation.

10. Recognise and respond to the political environment and expectations, addressing any sensitivity and taking an appropriate view of service priorities and requirements. 11. To undertake duties and support Team Members in all areas of responsibility, within Corporate Services.

12. To prepare reports and make presentations to the Authority on relevant matters as and when required.

13. Support the development of team colleagues so that they feel empowered, valued and motivated to meet service objectives.

STANDARD RESPONSIBILITIES

14. Accountable for ensuring the Health & Safety responsibilities against the role are met.

15. To promote equality of opportunities and the Authority’s values at all times.

16. Representing the Authority at a local, District and national level as required.

17. To be involved with and contribute to the introduction and development of new initiatives, procedures and working methods relating to the activities and work of the section.

18. To undertake any other duties commensurate with the level of the post.

CONTACTS: 1. Officers and staff of the Authority, representatives of local authorities, various organisations, agencies and other bodies with whom the Authority has dealings.

PERSON SPECIFICATION

Essentia Factors Desirable Measured by l QUALIFICATIONS AND SKILLS  Diploma in Procurement and Supply (CIPS)  AF/Certificates  Working knowledge of e-procurement systems   Ability to service meetings, including writing complex minutes to accurately record decisions  AF/Interviews
