2. Update on CSE strategy and MASH - Jane Kett and Gary Dack

Jane and Gary gave an overview of the CSE strategy. Both are members of the strategic CSE sub-group who meet up monthly to discuss high risk cases and link with Early Help teams. The county strategy is to clearly identify all children at risk or exposed to risk. It is important that each locality knows their area to ensure there are no hidden children.

It is a multi-agency approach with data from police / missing and health used to create an intelligence profile. This will be shared with LSCG’s when the analysis is completed.

Overall the Broadland and North locality child referrals are low compared to the county with hotspot areas being; Cromer, Sherringham, Hellesdon, Sprowston and Thorpe St. Andrew. ‘Break’ homes in Cromer and Sherringham may lead to disproportionate numbers of ‘missing’ reports.

Broadland has the highest proportion across Norfolk of internet approaches to children suggesting that online CSE needs to be a focus.

Risk assessments can be flagged up by anyone through the multi- agency sexual exploitation team. They currently use the Barnardo’s Sexual Exploitation Risk Assessment Framework (SERAF) screening tool. There are three levels of risk standard, medium and high.

Standard risk means there is no evidence of exposure to CSE, but concerns of potential risk. Medium risk means there is evidence they might be targeted for alcohol/drugs. High risk means there is evidence they are currently being exposed and the risk is significant. For this risk level there will be a section 47 enquiry, but for lower risk levels responses can vary from sending letters, family support and social work assessments.

The level of understanding and training for CSE varied throughout the group with the following training courses mentioned; Terrence Higgins Trust, ROSE project and c-card training.

PM felt that it was important for young adults to learn about sexual health and healthy relationships. MAP is available in Norwich, but not in North Norfolk
