ONS, along with other government departments, adopts the Civil Service Competency Framework (CSCF) that outlines the core skills and behaviours expected of Civil Servants at all levels. The competency framework is used for recruitment, performance management and development discussions. Further information can be found in the link below: https://www.gov.uk/government/publications/civil-service-competency-framework

Furthermore, in carrying out their roles, all professional analysts should always uphold the Civil Service Code.

In ONS there are four main ‘analytical’ professions: Government Statistical Group (GSG), Government Social Research Service (GSR), Government Operational Research Service (GORs), and Government Economic Service (GES). In addition to the CSCF, our professional analysts are expected to work towards the competencies set out in at least one of the professional competency frameworks. Further information on the professional competency frameworks is given below:

The Government Statistician Group (GSG) is a professional community for Civil Servants who are recognised members of the statistics profession. The GSG Competency Framework sets out what members of the statistical profession are expected to achieve in addition to the CSCF. It can be used in performance management discussions, objective setting at the start of each performance year, or when moving posts. Further information, including a user guide, can be found within the link below: https://gss.civilservice.gov.uk/learning-and-development/statistician-competency-framework-2/

The Government Social Research Service (GSR) Competency Framework defines the professional competency for members of the Social Research profession within government. Together, the Civil Service and GSR competencies are the core standards for anyone working in GSR and are relevant to all members. The competency framework can be used for recruiting, promoting, appraising and developing GSR members. The Government Operational Research Service (GORs) Competency Framework defines the professional competencies for members of the Operational Research profession within government. The Government Economics Service (GES) Competency Framework defines the professional competencies for members of the Economics profession within government, and how these apply at each grade.
