TITLE: Data Administration Analyst CLASSIFICATION: INFORMATION SYSTEMS 24

CONTEXT The DataBC program provides government wide leadership and technical expertise to establish, develop, implement, maintain, and promote the Open Data initiative, the Enterprise Spatial Data Infrastructure and Data Administration strategies. This requires coordination of data administration activities for both enterprise and open data performed by branch data managers, administrators and architects across all sectors. The Data Architecture Services section ensures that data architectures of individual systems are designed to efficiently support government business processes. It manages Open and Enterprise data models to minimize redundancy and maximize sharing of government information sources. This section is also responsible for developing Open and Enterprise data strategies to improve information sharing, reduce costs and leverage corporate information resources through efficient and effective management, integration and access to a wide variety information sources.

JOB OVERVIEW  Provides a wide range of services to the Ministry in the analysis, management, QA and publication of Open and Enterprise data in an integrated data warehouse infrastructure.  Provides Data Management support in the form of maintenance of Data Management and Data Presentation standards, review of data models and maintenance of enterprise meta-content.  Provides expert technical operational and client support in support of the DataBC Catalogue, and data transformation and hosting. This position reports to the Team Lead, Data Architecture Services. The position maintains strong links with  Sector and Ministry clients and Business Analysts – with respect to data publication of Open and Enterprise Data holdings, recommend established data presentation principles, provide QA role for data presentation; facilitate compliance with Government Open Data and Open Information Policy and resolution of IPP issues.

Career Group: IM/IT Job Family: IT Job Stream: Database Administration Role: Professional o develop data manipulation, conversion and replication scripts for data transformation and data load tools o load Government Enterprise and Open data into the master DataBC Warehouse o provide quality assurance for published data and acceptance testing for warehouse design, development and implementation o design and maintain contributed meta-content ensuring the data is consistent with the corporate data model, accurately reflects the Ministry's business as validated by business staff and meets the DataBC standards for meta-content o provide support in the documentation of enterprise Data Warehouse standards, procedures and practices o monitor Open and Enterprise data delivery systems to ensure continuous delivery of accurate, current and conforming digital data; detect and resolve service disruptions by coordinated corrective action o recommend DataBC Warehouse process improvement  Provides Open Data Management Support Services o identify Open Data sources and ensure consistency with government policies and standards o identify opportunities to reduce data inconsistencies, duplication and redundancy o acquire, transform, quality assure, integrate, and distribute Open Data o use methods such as data analysis and process modelling to ensure the integrity, conformity and continuity of shared data o support development, documentation and maintenance of standards, procedures and policies o promote a corporate approach to Open Data management between government sectors and amongst agencies, contractors and the private sector o assist in developing and maintaining data and element naming standards and procedures  Provides support to Branch Security Services o contributes recommendations on security policies and procedures o manages DataBC Security Service for policy store enabled applications o validates database object security o consults with DataBC clients to ensure metadata security settings align with policy enabled applications  Provides support to Program data managers and database administrators using the DataBC Warehouse

EDUCATION/EXPERIENCE  A degree or technical diploma in Computer Science or the equivalent combination of education, training and experience  At least three years’ experience as a data resource management professional with experience and formal training in data management theory, principles and practices; data conversion processes; data analysis; information engineering principles; relational database theory; project management and developing standards documents

KNOWLEDGE/SKILLS/ABILITIES  Knowledge of relational database systems, Structured Query Language and data management principles, structured analysis and design, and documentation of business requirements.  Expertise with the following technologies would be an asset: Oracle, Feature Manipulation Engine (FME), Python
