Highlight report from the last meeting 6th October 2009 – 20 authorities in attendance, with 4 apologies.

Benchmarking – the exercise on energy costs will run indefinitely with updating as contracts change. 2008 / 09 out-turn data on the four London PIs has been returned by 12 authorities, those outstanding have been named. The next task concentrates on staffing levels and will commence shortly.

EDF Noticing – following a couple of meetings with EDF’s senior management, they have now changed their view and are prepared to notice for authorities, or not as each authority wishes. A series of workshops is underway to map out the processes required. There will be an element of cost but EDF have stated that this will be minimal or neutral, and LoLEG are of the view that any cost should be deducted from the connection charge in any event.

SLA with EDF – this continues to function with data being assembled by EDF, submitted for approval to boroughs and then on to Ofgem, but the data clarity issues for the boroughs remain. To share the data across London, EDF now require a statement from each authority agreeing to this. So far 20 boroughs have provided this. Generally, the communications between the authorities and EDF are improving and progress is being made. The three annual UMC conferences, one for each EDF area, are to take place in early November.

Reports – updates are invariably provided at each meeting from LoTAG Group 2, the UK Lighting Board and the CSS Lighting Group.

DNO issues a) EDF have reshaped the User Groups into north and south London. Information from these is now shared across LoLEG. b) 500w rule – nothing to report c) EDF’s performance on connections continues to be largely good but with pockets of poor performance. The reverse is the case for faults and emergency works, i.e. generally poor but with pockets of good performance.

PFI schemes – updates are provided at each meeting.

Highways Electrical Academy competency training – this is being pursued for client lighting engineers across London and a further session is to be organised. Trials & innovations – more of these are coming on stream and the list is to be updated.

LoTAMB – probable topics are a street lighting maintenance management plan framework and risk management / TR22 for London. And possibly something around half- hourly metering / the carbon reduction commitment / sharing photocell arrays. These will be taken forward as promptly as possible.

In-column metering – being developed by a small working group comprising Westminster, Hillingdon, Sutton, EDF and a manufacturer.

Ofgem – have agreed to speak at our next meeting about London-centric SLA performance and DPCR5 (distribution price control review no. 5) which was consulted upon earlier this year and commences April ’10.

Aragreen CMS – on review of the information provided, the consensus was “indifferent bordering on the no”, as this system didn’t make the cut in Westminster. The information supplied did not address all issues, and as this is a comparatively new entrant to the market, a substantial trial at their own cost is suggested.
