JOYCE REID OF 12 COLUMBIA FOR HER THIRTYFIVE YEARS OF 13 EXTRAORDINARY AND DEVOTED SERVICE TO THE 14 SOUTH CAROLINA SENATE, MOST RECENTLY AS 15 JOURNAL CLERK, TO CONGRATULATE HER ON THE 16 OCCASION OF HER RETIREMENT, AND TO WISH HER 17 MUCH HAPPINESS AND FULFILLMENT IN ALL HER 18 FUTURE ENDEAVORS. 19 20 Whereas, after thirtyfive years of outstanding service to the people 21 of the Palmetto State, Mrs. Joyce Reid of Columbia will retire on 22 December 16, 2013, from her present post as South Carolina 23 Senate Journal Clerk; and 24 25 Whereas, beginning her state service in October 1978 armed with a 26 bachelor’s degree from the University of Texas, her everpresent 27 smile, and outrageously fast typing skills, Joyce joined the staff of 28 the South Carolina Senate as legislative secretary to Senator 29 Heyward McDonald; and 30 31 Whereas, during her years working with the Senate, she also 32 served in the offices of Senators Alex Sanders and I. DeQuincey 33 Newman, Senate Clerks Jim Fields and Frank Caggiano, and 34 Assistant Clerks Mike Ey, Bob Toomey, and Hogan Brown; and 35 36 Whereas, for the past twentyfive years, thirteen of which working 37 with current Senate Clerk Jeffrey Gossett and Assistant Clerk 38 Michael Hitchcock, Joyce has been a stabilizing force on the 39 Senate Desk, overseeing the creation of the Senate Journal and 40 maintaining order with the occasional flash of her favorite 41 longblade scissors; and 42
[789] 1 1 Whereas, Joyce gained valuable privatesector experience with the 2 law firm of Heyward McDonald before transitioning with him 3 upon his election to the Senate. This move may have been the 4 beginning of her trademark meticulousness. She will confess to 5 being a stickler over even the tiniest of details, an admission well 6 supported by the many notes she creates in order to finalize every 7 wellorganized task; and 8 9 Whereas, because of her strong community spirit, Joyce dedicates 10 countless hours every year to the South Carolina State Fair and is 11 an active member of Spring Valley Presbyterian Church, where 12 she participates in numerous ministries such as singing in the choir 13 and playing handbells. She is also quite an accomplished painter, 14 having created and displayed many beautiful works of art; and 15 16 Whereas, Joyce and her husband, Flay Reid, are the proud parents 17 of three girls, Shanna, Beth, and Susan, who have given their 18 parents the joy of five delightful grandchildren, Anna, Jordan, 19 Garrett, Kassidy, and Brooke; and 20 21 Whereas, the Senate, grateful for the legacy of consistent 22 commitment and excellence Joyce Reid has bestowed on this great 23 body, extends warmest thanks for her more than three decades of 24 service. The members take much pleasure in wishing her well in 25 her retirement and trust she will find much enjoyment in her art, 26 her grandchildren, and along the links of her favorite golf course. 27 Now, therefore, 28 29 Be it resolved by the Senate: 30 31 That the members of the South Carolina Senate, by this resolution, 32 honor and commend Mrs. Joyce Reid of Columbia for her 33 thirtyfive years of extraordinary and devoted service to the South 34 Carolina Senate, most recently as Journal Clerk, congratulate her 35 on the occasion of her retirement, and wish her much happiness 36 and fulfillment in all her future endeavors. 37 38 Be it further resolved that a copy of this resolution be presented to 39 Mrs. Joyce Reid. 40 XX 41
