ANNUAL REPORT 2008

The year 2008 has been a landmark year for the National Youth Coalition Students’ Assembly-Sierra Leone (NYCSA-SL). The crowning glory for the organization was the responses from the 2008 small scale scholarship awards beneficiaries as a way of complementing their efforts towards education.

In this report, NYCSA-SL defines student(s) as person(s) in the field of academia irrespective of institution(s).

Mohamed Kanneh Within the country, there are invariably times when one National Coordinator student or youth will need more attention than another. To NYCSA respond to that student or youth is not to say that the others are loved any less. Rather, at that particular moment, the needs of one are more pressing, more critical. Every citizen knows this to be true; every student or youth realizes it as some spontaneous level.

What is true of the country is also true of the International Community. Every student or youth has the right to expect that we will do all we can to ensure advocacy for the rights, responsibilities and welfare of students and youths.

As we review the activities of NYCSA-SL over the years, it‘s clear that we face a double challenge. First, there is the overall coherence and “delivering as one” agenda which is critical for the entire NYCSA-SL development system.

The second challenge we faced relates to NYCSA-SL itself. NYCSA-SL is a key partner in advocacy. As set out in the 2009 plan of action, we need to continue to deliver. It is also clear that while doing this, NYCSA-SL will be having the responsibility to look out for the vulnerable and deprived students and youth.

I hope NYCSA-SL’s activities will serve as a catalyst for students and youth development.

A number of individuals from the National Youth Coalition Students’ Assembly- Sierra Leone (NYCSA-SL) extremely took their time to comment on this report. Our activities in this report would not have been possible without the contributions of many individuals and organizations. These include the Mano River Union Youth Parliament (MRUYP), Salone Youth and Adolescent Network on Population and Development (SaLYAN), National Union of Sierra Leone Students, Global Call to Action Against Poverty (GCAP) - Sierra Leone, the Chairman of the Parliamentary Oversight Committee on Youth and Sports, Hon. Nuru Deen Sankoh Yilla, Youth Partnership for Peace and Development (YPPD), and many more.

3 INTRODUCTION

This is the fourth Annual Report of the National Youth Coalition Students’ Assembly- Sierra Leone (NYCSA-SL) in pursuant of its work in students and youth activities in the country.

The report covers the period from January to December 2008.

The year 2008 was a busy and important one for NYCSA-SL as we were able to implement and participate in a number of projects and programs aimed at the involvement of youths and students towards national development and global campaigns.

In 2008, NYCSA-SL extended its advocacy and lobbying which proved to be very effective for the organization’s institutional capacity building and work plan.

In the coming years, we will continue to lobby for greater accountability and transparency in decision making processes and ensure that students and youths are raised with a mindset towards national peace, justice and equity. The issue of students and youths in decision making and peace processes is now central to the Program Agenda of NYCSA-SL.

NYCSA-SL believes that it is only through direct participation that the voices of students and youths can be heard. We belief that students and youths needs to be actively involved in all aspect of their societies so that they can actively contribute towards development processes.

It is time that students and youths are acknowledged as central and integral components in all dimensions of governance. It is time that students and youths serve as Pressure Mechanisms for Good Governance, Transparency and Accountability in Sierra Leone. NYCSA-SL is committed to achieving these noble objectives.

4 BACKGROUND OF ORGANIZATION

With an initiative of the National Youth Coalition (NYC), the National Youth Coalition Student Assembly Sierra Leone (NYCSA-SL) was established in 2003 by student and youth activists from various Colleges/Universities and Senior Secondary/High Schools across Sierra Leone with the aim of “Student and Youths matters being given relevant consideration”. They identified the need for student and youth groups nation wide to work more closely together and create some form of partnership with other organizations in order to save the future generation from the scourges of war, grave environmental and other man made disasters and work for a “unified and transformed nation”.

This credible organization was launched on the 17th July 2004 at the British Council by the then Dr. Joe A.D Alie; Dean of Arts Faculty and Head of African Studies, Fourah Bay College, University of Sierra Leone.

Since its inception, the National Youth Coalition Student Assembly has organized numerous working meetings, inter and intra secondary schools debate on peace building and non-violence approach in conflict resolution etc.

To ensure effective functioning and to decentralize the operation of the organization, NYCSA-SL has already established its branches in the three provincial headquarter towns of Sierra Leone:

1 Kenema for the eastern province was launched in November 2004 2 Bo for the southern province was established in April 2005 and 3 Makeni for the northern province was established in December 2005

Not withstanding the fact that NYCSA-SL deal with students and youths, we have also extended our advocacy tentacles down to children. We belief that the proper development of the children have a proportional effect on the youth.

In addition, NYCSA-SL has being deeply involved in programmes either as Guest Lecturer, Chairing Planning Committee or youth and student representatives thus furnishing the root of peace towards development.

NYCSA-SL is also committed and working towards peace and social awareness to young people of this generation being the future leaders of the country. The organization being a member of the Youth Alliance for Social Actions (YASA) was involved in the sensitization of fatal transactions in diamond matters with the theme: “Positive Social Transformation”.

5 AIMS AND OBJECTIVES

NYCSA-SL aims to serve as a youth and student advocacy group and at the same time to promote student participation in all spheres of lives as away for preparing them for the future.

The key aims and objectives of NYCSA-SL are as follows:

1. To advocate for the rights, responsibilities and welfare of students and youths. ` 2. To promote unity and networking of student and youth activities.

3. To promote students and youths participation in all spheres of lives as a way of preparing them for the future.

4. To create a forum in which student and youth advocates can come together and articulate their views and concerns, which in turn stake holders of student and youth affairs should act upon.

5. To serve as youth and student group.

6. To establish and maintain an effective communication network amongst students and youths so as to ensure integrated efforts toward National and Global development.

7. To create both national and international partnership with organizations/agencies that deals with student and youth issues.

8. To link with government departments and ministries in student and youth matters to boom national development.

9. To sensitized colleagues about the HIV/AIDS pandemic, other sexually transmitted infections and any issue that is of great importance in the National agenda.

6 PROGRAMME ACTIVITIES 2008

In line with its Mission Statement, the following programmes were undertaken by the organization in the year 2008

CONSULTATIVE MEETINGS

In 2008, a number of consultative meetings were held with stakeholders, partners, government, UN agencies and youth and student groups. The aim of the meetings was to strengthen and create partnership so as to ensure the success of the organization’s Programme Plan of Action. This was undertaken by the different members in their respective areas of operation.

NYCSA-SL STRATEGIC PLANNING MEETINGS

To ensure the effective functioning of the organization, NYCSA-SL in 2008 working in line with its mission statement had number of strategic planning meetings with its members across the country. The aim of the meetings was to know the strength, success, and weaknesses of the organization so as to share the concerns of students and youth issues in finding a way forward towards good governance, democracy transparency and accountability, and at the same time to strengthen the work of the organization. This was done in the organization’s different areas of operation.

YOUTH JUSTICE REPORT

The launching of the Youth Justice in Action report by the Young Men Christian Association and the Defense for Children International that brought together stakeholders, Civil Society Organizations, and youth groups on the 19th February 2008 is part of the Association’s campaign plan on Youth Justice in Action which forms a strong advocacy strategy to increase young people and the law enforcement officers’ awareness on juvenile justice issues.

The official launching was done by Mr. Kekula Bangura on behalf of the Attorney General and Minister of Justice, Hon. Serey Kamal and overview of the report was done by Mr. Mohamed Obi Sandy.

LAUNCHING OF THE PRESIDENT’S VISION ON ATTITUDINAL AND BEHAVIORAL CHANGE (ABC) CAMPAIGN, UNDP GoSL OPEN GOVERNMENT INITIATIVE AND KNOW YOUR LEADERS HANDBOOK

On the 26th April 2008, the NYCSA-SL represented by the National Coordinator Mr. Mohamed Kanneh participated in the Launching of the President’s Vision on Attitudinal and Behavioral Change (ABC) Campaign, United Nations Development Programme (UNDP) Government of Sierra Leone Open Government Initiative, and Know Your Leaders Handbook at the State House, Slater Terrace, State Avenue, Freetown.

7 The launching was chaired by Hon. Ibrahim Ben Kargbo, Minister of Information and Communication and co-chaired by Mr. George Coleridge Taylor, Chairman of the National Commission for Democracy.

The launching of Launching of Know Your Leaders Handbook was done by the Vice President of the Republic of Sierra Leone Hon. Sam Sumana.

Presentations were made by:

 Hon. Momoh Pujeh- Sierra Leone People’s Party Minority Leader of Parliament  Mr. Ansu Lansana- Secretary General of the People’s Movement for Democratic Change  Mr. Victor Backarie Foe- Secretary General of the All People’s Congress and  Hon. Dauda S. Kamara- Minister of Internal Affairs and Local Government.

The statements ranged from Religious Leaders, Civil Society, Ministers Wives Association, Head of Police, Women’s Forum, Head of Military, Labour Congress, National Youth Coalition, National Save Aid’s Secretariat, Sierra Leone Association of Journalists, National Commission for Democracy and the Sierra Leone Human Rights Commission.

The Launching of the Attitudinal and Behavioral Change (ABC) Campaign/UNDP Government of Sierra Leone Open Government Initiative was done by His Excellency the President of the Republic of Sierra Leone, Hon. Dr. Ernest Bai Koroma.

SEMINAR ON GLOBAL FOOD CRISIS

On the 26th June 2008, NYCSA-SL participated in a One Day National Seminar on Global Food Crisis organized by the Sierra Leone Alliance Against Hunger (SLAAH) at the Miatta Conference Hall, Youyi Building, Freetown.

The seminar which brought together stakeholders including government, UN Family, Civil Society Organizations, and Farmers in finding ways to tackle the current food crisis looked at the effects of soaring food prices that is increasing food and livelihood insecurity nation wide especially in poor households in Sierra Leone.

Overview of the seminar was done by the National Coordinator of SLAAH, Francis W. Webber and statements from Representatives of Food and Agricultural Organization, Action Aid Sierra Leone, and Community Voice of Hunger.

The seminar was climaxed with an interactive session by participants present.

8 NYCSA’s FOURTH ANNIVERSARY - (17th July 2008)

With support from the National Youth Coalition (NYC), the NYCSA-SL celebrated its fourth year of existence which brought together students and youth groups on the 17th July 2008.

The aim of the celebration was to orientate Stakeholders, Non Governmental Organizations, youth groups, and partners about the existence and work of the organization. This was done by members of organization in the respective areas of operation.

COMMEMORATION OF THE INTERNATIONAL DAY OF YOUTH (12th August 2008)

In complementing the efforts of the United Nations in international issues, the NYCSA- SL represented by the National Coordinator, Mr. Mohamed Kanneh served as Guest Speaker in the Youth Led event on the topic “The Role of Youth in a Drug-Free Society” organized by the Youth Partnership for Peace and Development (YPPD) and National Youth Coalition (NYC) on the national theme “Youth as Vanguard for Attitudinal and Behavioral Change (ABC) at the Atlantic Hall National Stadium, Freetown.

The commemoration seeks to provide a ‘Youth Voice’ that seeks to address the numerous challenges facing leaders awaiting by effectively using youth resourceful minds to influence the cause of inclusion policy formulation and development in a consistent and harmonized manner.

Other speakers included:

 Mr. Felix Koroma- President of the National Union of Sierra Leone Students  Mr. Charles Mambu- Chairman of the Coalition of Civil Societies and Human Rights Activists  Mr. Thomas Alieu- Director of the Educational Center for the Blind  Representative from the Special Court for Sierra Leone  Mr. Anthony Koroma- Director of Youth  Hon. Dr. Algassimu Jah- Deputy Minister of Education, Youth and Sports  Hon. Alfred Paulo Conteh- Minister of Defense.

KENEMA DISTRICT STUDENTS’ UNION CONVENTION

With support from the NYCSA-SL, the Kenema District Students’ Union (KENDSU) Convention was hosted at the Government Secondary School Kenema on the 25th August 2008.

The convention was well attended by students from various universities and colleges across the county who participated in the July- August Summer School for pupils at both the Government Secondary School and the Holy Trinity Secondary School campuses in Kenema.

9 The nature of delegates was strictly internal (descendants of the Kenema district) and a representation of forty (40) delegates.

 15 delegates from the Njala University  15 delegates from the University of Sierra Leone  5 delegates from the Milton Margai College of Education and Technology and  5 delegates from the Eastern Polytechnic

Observers were as well drawn from the above universities and colleges, stakeholders, and Civil Society Organizations in the Kenema District. This was on the next day followed by a debate and quiz competitions in which scholarship were awarded to students of excellence.

It is the hope of NYCSA-SL however to ensure the establishment and functioning of other district students’ union in the country.

NYCSA-SL 2008 SCHOLARSHIP AWARDS

In promoting academic excellence among students and youth in the country, NYCSA-SL in 2008 embarked on a small scale scholarship awards to students of excellence as a way of complementing their efforts towards education. The awardees included:

 Samuel Dauda of JSS III, Holy Trinity Secondary School  Ibrahim Kanteh of SSS III, Eastern Private School and  Dominic Bunduka of the Holy Trinity Secondary School as the 2006/07 Eastern Region Best WASSCE Candidate

INTERNATIONAL DAY OF PEACE – (21st September)

To complement the effort of the United Nations, the NYCSA-SL in 2008 participated in the commemoration of the United Nations’ International Day of Peace (21st September, 2008) organized by the UN Family and Civil Society Organizations at the Miatta Conference Hall, Freetown. The commemoration which aimed to spread the message of peace was climaxed by a procession which encompassed peace musical performance by the Sierra Leone Artists United for Peace.

REGIONAL TRAINING AND POLICY DIALOGUE ON ENTREPRENEURSHIP

From 5th – 9th October 2008, NYCSA being represented by the Deputy National Coordinator, Ms. Priscilla Vandy attended the Regional Training and Policy Dialogue on Entrepreneurship From Policy Engagement To Action held in Accra, Ghana.

The Youth enterprise Policy was aimed at helping to identify policy gap, discuss and brainstorm policy options, and suggest doable policy choices to governments, donors of the three selected countries. That is, Sierra Leone, Liberia and Ghana

10 Participants were drawn from various West African countries, members of the Ghanaian Youth Development Network (GYDN) and also the presence of the Special Representative to Ghana, Mr. Kofi Anna.

In her overview, the Project Coordinator, Mrs. Aku Xornam Kevi gave a brief synopsis of their initiative and introduced their members in the alliance. She lamented that the funds and sponsorship were from World Bank.

One of the key partners who facilitated the programme was the African Aurora Business Network (AABN) headed by Madam Maureen Erekua Odoi.

Other facilitators and their topics for the programme were:

 Mr. Aben- Policy and Advocacy Strategies for influencing Policy Makers  Hall Livingstone- Policy Influence Tools

A dialogue session was then organized by the GYDN, Partners, and stakeholders. Participants present were youths from Higher Learning Institutions, the media, Government Ministry Representative, World Bank and some Private Sector Entrepreneurs.

GCAP MONTH OF MOBILIZATION

In October 2008, NYCSA-SL being member of the Global Call to Action Against Poverty (GCAP)- Sierra Leone celebrated the Month of Mobilization campaign which brought together media practitioners, Civil Society Organizations, youth groups, stakeholders, and government officials.

The Month of Mobilization with the theme “Make Aid Work for the Poor” was climaxed on the 17th October 2008 with a match past from Up-Gun Turn Table for those in the eastern part of Freetown and from the National Stadium Car Park for those in the west end of Freetown to Victoria Park where stakeholders pledged their supports in making poverty a history.

VALIDATION OF THE NATIONAL YOUTH POLICY

On 30th October 2008, NYCSA-SL served as part of the validation National Youth Policy at the National Stadium Presidential Lounge, Freetown.

In her opening remark, the chairperson of the validation forum Madam Jannet Eno said she was delighted for the sentiment of her serving as the chairperson and therefore expressed that at the end of the validation young people should hope that the policy will be achievable, workable and implementable.

Overview of the validation was done by Mr. Eddie Massaquoi and statements were made by:  Mr. Ben Sam- Network Movement for Justice and Development  Mr. Ngolo Katta- Center for the Coordination of Youth Activities

11  Mr. Desmond Kanneh- Youth Partnership for Peace and Development  Mr. Andrew Lavali- ENCISS and  Mr. Al-sankoh Conteh- Youth Leader.

AFRICA YOUTH DAY CELEBRATION- (1st November 2008)

The Africa Youth Day Celebration on the theme “African Youth Promote African Positive Values” organized at the National Stadium President Lounge on the 1st November 2008 by the Ministry of Education Youth and Sports in collaboration with UNFPA and the Salone Youth and Adolescent Network on Population and Development (SaLYAN) was highly honoured by the NYCSA-SL.

The celebration was chaired by the Director of Youth, Mr. Anthony Koroma and overview of the Africa Youth Day Celebration was made by the National Coordinator of SaLYAN, Mr. Shekou Nuni.

Statements were made by:

 Mr. Donald Kalokoh- Executive Chairman of SaLYAN  Mr. Felix Koroma- President of the National Union of Sierra Leone Students  Hon. Alie Sankoh- Chairman of the Parliamentary Oversight Committee on Education Youth and Sports.  Mr. Herbert George Williams- Mayor of the Freetown City Council  Mr. Banabas Yisa- Resident Representative of UNFPA and  Mrs. Zainab Bangura- Minister of Foreign Affairs and International Cooperation

The keynote address and official launching of the Second Edition of the Africa Youth Initiative and Creativity Award was done by the Deputy Minister of Education Youth and Sports Hon. Algassimu Jah and closing remark by the Director of Youth, Mr. Anthony Koroma.

INTERNATIONAL DAYOF STUDENTS- (17th November 2008)

In collaboration with the National Union of Sierra Leone Students, the NYCSA-SL commemorated the International Day of Students on the 17th November 2008 which aimed to create Public Awareness by organizing a National Student Conference and match past to put in place strong and effective measures and programs on student issues.

The commemoration of the International Day of Students was a direct response, solidarity and remembrance of the Nazi atrocities in 1939. Most of NYCSA-SL members organized something special for this day in 2008, from student protest gatherings to holding discussions and workshops to simply spend the day making a lot of celebratory noise.

On this day in 1939, the Nazi troops stormed the student dormitories of Prague University. More than 1200 students were sent to concentration camps, 9 students’ representatives were executed on the spot, the university was shut down and the buildings were used by the German Occupation Forces.

The year 2008 commemoration started on the 14th November with a special Muslim prayer at the Central Mosque, Freetown, led by the Chief Imam Sheik Sillah which took students to the National Student Assembly on the 15th November 2008 where issues relevant to national development and the welfare of students and youth in the country were discussed.

On the 16th November 2008, the commemoration continued with a special Christian prayer led by Father Desmond Wilson at the St. Martins Church, Black Hall Road, Freetown.

The commemoration finally came to its climax on the 17th November 2008 with a procession from Up-Gun Turn Table for those in the eastern part of Freetown and from the Congo Cross Turn Table for those in the west end of Freetown to the National Stadium where statements were made by authorities involved.

NYCSA-SL will never forget the Nazi atrocities as similar scenario occurred in Sierra Leone were student and youths advocating for peace were killed on the 18th August 1997. It is however authoritative that the commemoration of this by the NYCSA-SL is a tradition and part of every year’s activity calendar.

MEETING WITH THE CHAIRMAN OF THE PARLIAMENTARY OVERSIGHT COMMITTEE ON YOUTH AND SPORTS

On the 20th November 2008, the NYCSA-SL and other key youth organizations met with the Chairman of the Parliamentary Oversight Committee on Youth and Sports at the Committee Room 1 of the Parliament.

The aim of the meeting was to get an overview on the current situation of Sierra Leonean youths and the need for them to be capacitated for developmental projects.

The chairman, Hon. Nuru Deen Sankoh Yilla briefed youth leaders about his appointment as the new Chairman of the Parliamentary Oversight Committee on Youth and Sports and called on youth leaders to frankly present the situation on the ground to see how they can step in to address the numerous problems that are affecting young people.

Statements were made by youth leaders representing their different institutions.

The critical issues raised were:

 Youth Policy Review  Youth Council  National Youth Commission  Office space for the District Youth Committee  Implementation and funding services available for youth development projects in Sierra Leone.

13 The action points were:

1. Call for the immediate review of the National Youth Policy with wider consultation with various youth organizations in the country

2. Enactment of the National Youth Policy

3. Government to establish the National Youth Council and provide the necessary support to function independently

4. Government to fast track the process of the National Youth Commission of Sierra Leone

5. National Youth Commission Act should be immediately enacted to give legitimacy to the function and operation of the commission

6. The Parliamentary Oversight Committee on Youth and Sports should play an integral role in the United Nations’ Peace Building Fund, the Youth Basket Fund, and the Mano River Multi-Stakeholder Programme for Productive and decent work for youth in the Mano River Union Countries.

GENERATION FOR PEACE CAMP 2008

From the 25th November to 5th December 2008, the NYCSA-SL represented by the Deputy National Coordinator Ms. Priscilla Vandy attended the Generation For Peace Camp organized by the Generation For Peace (GFP) in Amman, Jordan.

The 2008 Generation For Peace Camp in Amman, Jordan is a training workshop which main aim is to train youth leaders from different countries as coaches in different sports discipline such as football, volley ball, table tennis, basket ball, soft ball, athletics and also as Peace Pioneers using sports as a means/tools.

The programme workshop started on the 25th November 2008 with an opening dinner at the Jordan Youths’ Hotel followed by the workshop training session on the 26th November 2008 which ended on the 4th December 2008.

The Generation For Peace Camp trained participants on different topics such as Training of Trainers, advocacy, working with the children, Peace Building etc. The training also had sessions which trained participants on football, volley ball, table tennis, basket ball, soft ball and athletics. Each was facilitated by expertise from different countries.

On the 5th December 2008, the training came to an end with a closing dinner at the Radisson SAS Hotel, Amman where cultural display of the countries invited was done by participants from each of the countries in which certificates were awarded to all participants of the training.

14 WORLD AIDS DAY (1st December, 2007)

In joining the campaign against HIV/AIDS in the country and the world at large, NYCSA-SL and other organizations joined the National Aids Secretariat in the celebration of the World Aids Day on the 1st December 2008 at the Victoria Park, Freetown on the theme “Take the Lead, Take the Test”.

The celebration of the World AIDS Day which aimed at eradicating the HIV/AIDS pandemic in Sierra Leone and the world at large brought together Civil Society Organizations, youth groups, and stakeholders including the Minister of Defense, the Mayor of Freetown City Council and the Ambassador of America to Sierra Leone.

LAUNCHING OF THE LOCAL POLICE PARTNERSHIP BOARD

On the 6th December 2008, NYCSA-SL participated in the Launching of the Local Police Partnership Board (LPPB) at the Anne Walsh Memorial Secondary School Freetown. The LPPB having the youth council as auxiliary outfit is created to advocate and at the same time streamline designed community based programmes that will discourage if not remove the risks of criminality and violence among youth and then engaged them in developmental projects geared towards making them self reliant and thus useful to society.

Statements were made by community stakeholders and the keynote address and launching of the LPPB/certification by the Inspector General of Police, Mr. Brima Acha Kamara.

SOCIAL SESSION IN HONOUR OF NYC EIGHT ANNIVERSARY

On the 18th December 2008, the National Youth Coalition (NYC) organized a Social Session in honour of its Eight Years’ Anniversary at the National Stadium Swimming Pool on the theme “In Remembrance of Our Past Heroes” in which NYCSA-SL played key role.

The forum which was aimed at bringing 150 youth leaders from different youth organizations in youth development work in the country demonstrated youth unification. Independent Youth Forum, NYMCOS, JAZZ Union and UMPA played the leading role as well in the forum.
