Statement of Work (SOW)

Date of Request: June 7, 2016 Course Date(s): Between August 1, 2016 and June 30, 2017 Course Title: Variety To: Training Location(s): Various locations around the Commonwealth of PA Course Hours: 6 hour instructor led trainings Course Requirements ALL CLASSES WILL BE SCHEDULED BETWEEN AUGUST 1, 2016 AND JUNE 30, 2017

“Drugs and the Sub-Culture Competency”

This training should increase the participant’s awareness of the drug subculture. Participants should learn both the various routes of substance ingestion and further their understanding of drug paraphernalia through seeing the actual things. This training should also include information to help the participant understand the client and his/her behavior thus increasing their ability to establish a therapeutic relationship. (One-day class)

This class will be offered 5 times for our Basic Training Academy, during the time period listed above. Each training will be conducted in the Harrisburg, or Elizabethtown area.

“Heroin”

The purpose of this one day training is to increase state and county probation and parole officer’s awareness of the drug Heroin. Participants will learn both the various routes of Heroin ingestion and the effects of the drug and the drugs subculture. There shall be discussions on the beliefs and behaviors of various Heroin abusers, as well as signs and symptoms of abuse. By increasing the participants’ awareness of Heroin and its effects, it will help increase their skills in understanding the offender and his/her behavior and thus increasing the participant’s ability to more effectively supervise the offender. (One day – 6 hour class)

This class will be offered (3) three times during the time period listed above. One (1) time within 50 miles of the following locations; Greensburg, Philadelphia, and Wilkes-Barre.

“Male Issues and Violence”

This class may be expanded to two days to allow sufficient time to cover the subject. This training should include the issues that influence and/or propels males to a destructive way of living using drugs, alcohol, violence and crime. Provide the cultural, sociological message that may influence a male’s life in a negative way. What traumatic life experiences influence a male’s development and how the traditional male and female roles relate to male issues? (One day – 6 hour class)

This class will be offered (3) three times during the time period listed above. One(1) time within 50 miles of the following locations; Greensburg, Harrisburg, and Philadelphia.

“The Rule of Fourteen”

This training should increase the participants awareness of how early life experiences can mold and produce faulty decision making in adolescence and beyond. The class should emphasize how certain behaviors at or below the age of fourteen can lead to dysfunctional personality characteristics. The training should emphasize early sexual activity, substance abuse, and delinquent behavior. The hypothesis is given these experiences places a person a risk for later anti-social behaviors gender not being exclusive. (One day – 6 hour class)

This class will be offered (3) three times during the time period listed above. One(1) time within 50 miles of the following locations; Clarks Summit, Harrisburg, and Philadelphia.

“Understand Drug and Alcohol Relapse”

People who are in the process of entering early recovery (choosing to stay drug free and make safe decisions) require continued awareness of the developmental tasks of recovery or change, in order to maintain their stability and continue the process of change. The helping professional is in an ideal position to teach or support the process of change or help a person identify when he/she may be entertaining risky behavior. This training should help increase both a professional’s theoretical knowledge of the process of relapse and increase their clinical skills. (One day – 6 hour class)

This class will be offered (3) three times during the time period listed above. One(1) time within 50 miles of the following locations; Greensburg, Harrisburg, and Philadelphia.

Supplier Experience and Qualifications 1. The courses should be presented by the actual developer(s) of the course. 2. Must be able to conduct all requested courses. 2. Experience conducting classes for law enforcement. 3. Experience working in the field of subject matter. 4. Experience providing course to members of the private sector within the Commonwealth 5. Experience providing similar classes at college/university levels. 6. Instructor(s) should have at least 15 years’ experience conducting trainings.

NOTE: Vendor or vendor employees must be able to provide all listed trainings, at all listed locations. Award will be made to one ITQ vendor, who can meet the requested experience and qualifications To conduct all listed trainings in this bid.

Supplier Responsibility

1. The PA Board of Probation and Parole reserves the right to broadcast this training, utilizing various distance learning technologies as it deems necessary.

2. Vendor will be responsible for the cost of all handout material, audio/visual equipment, training equipment, travel, meals, lodging, etc. 3. Each facility arranged by the Board will include a projection screen, dry erase board/markers, or a easel pad holder and paper, at no cost to the vendor. 4. The Board will not be financially responsible for any break snacks, food, or drinks during this training. The Board will not supply any break snacks, food or drinks during this training. 5. Vendors shall provide PBPP with the completed, Contractor Prior Experience Submittal, (Attachment – A-1), the Cost Matrix, (Attachment B), all available dates to conduct this training, when returning the suppliers quote form. 5. The following materials should be included with your quote/bid pricing: a. Handouts, books, or participants manuals b. Training material and aids c. Audio visual equipment to conduct the training.
