January 8, 2014

The Kentucky Legislative Ethics Commission held its regularly scheduled meeting at 10:30 a.m. in Room 154, Capitol Annex, Frankfort, Ky.

Commissioners Present: Chairman George Troutman, Vice-Chair Pat Freibert, Deborah Jo Durr, Elmer George and Sen. Vernie McGaha.

Commissioners Absent: Judge Paul Gudgel, Bob Fulkerson and Norma Scott.

LEC Staff Present: Judge Anthony Wilhoit, Donnita Crittenden, James Curless, Connie Evans, Michael Malone and John Schaaf.

Guests: Representative Jeff Hoover, Attorney for Representative Steven Rudy, Representative Steven Rudy, Edward Flint, and Anna Whites, Attorney for Representative Greg Stumbo.

Chairman Troutman called the meeting to order. He said House Speaker Greg Stumbo had appointed Elmer George to fill the unexpired term of Judge David Barber. Judge Anthony Wilhoit administered the oath of office to Mr. George.

Chairman Troutman asked for approval of the minutes of the October 15, 2013 meeting. Ms. Freibert moved and Sen. McGaha seconded the motion to approve the minutes as written. All were in favor.

Chairman Troutman asked for a motion to go into executive session to discuss a pending complaint. Ms. Durr moved and Sen. McGaha seconded the motion. All were in favor.

Chairman Troutman asked for a motion to come out of executive session. Ms. Durr moved and Sen. McGaha seconded the motion. All were in favor.

Ms. Durr made a motion to dismiss complaint 13-LEC-O5, Sheila Blankenship v. Representative Steven Rudy, due to lack of probable cause of an ethics violation. Sen. McGaha seconded the motion. All were in favor. PAGE TWO MINUTES JANUARY 08, 2014

Chairman Troutman asked for a motion to go into executive session to discuss a pending complaint. Ms. Freibert moved and Ms. Durr seconded the motion. All were in favor.

Chairman Troutman asked for a motion to come out of executive session. Ms. Durr moved and Sen. McGaha seconded the motion. All were in favor.

Mr. George made a motion to dismiss complaint 13-LEC-06, Edward Flint v. Representative Greg Stumbo. Ms. Durr seconded the motion. All were in favor.

Ms. Durr made a motion to adjourn and Sen. McGaha seconded the motion. All were in favor. The next meeting is scheduled for February 25, 2014.
