DRAFT MEETING MINUTES OF THE COMMISSION ON OFF-HIGHWAY VEHICLES

Date and Time: Thursday, September 14, 2017, 12:00 noon – 2:00 pm

Location: This meeting was held in two locations: Main location - Carson City, Bryan Building, 901 S. Stewart Street, Third Floor, Humboldt Room. Second location – Red Rock Room, #230 Nevada Division of Environmental Protection, 2030 E. Flamingo Road, Las Vegas, NV. The sites were connected by video conference. The public was invited to attend at either location.

1. CALL TO ORDER: Chairman McKay called the meeting to order at 12:02 in the afternoon.

2. ROLL CALL OF THE COMMISSION MEMBERS Commissioner Greg McKay - present Commissioner Sue Baker - present Commissioner Kerry Lee - absent, arrived at 12:10 due to emergency police call Commissioner Charlie Cox - present Commissioner Kevin Hill - absent, arrived at 1:21 due to work issue Commissioner Sean Berryman - present Commissioner Michael Gerow - present Quorum was present.

Introduction of Ex-Officio members present: USFS Deputy Forest Supervisor, Diane Taliaferro; Bureau of Land Management, Leo Drumm; Travel Nevada Tourism, Devon Blunden arrived late. Other staff introduced: Deputy Director of Department of Conservation and Natural Resources, Dominique Etchegoyhen. Joshua Woodbury, Office of the Attorney General (DAG)

Chairman allowed the Public to introduce themselves.

3. PUBLIC COMMENT – Robert Adams, Motorcycle Racing Association Nevada Chapter would like to see Pahrump Tourism Maps created with the Bureau of Land Management placed on the resources/trails tab of the website. Adventure Riding, street licensed cycle routes should be considered as part of OHV program.

4. REVIEW AND APPROVAL OF AGENDA - *FOR POSSIBLE ACTION* Motion to approve made by Commissioner Baker, seconded by Commissioner Gerow, motion carried. 5. REVIEW AND APPROVAL OF June 8, 2017, MINUTES - *FOR POSSIBLE ACTION* - Greg McKay, Chairman. Motion to approve to include minor changes from DMV by Commissioner Baker, seconded by Commissioner Gerow, motion carried.

6. COMMISSION VOTE FOR CHAIRMAN MCKAY TO REPRESENT THE COMMISSION ON OHV PANEL FOR NEVADA ASSOCIATION OF COUNTIES CONFERENCE IN WINNEMUCCA, AND TO COMMUNICATE WITH WHITE PINE COUNTY COMMISSION PURSUANT TO FUTURE ADOPTION OF THE SILVER STATE TRAIL THROUGH THEIR COUNTY *FOR POSSIBLE ACTION* - Chairman Greg McKay. Motion for Chairman McKay to attend conference representing the Commission made by Commissioner Baker, seconded by Commissioner Berryman, motion carried. Motion for Chairman McKay to represent the Commission and communicate with White Pine County in regards to Silver State Trail made by Commissioner Baker, seconded by Commissioner Berryman, motion carried.

Public comment allowed by Chairman: Robert Adams MRAN; supporting Silver State Trail in NV for tourism and adventure cycling.

7. FINANCIAL UPDATE - Kelly Williams, ASO IV, DCNR – Budget update presented. Note: $1,750,000 is budgeted for grant costs this fiscal year and includes costs accrued by grant awards already in progress leaving $1,436,000 for new awards (Grant announcement approximated 1.2 million). Commissioner Baker asked when the time was right for more/additional staff to be budgeted. Kelly Williams: from budget standpoint, staffing can be increased. Joshua Woodbury, DAG: must be on another agenda for discussion. Chairman McKay asked that we begin determining marketing of grant awards in the rest of the state (North) soon and appropriate for future agenda item.

Ex-officio member from Nevada Tourism arrived. Devon Blunden, Travel Nevada.

8. UPDATE ON OHV PROGRAM – Grant update, revising statues, NRS survey, 2018 grant request and award process - Jenny Scanland, Executive Secretary, DCNR – Grant update financial were presented. Scanland informed the Commission that there are multiple responses to the Request for Applications September 1st from a variety of organizations and various areas across the state.

 Regulations and NRS survey will be on staff work duties after grants are awarded in December/January.  Commissioners will award grants on December 14, 2017 utilizing scoresheet developed by staff pursuant to the Commission approved priorities from June 8, 2017 meeting.  DCNR staff will thoroughly review all applications and submit full report to commission prior to December meeting.  Ineligible applications; Commission will be made aware. The goal is to work with applicants to get them ready for the next round.  Ex-officio members do not vote, they may add to the discussion with the Commissioners during the meeting.

Scanland: Announcement of National Off-Highway Vehicle Conservation Council (NOHVCC) and Bureau of Land Management (BLM) partnership meetings and handout for locations and times across Nevada. Leo Drumm, BLM ex-officio: the national motorized strategy will be developed through this partnership with NOHVCC. He stated this was perfect timing and excellent scoping to determine what the public is looking for. It will be a blueprint for OHV throughout Nevada and projects specific sites can come from this along with long range planning; a wish list of sorts that we can use this funding to accomplish. Report due middle of 2018. Scanland asked Commission to send as wide as possible to their constituents and urged them to attend as individuals.

Page 2 of 4 Commission on Off-Highway Vehicles Minutes September 14, 2017 Commissioner Berryman asked if we could hold more than one round per year. Jenny Scanland replied that yes, it is a possibility. Commission Berryman expressed his concern that as funds are growing the Commission must get them out on the ground. Chairman McKay stated that the concern is shared by all.

9. SOCIAL MEDIA, WEBSITE, MARKETING - Dominque Etchegoyhen, Deputy Director, DCNR – Marketing is doing a fabulous job as you will see in the next presentation. The Department is being strict as this time. Some of the social media advertising, as expected, is resulting in negative comments as some people do not like the registration program. We can’t show them the results yet as we are not up and running with the grants until January, 2018. The desire is to have a positive and organic media message going out that focuses on the grants awarded and on the ground. He referenced Commissioner Berryman’s earlier concern “can you tell us where these monies are being used?”. As grants are awarded, we will ramp advertising from organic to paid advertising and shift marketing to grant awards to show registrants were the funds have been used successfully on the ground. Very soon a lot of our public will be excited about the use of these funds. To address Commissioner Baker’s concern; we can discuss at a future meeting the opportunity to have another staff on board to assist Jenny so that we can address concerns on social media and the program as whole.

10. OHV PROGRAM CLARK COUNTY MARKETING PROJECT UPDATE – Accomplishments to date: presentation by Clark County Desert Conservation Program contractor. Lora Hendrickson, MXT Media. Well received by Commission. Commissioner Lee described the positive collaboration with MXT Media and that this was a very good use of our OHV dollars last year.

11. CALL FOR AGENDA ITEMS FOR NEXT MEETING December 14, 2017. Commissioners may at this time recommend agenda items to the Chairman for the next meeting. December 14 is scheduled for Commission deliberation on grant awards. Greg McKay, Chairman -All agenda items recommended will be considered for the March, 2018 meeting unless Chairman believes that there is time or it is critical for the December 14, 2017 award meeting. We will have opportunity to ask questions of the applicants but no presentation. It was not required in the Request for Applications, but Scanland will let them know it’s highly encouraged
