Neighborhood Stabilization Program (NSP)

The City of Richmond has been allocated $2.4 million in Neighborhood Stabilization Program (NSP) funds from the Virginia Department of Housing and Community Development (DHCD) to address foreclosed and abandoned properties in three neighborhoods: Highland Park, Barton Heights, and Church Hill.

Through a partnership of community development corporations, housing agencies, the local public housing authority, a private developer, and the City, twenty-four vacant and foreclosed housing units will be acquired and rehabilitated. At least eighteen houses will be sold for homeownership for persons at or below 120% Area Median Income (AMI). Six quality, affordable rental units are also available.

Marketing and sale of properties will be provided to income qualified households for homeownership at a discounted price consistent with program guidelines. Down payment and closing cost incentives will be available to qualified buyers seeking homeownership.
