Chair Opening Paul Anderson welcomed everyone and opened the council meeting at approximately 1:00pm. Paul thanked everyone for attending then introduced our distinguished visitor, Sandy Magnus, AIAA Executive Director.

AIAA Executive Director Presentation Sandy Magnus provided a comprehensive presentation on the ongoing governance election. A range of questions were asked by members in attendance.

Honors and Awards Update Rusty Powell provided the following update on the progress of the awards banquet: - Event Date/Location: April 22 6-9 pm, The Wildlife Experience in Parker, CO - Registration is at 76 as of 0730, 13 Apr - Diverse group – MSU, CU, USAFA, Industry, Denver, COS, etc. - Need to finalize the total, but looks like 7 students covered by Jim Rendleman and Gene Dionne - Plaques ordered – should be ready on 14 April - Projector – Chris Zeller is bringing - Associate Fellow nominations -- due this Friday with nomination packages due 15 May

AIAA-RMS Election Results

Page 1 of 5 Paul Anderson provided a summary of the election results. There were 53 total votes cast and the 2016-2017 AIAA-RMS elected Officers are: - Chair-Elect: Kay Sears - Secretary: Kevin Mortensen - Treasurer: Roger McNamara - Southern Colorado Vice-Chair: Rusty Power - Northern Colorado Vice-Chair: John Marcantonio - Wyoming Vice-Chair: Vacant - Montana Vice-Chair: Erik Eliasen

Education Update John Eiler reported at one of the winners selected for our "Aerospace" Award was a team of 2 members. A request was made by John Eiler to provide an additional award for the second Science Fair winner. The vote was seconded and passed unanimously.

New AIAA-RMS Chair Comments Brian provided a brief discussion on two objectives for the next year, which included: 1) Organizing an “Abstract Writing Seminar” 2) Region-wide networking event with simultaneous events are 4-5 locations

Committee Reports Provided

1) Public Policy - Legislative -- State --- Next Event: Colorado Legislator Meet and Greet (Target: April 29 or May 6). POC will be Tracy and the meeting/discussion at Capitol followed by social at nearby pub; RMS PPC will provide appetizers and a drink ticket for each participant --- Colorado Aerospace Day (Monday, March 21, 2016). Jason was the POC and it was a well- attended event with a lot of media attention. We’re currently waiting on articles and video about the event to share on our site. Several State Representatives were there and visited our RMS table. All expressed interest in meeting with RMS to talk about aerospace (CVD-like key issues and Jason will follow up on these requests --- Next Colorado Space Roundup, December 7, 2016. We have an In-kind agreement with CSBR: Exhibitor table exchange between CSR and ATS. -- Federal --- CVD 2016 (Wednesday, March 16, 2016). Jason was the POC. 2016 Key Issues: http://www.aiaa.org/KeyIssues/. Registered RMS participants include: Jason Kuchera, DigitalGlobe; Scott Palo, CU-Boulder; and Stephanie Van Y, Accenture. This was an excellent event with great turnout by student members! It was very beneficial to have 3 RMS members participate in all the meetings. A lot of interest from members regarding UAVs and their usage in the NAS.

- Outreach -- CU-Boulder Aerospace Summit (March 29, 2016) --- New event sponsored by CU Alumni @ Hyatt Regency in Denver

--- RMS had table at event Page 2 of 5 --- Excellent turnout – similar to ATS but without the tech talks; CU is making this an annual event and wants to have AIAA support it; their goal is to get CU students, faculty and alums more engaged in the local industry (same as AIAA goals)

--- Gene and Jason provided presentation on the importance of professional organizations, like AIAA, and how it improves industry communications and experience

-- Purpose: Strengthen AIAA’s presence in the Rocky Mountain region as a technical industry resource

- PPC ‘Pitch’

-- PPC would like to provide a Public Policy ‘pitch’ to be presented at all RMS events. This pitch is meant to encourage the participants of that event to contact their elected officials and express the importance/significance of the event they attended and how AIAA helped to make it happen. It would also encourage participants to get involved, understand policymaking and their role in it.

-- Sample Pitch: Did you like what you saw today? Do you want to help make events like these more prominent in ? We encourage you to contact your elected officials and tell them about this event and the importance of aerospace in . If you have any questions about how you can get involved, go to the RMS website, where you’ll find links to your elected officials and important policy sites, as well as people you can contact to ask questions about policy.

-- PPC will add these links to either the RMS homepage or an updated PPC page on our site.

- Other PPC Opportunities

Page 3 of 5 -- Create Public Policy Survey for RMS members to (1) gauge their awareness of public policy issues/events/outreach and (2) identify their areas of interest/concern. Any of the following may be considered items to explore:

-- Leverage Colorado interest groups (e.g. CSBR, Space Foundation, South Metro Chamber, etc.) to assist in the advocacy of RMS member’s interests/concerns.

-- South Metro Chamber (SMC) has opportunities for testifying before State legislature and ‘training’ to do so

-- Engage local schools for STEM engagement

-- Outreach to local rotaries, chambers, Kiwanis, etc.

-- ‘Speakers bureau’ for outreach to rural communities (importance and realities of aerospace/UAVs, etc.)

-- White/issue papers: UAS commercialization, UAS privacy, etc.

2) Webmaster Report - General -- According to AIAA HQ IT Department, we will remain on SharePoint 2007 until an IT Director is hired and a newer content management system is selected and implemented.

- Support -- Registrations: --- Oakman Aerospace (3/30/16) – 44 (as of 3/30/16). Attendance was limited to 40 --- US Northern Command (4/27/16) – 20 (as of 4/12/16) -- Awards Dinner (4/22/16) --- Registrations – 75 (as of 4/12/16). Attendance limited to 80. Will continue to monitor. - Elections -- Survey activated April 7. 53 responses as of 2100 (4/12/16). High was 2014 (84). Low was 2013 (23). Average since 2012 (54). - ATS2016 -- Created a new email list for staff. Scott Tuttle (Chair) now has access to update the ATS website.

- Updated the AIAA-RM email list ([email protected]) on April 5, 2016 -- AIAA-RM now has 1105 email addresses (down from 1108 on Mar 3, 2016). This is the lowest number since the email list was scrubbed/rebuilt in Dec 2014 (1177).

Next Council Meeting

The next (and final) council meeting for the 2015/2016 Council year will be held at 6pm on 11 May 16, La Dolce Vita, Castle Pines.
