Purpose of the Independent Review Committee (IRT): a. To review and rank the applications for the HUD Continuum of Care application b. To review and rank the application for the HUD Youth Homeless Demonstration Program c. To provide preliminary recommendation to the ECHO Membership Council d. There are 2 tiers of responsibility for the IRT (outlined below). Type of Review Estimated Time Commitment Key Tasks 2017 HUD CoC Applications Approx 22 Hours: Review and rank applications June 6th-1 hr orientation and provide funding June 13th-8 hour project recommendations to the review ECHO Membership Council June 20-7 hrs agency presentations June 27-4 Hrs Final Recommendations Approx 2 additional home hours 2017-2019 HUD YHDP Approximately 10 hours of Review and rank applications Applications (Rolling Process) project application reviews and provide funding during open YHDP recommendations to the competition. This process will ECHO Membership Council be rolling until the total funding has been allocated.
