The authorizing statute for the State Employee Charitable Campaign is found in the Texas Government Code Annotated, Section 659.131 et seq. This statute requires that to be eligible for consideration for Local Campaign Manager, an applicant organization must be a federated community campaign organization or a charitable organization that has demonstrated capacity to conduct a local campaign.

The completed application must be hand-delivered or sent by certified mail to the SECC Local Employee Committee. The application must be delivered or postmarked no later than [insert date set by Local Employee Committee]. An application delivered or postmarked after that date will not be considered.

The application must be submitted in a loose-leaf notebook. Attachments should be tabbed.

APPLICATION

In order to meet requirements as a charitable organization under the governing statute, applicant organization must meet certain requirements. Please indicate applicant organization’s compliance by initialing below. Also, please note the instructions under each Section.

SECTION l. CHARITABLE ORGANIZATION. To be completed by all applicants.

A. Applicant organization is organized for charitable purposes under the Texas Non-Profit Corporation Act, Tex. Rev. Civ. Stat. Ann. art. l396-1.01 et seq., and its subsequent amendments, or holds a certificate of authority issued under that Act. Tex. Gov’t Code Ann. Section 659.131(2)(A). (See required ATTACHMENT A.) The Local Employee Committee is mandated to consider the following criteria when selecting a Local Campaign Manager. 34 Tex. Admin. Code Section 5.48(p)(3) (1998, as amended) (Tex. Compt. of Public Accounts). Please indicate applicant organization’s compliance by initialing below.

1. The number and diversity of voluntary health and human services agencies or affiliates that rely on the organization for financial support.

2. The organization’s capability to conduct employee campaigns, as demonstrated by records of the amount of funds raised during the organization’s last completed annual public solicitation of funds.

3. The percent of solicited funds received by the organization during its last completed annual public solicitation of funds that were distributed to voluntary health and human services agencies.

4. The geographic area serviced by the organization.

5. The organization’s capability and expertise to provide effective campaign counsel and management as demonstrated by staff and equipment resources and examples of past campaign management.

Applicant organization should attach documentation to address these criteria, and to demonstrate expertise in providing effective campaign counsel and management, Tex. Gov’t Code Ann. Section 659.144(b)(1), and conducting workplace charitable campaigns, Tex. Gov’t Code Ann. Section 659.131(5)(A). Documentation should also demonstrate applicant organization’s demonstrated expertise to serve as fiscal agent for the eligible local charitable organizations. Tex. Gov’t Code Ann.
