POLICY:

NVMI vehicles will be maintained in safe working condition and will be driven by safe, courteous drivers. Only personnel who have completed a defensive driving course, presented evidence of a good driving record, and who have been trained in this SOP will be permitted to drive NVMI vehicles.

PROCEDURES:

A. Only NVMI employees will be allowed to drive NVMI vehicles. Exceptions to this policy require the written permission of the Director of Operations or Superintendent. B. Drivers must complete a defensive driving course found here: http://www.dgs.ca.gov/orim/Programs/DDTOnlineTraining.aspx. The course must have been completed within the last two calendar years and a copy of the current completion certificate must be on file with the Director of Operations. C. Drivers must also turn in a copy of their DMV Driving Record (available for $1 from dmv.ca.gov) to the Director of Operations in order to drive. Certificates must be presented when drivers initially apply for authorization to drive NVMI vehicles and must resubmit current copies of their DMV printout every four years. D. Drivers must have personal insurance and present copies of their personal coverage certificate upon initial application to drive NVMI vehicles. E. Drivers must present a copy of the current, valid driver license to the Director of Operations. F. Generally, no drivers younger than 25 years of age will be permitted to drive NVMI vehicles. Exceptions to this policy may be made by the Director of Operations or Superintendent to meet operational requirements. G. A listing of currently authorized NVMI vehicle drivers will be maintained by the Director of Operations. H. The vehicle log found at page 4 to this SOP must be completed for each trip taken in a school vehicle. I. Applicants for NVMI driving privileges will be denied for any of the following causes: a. Been convicted of a felony b. Been convicted of sale, handling, or use of drugs c. Has automobile insurance canceled, declined, or not renewed by a company d. Been convicted of an alcohol or drug-related offense while driving e. Had driver license suspended or revoked f. Been convicted of three or more speeding violations or one or more other serious violations g. Been involved in three or more chargeable accidents GENERAL VEHICLE POLICIES:

A. The following policies will be adhered to while driving NVMI vehicles: a. NVMI vehicles shall in no case exceed the posted speed limit or drive faster than conditions deem safe. b. No NVMI driver shall operate a cell phone or other personal electronic device while the vehicle is in motion, except to call 9-1-1 in an emergency. c. When backing up an NVMI vehicle, a guide person should be used (who stands outside the vehicle to direct the driver) whenever possible to avoid backing into persons or property. d. Vehicles shall be left clean and free from trash after each use. e. Food consumed in the vehicles must be consumed carefully so as to avoid spillage and damaging upholstery or the vehicle interior. f. Vehicles should be filled with gasoline as soon as possible after reaching below the ¼ tank fuel mark. g. All passengers must wear their seat belts at all times when the vehicle is in motion. There are no exceptions to this policy. This includes people who may be sleeping in the vehicle if the vehicle is in motion. h. NVMI vehicles may not be driven into Mexico. They may not be used for the business activities of other companies. i. Only NVMI students, staff, and parents are allowed in NVMI vehicles, except in an emergency. j. Report any accident immediately to the police, your immediate supervisor, the Director of Operations and the Superintendent. Call the police on all accidents and obtain information about how to get a police report copy. Do not admit negligence or liability, Do not attempt settlement, regardless of how minor. Get the name, address, and phone number of injured persons and witnesses if possible. Exchange vehicle identification, insurance company name and policy numbers with the other driver(s). Take a photograph of the accident scene if possible. Complete the accident report in the vehicle and turn over all of the above information to the Director of Operations within 24 hours. k. In the event of a theft of an NVMI vehicle notify the police and Director of Operations and Superintendent. l. Vehicles should not be operated with any defect that would inhibit safe operation during current and foreseeable weather and lighting conditions. m. Preventive maintenance such as, but not limited to oil changes, lubrication, tire pressure, tire replacement, brake pad and rotor replacement and fluid checks must take place at least every 5000 miles and whenever you have reason to believe they are necessary. n. Personal trailers are not to be pulled by NVMI vehicles. o. Possession, transportation, or consumption of alcohol or illegal drugs by anyone in the vehicle is not allowed. p. Fines for parking or moving violations, towing storage or impoundment are the personal responsibility of the assigned operator. NVMI does not condone nor excuse ignorance of motor vehicle violations that result in court summons being directed to NVMI as owner of the vehicle.

B. Drivers are responsible for: a. Operation of the vehicle in a safe manner consistent with reasonable practices that avoid abuse, theft, neglect or disrespect of the equipment b. Obey all traffic laws c. The use of seat belts and shoulder harnesses for driver and all passengers d. Adhering to manufacturer’s recommendations regarding service, maintenance, and inspection. Vehicles should not be operated with any defect that would prevent safe operation. e. Attention to and practice of safe driving techniques and adherence to current safety requirements. f. Restricting the use of vehicles to the authorized driver. g. Reporting the occurrence of moving violations. h. Accurate, comprehensive and timely reporting of all accidents by an authorized driver and thefts of an NVMI vehicle. Failure to comply with the above will result in disciplinary action, upto and including termination of employment.

PREVENTABLE COLLISION – A preventable collision is a collision in a company vehicle that results in property damage and/or personal injury in which the driver failed to exercise every reasonable precaution to prevent the accident. Safety guidelines to prevent collisions:

1. Do not follow too close 2. Do not drive too fast for conditions 3. Do not fail to observe clearances 4. Do not fail to obey signs 5. Do not make improper turns 6. Do not fail to observe signals from other drivers 7. Do not fail to reduce speed 8. Do not park improperly 9. Do not fail to yield 10. Do not back up improperly 11. Do not fail to obey traffics signals or directions 12. Do not exceed the posted speed limit 13. Do not drive while intoxicated or under the influence

A signed copy of this SOP is required to be on file for all NVMI drivers.
