The Annual Report of the Institute depicts important activities and programmes undertaken and executed by the Institute and its Branches during the year 2014-15. As most of the programmes are allotted by O/o the DC (MSME), due thrust is given to complete the same exquisitely by maintaining a well-ordered time frame and also to cater to the requirements of the local entrepreneurs, both prospective and existing.

The Annual Report thus provides detailed information of various activities performed by the Institute and its branches for promotion and development of MSMEs in and the Union Territory of Andaman & Nicobar Islands. It is expected that the information contained in the Report would portray the significant role being played by the Institute and also bring forth comments for better service.

1. MSME-DEVELOPMENT INSTITUTE

Micro, Small & Medium Enterprises-Development Institute, Kolkata looks after the promotion and development of Micro, Small & Medium Enterprises in the States of West Bengal and Union Territory of Andaman & Nicobar Islands. At present there are three Branch Institutes covering 20 districts in the state of West Bengal and one Br. Institute at Port Blair covering three districts in the Union Territory of Andaman & Nicobar Administration under the jurisdiction of MSME-DI, Kolkata.

Key activities of MSME-DI, Kolkata and its Branch Institutes:

In view of the overall development and promotion of MSMEs, the Institute is empowered with well qualified and experienced technical officers who are actively engaged in various key activities as follows.

1. Consultancy Services:

The Institute renders consultancy services to the prospective and existing entrepreneurs in the fields of:-

i) Project selection, ii) Techno-economic feasibility, iii) Marketing, iv) Modernization & technology upgradation, v) Reimbursement for Bar-code registration, Participation in International Trade Fairs, ISO certification, Product Certification, Corporate Governance etc.

2. Human Resource Development:

To build up entrepreneurial and managerial skills, this Institute organizes various types of training programmes: i) Entrepreneurship Development Programme; ii) Entrepreneurship & Skill Development Programme on various trades and products; iii) Management Development Programmes on Industrial Management, Working Capital management, Material Management etc iv) Skill Development Programmes on Machine Shop Practice, Heat Treatment, Wood Carving, Art ware & Pottery etc; v) Computer Training on both Software and Hardware; vi) Training on Computer Aided Design & Computer Aided Manufacturing, etc.

3. Export Promotion:

i) Organising specialized training programme (in collaboration with eminent promotional agencies) on Export Management and Export Packaging.

ii) Providing financial assistance to eligible manufacturing MSEs for participating in selected International Trade Fairs under MDA scheme.

4. Development of New Projects:

i) Assisting and guiding in setting up of new projects through preparation of District Industrial Potentiality Survey Reports and State Industrial Profile by way of providing information on potential resources, infrastructure, market etc.

ii) Disseminating information on project status, marketing, financing, technology, raw materials, etc. iii) Preparing viable projects, appraising of projects and assessing capacity

5. Marketing Support:

i) Providing marketing assistance to small enterprises through the Single Point Registration Scheme of NSIC for participation in the Govt./PSU Stores Purchase Programmes.

ii) Providing marketing assistance by organizing Vendor Development Programmes and Buyers Sellers Meet of micro, small, medium and large units.

iii) Public Procurement Policy for goods produced and services rendered by Micro and Small Enterprises (MSEs) be procured by Central Ministries & Departments/Public Sector Undertakings (PSUs).

6. Common Workshop Facilities:

Undertaking job work at very low cost for small enterprises in the following areas :

i) Metallurgy – Heat Treatment ii) Glass and Ceramic iii) Mechanical Engineering A) Computer Aided manufacturing – Ultra Modern CNC Wire Cutting Machines, NC Spark Erosion, CNC Lathe etc. B) Conventional – Milling, Cylindrical Grinding, Surface Grinding, Jig Boring, etc.

7. MSE-Cluster Development Programme (MSE-CDP) :

The objective of MSE-CDP is as follows:-

i) To support the sustainability and growth of MSEs by addressing common issues such as improvement of technology, skills and quality, market access, access to capital, etc.

ii) To build capacity of MSEs for common supportive action through formation of SPVs, consortia, upgradation of associations, etc.

iii) To create/upgrade infrastructural facilities in the new/existing industrial areas/clusters of MSEs.

iv) To set up common facility centers (for testing, training centre, raw material depot, effluent treatment, complementing production processes, etc).

8. Modernisation & Techno-upgradation :

Assisting the micro & small scale units to modernize and upgrade technology by organizing :

i) Training on ISO-9000 and TQM (Total Quality Management) ii) Awareness Programme on Ozone Depleting Substances/use of alternative refrigerant.

9. Small Enterprises Network (S E N E T):

i) Providing information on various activities and programmes through websites

ii) Storing various data for information and providing training on IT through Small Enterprises Computer Network.

iii) Online status feed back for NSIC regn. cases and ISO-9000 reimbursement cases.

10. ISO-Consultancy work for ISO-9001:2000 Certification:

The Institute renders ISO consultancy for the development of Quality Management System (QMS) of MSMEs for obtaining ISO-9001 certification. As per the directives of the O/o DC (MSME), New Delhi, the Institute also provides reimbursement of the charges for acquiring ISO-9001 certification to the extent of 75% of the cost subject to a maximum limit of Rs. 75,000/- in each case.

11. Bar Code Registration & Reimbursement Scheme:

The Institute conducts Awareness programme on Bar Code Registration by GS1 India & its reimbursement for registered MSEs. As per the present scheme, 75% of Bar Code registration fee is reimbursed for the units who have adopted Bar Code on or after 1st Jan., 2002 and 75% of annual recurring fee for the 1st three years is also reimbursed w.e.f. 1st June, 2007.

Apart from above activities, the institute maintains close liaison with various Govt.departments, promotional agencies, trade associations & NGOs involved in the execution of Govt. schemes & promotional programmes for the development of MSMEs in the State.

2. HUMAN RESOURCE DEVELOPMENT

Building up entrepreneurial skills by organizing Entrepreneurship Skill Development Programme on Chemical Industries, Leather Industries, Metallurgical Industries, Readymade Garments, Automobile Repair and Services, Silk Screen Printing, Ceramic Industries, Mobile Phone Repairing and Servicing and so on is a major activity under Human Resource Development of the Institute. Workshop based Skill Development Programmes also started from this year which were specially held in the areas like Conventional Turning, Basic Welding, Advance Welding, Ceramic Terracotta and were conducted at MSME-DI workshop. In this category TV Repairing, Sound System Repairing, Electrical Gadgets Repairing, House Wiring, Food Processing etc.were held in recognized workshops. outside MSME-DI. Developing managerial skills of the existing and budding entrepreneurs by organizing Business Skill Development Programmes on Industrial Management, Financial Management, Material Management, Working Capital Management, and Export & Packaging Management is another area of activity under Human Resource Development. Further, the Institute organizes Skill Development Programmes of 6 months duration on Machine shop practice, Heat Treatment, Ceramic Art Ware and Pottery for honing up craftsmanship of the artisans engaged in MSE sector. To meet the growing needs of I.T. savvy personnel, the Institute also conducts training programmes on both computer software and hardware. Providing training on Computer Aided Design and Computer Aided Manufacturing is another area of developing skills under Human Resource Development Programme of the Institute.

2.1. ENTREPRENEURSHIP DEVELOPMENT PROGRAMME (EDP)

Micro, Small & Medium Enterprises-Development Institute, Kolkata and four Branch Institutes under its control conducted 24 Entrepreneurship Development Programmes in different places of the state and Union Territory of Andaman & Nicobar Islands during 2014-15. Out of 24 Nos. of EDPs, 7 were for General participants,1 was for Women & Physically Handicapped, 10 were for SC ,5 were for ST candidates.. Apart from MSME-DI officials, professionals from other organizations were invited for delivering lectures on the role of their organizations in the promotion of MSMEs in the State. They also apprised the trainees of the various steps involved in starting of small, micro and medium scale industrial ventures. DEVELOPMENT PROGRAMME (ESDP)

During the year 2014-15., the Institute along with its four Branch Institutes organized 131 ESDPs covering almost all the districts of the State . This year ESDPs were divided into two categories such as Workshop based and Non-workshop based. Out of 131 ESDPs, 60 ESDPs were conducted through workshops , which covered programmes like Conventional Turning, Basic Welding, Advance Welding and these programmes were conducted at MSME-DI workshop. In this category TV Repairing, Sound System Repairing, Electrical Gadgets Repairing, House Wiring, Food Processing, etc. were held in recognized workshops outside MSME-DI. In workshop based ESDPs,there were trainees from Male- General - 401, SC- 685, ST- 178, Minority-29, OBC- 39 and 244 women with a total of 1332 participants received skill development training.

Rest 71 ESDPs were non-workshop based which covered almost all the districts in West Bengal. For non-workshop based ESDPs 637 trainees were General , 662- SC, 289- ST, 7- Physically Handicapped, 42-Minority, 26 OBC participants.

These ESDPs were generally organized in two phases. In the 1st phase candidates were rendered training on building up entrepreneurial capacity among themselves, while in the 2nd phase candidates were trained for developing technical skill in the line of manufacturing and repairing activities covering the areas like food processing, mobile phone repairing and servicing, digital photography, screen printing, handicrafts, Web Page Application, etc. A total of 2995 candidates were rendered training through these ESDPs . 2.3. INDUSTRIAL MOTIVATION CAMPAIGN (IMC)

During the year 2014-15, 109 Industrial Motivational Campaigns (IMC) were allotted to this Institute, of which MSME-DI, Kolkata along with its 4 Br. Institutes located at Siliguri, Durgapur, Suri and Port Blair organized IMCs almost covering all the districts of West Bengal in rural and urban areas of the State as well as in Andaman and Nicobar Islands. In these 109 programmes, a total of 7498 candidates participated which included 3009 women candidates and the remaining 4489 were male candidates comprising of SC, ST, OBC, PH, Minority and General categories. The Small Enterprises Network (SENET) Division attached to this Institute is actively engaged with a variety of activities like networking, storing, retrieving and sharing of all data & information relating to the development of MSEs. 3. MARKETING SUPPORT

Under Marketing support, the Institute regularly renders assistance to MSEs through Single Point Registration Scheme of NSIC for participation in the Govt. Store Purchase Programme and registration of those units. Besides, the Institute organizes National Level and State Level Vendor Development Programmes and Buyers-Sellers Meet at different locations of the state to enable large, medium and small scale enterprises to participate in such programmes and draw mutual benefits. Necessity and implementation of Public Procurement Policy was discussed and introduced to the participants as well as participating PSUs.

During the year 2014-15, 4 Nos. of NLVDP were allotted to MSME-DI, Kolkata and this institute has completed and achieved its target. National Level Vendor Development Programme-cum-Buyer Seller Meet with display of products by the participating units was organized by the Institute in association with Asansol Chamber of Commerce at Asansol, in association with BNCCI at Milon Mela ,Kolkata, , in association with Coochbehar Chamber of Commerce and Industry at Indoor Stadium, Coochbehar and in association with FOSMI at Haldia,Purba Midnapur.

4. ISO REIMBURSEMENT

During the year, under the scheme of ISO Reimbursement, the Institute received 68 applications, of which 55 were approved and processed and a sum of Rs. 25,50,379 was disbursed to them. 5. EXPORT PROMOTION

MSME-DI, Kolkata renders assistance to MSMEs in order to enable them to utilize their export potential through various avenues for competing in the global market. Besides, the Institute organises various programmes such as Export Management Training Programmes, Training Programmes on Packaging for Exports, Seminar on Bar Coding, etc. every year and also disseminates information on Policies & Procedures for export, latest rules & regulations of various organizations related to exports. The basic aim of such programmes is to assist the MSMEs and help them overcome their constraints so that they may have better access in the overseas market.

The Export Division selects & recommends many MSEs to exhibit their products at the Pavilion of the Ministry in the International Trade Fair in many foreign countries. This office regularly prepares Business Enquiries & Bulletin on Exports. Besides as a member, this office attends various meetings conducted by the DGFT, Kolkata, Export Inspection Agency, Kolkata. This office maintains a good liaison with various Export Promotion Councils and assists MSEs to export their products. The significant activities undertaken by the Institute under Export Promotion are given as follows:

Regular assistance under MDA scheme is rendered to MSEs for participation in International Trade Fairs organized in different countries of the world. 2) Bar Code:

Bar Coding has a significant impact on the success of any enterprise/company andorganization. Timely and accurate capture of product information and its communication electronically across the Supply Chain ahead of physical product flow is critical to lowering inventory costs, inaccurate sales forecasting & dynamic production scheduling and in product track and trace. Bar Coding not only facilitates the exchange of information between buyers and sellers, but also provides the potential for better visibility and sharing of information across an entire Supply Chain.

With the objective of spreading awareness about the utilities of Bar Coding, importance of its adoption and the facilities available from Govt. for acquiring the same, the Institute organized 8 sensitization -cum-seminar on Bar Code for 269 candidates during the year 2014-15 in the districts of Kolkata, Purulia,24 Parganas(South),Birbhum by MSME- DI,Kolkata, at Darjeeling by Br.MSME-DI,Siliguri and at Burdwan by Br.MSME- DI,Durgapur. 6. NATIONAL MANUFACTURING COMPETITIVENESS PROGRAMME (NMCP)

NMCP being a flagship scheme with 9 different components of DC (MSME), New Delhi was actively implemented during the year 2014-15. The details of various programmes implemented and performed by this Institute under the components of NMCP are given as follows :-

1) Marketing Assistance & Technology Upgradation (MATU) ACTIVITY-5

With the objective of achieving competitiveness by MSMEs both in national and international market, the programme is implemented. 2) Corporate Governance Practice: ACTIVITY -6.

Under this activity, MSMEs will be encouraged to adopt good Corporate Governance Practices for improving their competitiveness, reducing operational factors, overcoming barriers to trade, successfully meeting the challenges of globalization and assessing lower cost of finances. MSME-DI, Kolkata communicated information on reimbursement scheme with the Ministry of Corporate Affairs, Registrar of Companies and requested to send name of the units registered by them in the state of West Bengal on 26-06-14. This Institute has received one bill for reimbursement under Corporate Governance Practice amount of Rs.24537/- but could not be reimbursed due to paucity of fund under MDA scheme.

3) Support to MSMEs for Technology & Quality Upgradation (TEQUP)

The objective of this scheme is to enhance MSMEs competitiveness in the National as well as International Market through various activities such as i) Technology upgradation in Packaging, ii) Skill Development in modern marketing ,iii) Taking up competitive studies etc. Also, the objectives of the Scheme are to assist for Capacity Building of MSME Clusters for Energy Efficiency/Clean Development Interventions and other technologies mandated as per the global standards, Implementation of Energy Efficient Technologies (EET) in MSME sector/units, Setting up of Carbon Credit Aggregation Centers (CCA) for introducing and popularizing clean development mechanism(CDM) in MSME clusters and Encouraging MSMEs to acquire product certification/ licenses from National/International bodies and adopt other technologies mandated as per the global standards.

MSME-DI, Kolkata has taken initiative to popularize the scheme and conducted the following programmes during the year 2014-15;

On 03-06-14, the 3rd Regional Workshop for ‘Clean Technology innovation in SMEs’ was conducted at Hotel Hindustan International, Kolkata on 03-06-14 by FICCI with potential MSME entrepreneurs. 4) Enabling Manufacturing Sector Competitive through Quality Management Standard and Quality Technology Tools (QMS/QTT)

World over, micro and small enterprises are recognized as an important constituent of the national economies, contributing significantly to employment expansion and poverty alleviation. Hence, recognizing the micro and small enterprises, sensitization programmes- cum-workshops on QMS/QTT are conducted by MSME-DIs in order to make this sector globally competitive. During the year, MSME-DI, Kolkata organized one Sensitization- cum-Awareness Programme on QMS/QTT in collaboration with Fan Manufacturers Cluster at Bansdroni, Kolkata on 18-07-14 at Bansdroni, Kolkata. The programme was attended by 90 entrepreneurs from MSE Sector.

REPORT ON WORKSHOP ON QMS/QTT FOR MSMEs

A two day workshop on Quality Management Standards/Quality Technology Tools (QMS/QTT) organized by MSME-Development Institute, Kolkata, Ministry of MSME, jointly with Federation of Small & Medium Industries(FOSMI) on 17th & 18th March,2015 at Hotel Golden Park,Kolkata-71.

Shri H.Ganguly, Secretary, FOSMI, anchored the inaugural session. It was followed by the welcome address delivered by Shri Biswanath Bhattacharya, President, FOSMI. Shri Bhattacharta emphasized the importance of achieving the competitiveness in the light of globalization through implementation of the National Manufacturing Competitiveness Programme of which Quality Management Standards(QMS) and Quality Technology Tools(QTT) are the two essential components..He also mentioned about the added importance of exercise has acquired in the light of the Prime Minister’s vision “Make in India” with the goal of making India the manufacturing hub of the world. Shri Bhattacharta’s speech was followed by the address of Shri Monojit Guha, Dy.Director, MSME-DI, Kolkata, who spoke about the programme in general. He was followed by Shri N.N.Debnath, Director, MSME-DI, Kolkata, who delivered the key note address. In his address, Shri Debnath not only concurred with the views expressed by the earlier speakers with regard to the importance of MSMEs of achieving competitiveness but also laid great stress on the importance of producing quality products and the change in the mind set needed by the entrepreneurs to achieve this. The inaugural session was concluded with Shri I.D.Sharma, Asstt.Director, MSME-DI, Kolkata proposing a vote of thanks.

Thereafter, the technical session begun which was anchored by Shri Monojit Guha, Dr.Gautam Sengupta gave an overview of QMS and QTT with a power point presentation laying great emphasis on Quality. On the 18th March, 2015, the programme was graced by the participation of Col. Sabyasachi Bagchi, Chairman,West Bengal Small Industries Development Corporation Ltd(WBSIDCL) as Chief Guest. Shri Biswanath Bhattacharya, President, FOSMI started the proceedings with his welcome speech ,which was followed by an address by Shri K.D Bhattacharya, Dy. Director, MSME-DI, Kolkata who laid stress on the importance of employing QMS and QTT by entrepreneurs belonging to the MSME sector. Col.Bagchi then addressed the audience and referred to the Public Procurement Policy for MSEs 2012 which would become mandatory for all Ministries, Departments and PSUs on and from 01- 04-2015.He mentioned that while the policy has laid down that at least 20%of the total procurement of all the large buyers mentioned earlier should be from MSE sector. Rejection of poor quality quite often goes against the producers belonging to the MSE sector and it is a factor for concern. Hence, the mindset is necessary for producing quality products assumes importance and there lies the need for employing QMS and QTT into their operation.

In technical session two faculties on the day were Shri Ranjan Banerjee and Smt.Ruchira Mukherjee.Both of them employed the power point presentation mode to express their approach to QMS and QTT and their importance to MSMEs with regard to achievement of competitiveness. The presentations were followed by a question answer session. The programme came to a conclusion with the summing up by Shri Monojit Guha.

5) Lean Manufacturing

Under the Scheme, MSMEs will be assisted in reducing their manufacturing costs, through proper personnel management, better space utilization, scientific inventory management, improved processed flows, reduced engineering time and so on. LMCS also brings improvement in the quality of products and lowers costs, which are essential for competing in national and international markets. The larger enterprises in India have been adopting LMCS to remain competitive, but MSMEs have generally stayed away from such Programmes as they are not fully aware of the benefits..

Report of National Workshop on Lean Manufacturing held at Kolkata.

An one-day National Workshop on Lean Manufacturing has conducted on 21/01/2015 at Rangmach Hall of Swabhumi, Heritage Plaza, 89C Maulana Azad Sarani, Kolkata – 700 054. Total 252 no. of participants have attended the programme. Among them, 152 people from MSME sectors of West Bengal, especially from Garment Sector, Foundry Industry Sector, Re-rolling Industries Sector, Leather Footwear Sector & Container Mfg. Sector. These industry groups representing several associations like FOSMI, BNCCI, Howrah Chamber of Commerce & Industry, Jaan Bazar Footwear Association, CII, BCCI, Indian Leather Products Association and National Small Industries Corporation Ltd. They are from different parts of the State like Kolkata, Howrah, Hooghly, Topsia, Durgapur, Siliguri, Asansol, Raniganj etc. The participants are consisting of 90 nos. of Govt. officers from all the District Industry Centres of West Bengal and officers of Ministry of MSME working in 11 (eleven) states, these are 8 nos. of North Eastern States and Odisha, Bihar & Jharkhand. The programme was inaugurated by Dr. Asvini Kumar Yadav, IAS, Director of MSME, Govt. of West Bengal at 10.30 a.m. Among other dignitaries, Shri U. C. Shukla, Director, O/o DC(MSME), New Delhi,Shri N. N. Debnath, Director, MSME-DI, Kolkata, Shri P. Chakraborty, Regional Director, NPC, Kolkata, were present in the inaugural session.Shri N. N. Debnath welcomed the dignitaries and highlighted the status of LMCS activities undertaken in West Bengal in addition to other activities of MSME-DI, Kolkata. Shri U. C. The Technical Session stated from 12.30 p.m. Among eminent speakers, Shri Runu Bagchi elaborately highlighted the Waste Management in connection with Lean manufacturing. Shri Ranjan Banerjee has discussed about Kaizen and other tools and methodologies of Lean Manufacturing. Shri P. Chakraborty has elaborated the process of application by MC/SPV through NPC and implementing the scheme at the cluster.

Faculty and representatives from M/s. Moonlight Engg. Co., Rajpur, National Award Winner for MSME, Ministry of MSME, Govt. of India, has elaborately discussed the Success Story of implementing Lean Manufacturing at their premises. After that, the premiere associations of West Bengal specifically Federation and Small & Medium Industries & Howrah Chamber of Commerce &Industry have expressed their views and opined that their members are already working on the scheme and expected more mini clusters to come up group participation from West Bengal to undertake the scheme will commence in near future.

7) Design Clinic Scheme

This Scheme is being implemented by National Institute of Design (NID) and they have signed a MOU with Govt. of West Bengal for propagating the awareness and to conduct Seminar and Workshop with the MSE Clusters being promoted by the Govt. of West Bengal. The technical officers of this office are also closely associated in these Awareness Programmes and Seminars organized by the NID.

Under the scheme there are 23 items are under development by the MSMEs in the State with the help of the scheme. In both the programmes policies and schemes of Ministry of MSME for setting of industry and information on NMCP also discussed ,particularly on Design Clinic & Trade fair under MATU was discussed. NMCP division of this Institute has attended the following meetings during the year which are as follows: i) Officers of the Institute conducted a meeting with Design Clinic coordinators on the progress of Design Clinic Scheme and discussed strategy for the year 2014-15 and requested to send regular feedback on the scheme. ii) NMCP Division has attended the Design Clinic Workshop to deliver lecture on various scheme of MSMEs particularly on NMCP scheme organized by Umarpur Plastic Cluster Samabay Samiti Ltd, Umarpur in association with National Institute of Design, Kolkata & Department of M&SSE and Textile, Govt. of West Bengal on 22/08/2014 at Umarpur Raghunathgang, Dist Murshibadad.

8) Business Incubator

The Scheme provides early stage funding for nurturing innovative business ideas (new indigenous technology, processes, products, procedure etc.) which could be commercialized in a year.

The main objective is to promote development of knowledge-based innovative ventures and to improve the competitiveness and survival instincts of the Micro, Small and Medium Enterprises (MSMEs). Such entrepreneurial innovative ideas are sought to be developed in reputed Technical Management institutions before these can become commercially viable and attract venture capital.

The idea is primarily for sustaining, at some basic or introductory level, the incubation of ideas that would have otherwise been lost for want of support. The expectations are that a sizeable percentage of the grantees/incubates would be graduating to higher levels of operation that would then require other form of support under other schemes/organizations including from Venture Capital or Angel Funding.

To promote emerging technological and knowledge-based innovative ventures, those seek the nurturing of ideas from professionals, beyond the traditional activities of MSMEs, this Institute has engaged 14 Nos. of Business Incubators as follows :-

To carry out diagnostic mapping of potential MSMEs, O/o the Dc (MSME), New Delhi is collecting the details of MSMEs through a Survey called “Project BADAL”. To assist this study, this Institute has collected details from 177 Nos. of MSMEs of this State of West Bengal and forwarded to the O/o the DC (MSME), New Delhi.

7. NATIONAL AWARD

The Scheme of National Awards for MSMEs has been in operation since long. MSME-DI, Kolkata is actively involved in implementing the scheme by involving both Governmental and non-Governmental Agencies in the State. The Awards are generally conferred to MSMEs having outstanding performance in the area of manufacturing, R & D efforts, quality consciousness, etc. with a view to recognize their efforts and contribution in the national economy.

During the year, 2014-15, the Institute received a total of 26 applications, of which only 1 application received on Innovation Efforts in Micro & Small Enterprises, 10 applications received for Outstanding Entrepreneurship for Micro Enterprises engaged in Manufacturing , 4 applications for Outstanding Entrepreneurship for Small Enterprises engaged in Manufacturing,2 applications for Outstanding Entrepreneurship for Micro & Small Enterprises rendering services and 1 application for Lean Manufacturing Techniques in Micro, Small & Medium Enterprises (MSMEs)

A team of Officers from MSME-DI, Kolkata and Directorate of MSME, Govt.of West Bengal had undertaken inspection work during 17th to 21th November,2014.The State Level Selection Committee (SLSC) meeting was held on 25-11-14 which was presided over by Sri Rajiva Sinha, IAS, Principal Secretary, Department of MSME & T, Govt. of West Bengal and recommended 14 applications in various categories in Micro and Small enterprises after scrutinizing their applications.

8. MICRO & SMALL ENTERPRISES CLUSTER DEVELOPMENT PROGRAMME (MSE CDP)

The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India (GoI) has adopted the cluster development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) and their collectives in the country. Clustering of units also enables providers of various services to them, including banks and credit agencies, to provide their services more economically, thus reducing costs and improving the availability of services for these enterprises.

Under the Cluster Development Programme, the Institute has taken up as many as 14 Clusters for soft-interventions and hard-interventions. The details of activities going on in these clusters are given as follows :-

Accordingly, in consultation with DC(Handicrafts) and NIRJAFT, Kolkata and other agencies involved in organizing ESDPs on jute products as well as taking into account the prescribed curriculum of MES course of DGE&T and guidelines of National Skill Qualification framework of NSDA, a draft standard course curriculum on Value Added Jute Products has been prepared and circulated to all the MSME-DIs for necessary comments/suggestions. Accordingly, the presentation on the above subject has been prepared for finalization. 11. SERVICE TO THE EXISTING & PROSPECTIVE ENTREPRENEURS

(A) Consultancy :

The Institute with its existing staff strength in various trades renders consultancy services in the areas of project selection & preparation, marketing, energy conservation, quality control, cost reduction, pollution Control, managerial etc. During the year 2014-15, a total of 2707 visitors were attended and rendered services by the officers of the Institute and its branches located at Port Blair, Durgapur, Siliguri and Suri.

Further, 649 units were visited by the officials of the Institutes and its branches to provide technical assistance in the field of quality control, cost reduction, pollution control, ISO Reimbursement, Bar Code Reimbursement, Participation in International Trade Fairs, capacity assessment, Project Appraisals etc. at their premises.

(B) Common Facility Workshop:

The Institute is attached with three workshops viz.:- (a) Machine shop (b) Heat Treatment. (c) Glass & Ceramic Workshop

This apart, CNC workshop is also attached with this Institute. Siliguri is attached with machine shop and carpentry. All together, 247 jobs were undertaken and 189 units were benefited through common facility services provided by these workshops and a revenue of Rs. 6,08,835/- was earned towards these activities during the year 2014-15 .

(C) Activity Report of Mechanical & Metallurgical Workshop:

During the last Three months mechanical work shop has developed / modified three equipments namely Automatic Threading Machine ,Paddy Thrasher and Panel Box apart from machining several components and Test Samples for MSME-TC. The developmental and modification have been done in association with 3 No. of MSE units. All the required components have been machined with the available Machines of Work shop and all fabrication work have been done with our newly procured ARC and TIG welding Machines. Further modifications have been suggested to improve the quality and efficiency with respect to selection of materials , heat treatment and energy consumption,. Prototype development and modification of Automatic pipe threading machine has been done in association with M/s. Nex Gen Engineering, Kolkata. All the parts are being machined assembled in our Common Facility Centre of MSME- DI, Kolkata.

A close liaison was maintained with government organizations like Directorate of MSSE & DICs, Govt. of West Bengal, Financial Institutions, MSE Associations and other NGOs engaged in the promotion and development of micro, small and medium enterprises in the state. Regular visits were made to these organizations and meetings were attended by the officers of the Institute as and when convened by these organizations.
