3 Declarations of interest: To be taken at the item. 4 Minutes of the previous meeting held on 1 October 2014: RESOLVED: To accept the minutes of the previous meeting held on 1 October 2014 as a true and accurate record. The minutes were duly signed by the Chairman. 5 Clerks Report: The Town Clerk reported that she had been unable to get an extension for the following application so after consulting with the Chairman and Vice Chairman had submitted the following recommendation under delegated authority;

14/00853 Pine Cottage, Manor Avenue, Deal CT14 4PN, reserved matters application for the erection of a detached chalet bungalow (details pursuant to DOV/13/00142). Recommendation: Deal Town Council has no objection to this application as long as some form of bat protection is put in place if bats are proved to be on site.

The Chairman introduced his report and stated that the TV aerial was still in place on the house next door to Machine Mart in the High Street and that the TPO for the Eucalyptus tree in Park Street had been included on the agenda for DDCs planning meeting on 13 November 2014.

The Chairman also advised that the application for a license for a hot dog van to set up in the High Street had been withdrawn. He asked members to consider that if an application was put in to licensing and there was a formal hearing who the committee would like to attend on Deal Town Council’s behalf. Following discussion members RESOLVED: That the Chairman or if he was unavailable the Vice- Chairman attends hearings when necessary on behalf of Deal Town Council (P) WE (S) DC Agreed

The Chairman also updated members that a new map had been requested by DDC from Crushingtons regarding for the certificate of lawfulness 13/00425 application.

(a) Promenade access: North/Dolphin Street: members RESOLVED: To instruct the Chairman to write to DDC and request further steps to be put in place to gain access to the promenade. (P) WE (S) DC Agreed

(b) Letter regarding planning application DOV/13/00425: Members agreed to note the information.

(c) Letter regarding A Boards from FOND: Members RESOLVED: To instruct the Town Clerk and Town Clerk/ planning assistant to do a detailed survey of the A Boards in the town and report back to the Planning December planning meeting. Survey to include photographs is possible. (P) BG (S) WE Agreed Assistant

(d) KCC guidance on A Boards: Agreed to note 9 Conservation Area and Article 4 directions: Robin Green advised members that when DDC had considered the Heritage Strategy they had proposed that as they did not have the staff resources to do this that local conservation groups could do the groundwork for them. The Deal Society and Kingsdown Conservation group had taken Mr R this on and having just completed a survey of Kingsdown would be starting on one in Deal with Green hopefully the FOND’s group. He stated that an appraisal must be in place before looking at article 4. Following discussion members RESOLVED: To request that Robin Green supply a copy of the report on Deal to the chairman of this committee when it was completed and update the committee at their March meeting.
