MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL APRIL 15, 2013

The regular meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Mosher with the following council members present: Robert Thompson, Kelly Klein, Dave Dunrud and Steve Anderson. Absent: None. Also present was Rose Aune, Don Struud from Hawkins Chemical, Gary Kiesow, Brad Monson, Jeff Lund, Wayne Thomas & Dan Harris.

PUMPS Dan Struud from Hawkins Chemical looked over our pumps and recommended some changes. They provide the chemicals & service the pumps. Because of the hardness, the high level of iron, and very low manganese in the water he suggests a polyphosphate feeding system. It will be ok for the lagoon. What will be needed for feeding this product will be a metering pump and storage tank. Pump price $375 & tank price $210.

Dunrud & Dan discussed updating the fluoride feed system. Both of the current metering pumps are over 24 years old. Dan’s recommendation here is to upgrade one metering pump, and use the current 15 gallon storage tank to feed straight fluoride and no dilution. We would use one of the old metering pumps to feed the physical break tank, and use the new metering pump to feed into the system. The pump price is $375.

Dan also recommended using Clearitas, which will also help clean up the water and the infrastructure in the distribution system. At a feed rate of 2 gallons of Clearitas to 1 million gallons of water produced we would see Biofilm reduced/eliminated, lower chlorine demand, and consistent chlorine residuals though out the community. The city would only need one metering pump for this application. Pump price is $375.

Klein made a motion, seconded by Dunrud, to upgrade the pumps. Motion carried unanimously. Dan will be able to set it up in about 2 weeks.

Until the chlorine is figured out, there should be tests done weekly in different spots around town.

MARBEL HOMES Gary, Brad, Jeff, & Wayne were present to discuss possibly having the taxes that are owed to the city for 2009- 2013 forgiven for MarBel Homes. Chad from DW Jones is going to meet with the board, Scott Peters, & Galen Clow on April 24th to go over other options to keep the apartments running.

Thompson made a motion, seconded by Anderson, to forgive the city’s share of the taxes, retaining the specials, with approval from the city attorney. Motion was carried unanimously.

MONTHLY BILLS Thompson made a motion, seconded by Mosher, to approve payment of all bills presented on the claims list. Motion was carried unanimously.

FLOOD PUMPS There is nothing new to report at this time.

COMMUNITY CENTER LEASE AGREEMENT & EXPENSES There was nothing new to report at this time.

SOFTBALL FIELD Rose talked to Jay and he wanted the word Loving added to it, for In Loving Memory. Courtney Salo said that could be added. They still didn’t give the size that they want. Jay was going to get back on what the family decides.

COMMUNITY PARTNERSHIP There was nothing new to report at this time.

RETRO-REFLECTIVITY POLICY At the Safety & Loss Meeting it was brought up that the Policy doesn’t need to be done until June 13, 2014, and the 2015 & 2018 compliance dates have been eliminated. We just need to make sure that any signs being replaced are the new required signs.

FLOOD PLAIN MAPS There is nothing new to report at this time.

KEITH ANDERSON LOT There is nothing new at this time.

GRYGLA SEED LOTS & SURVEYING LOTS When they do some work in Roseau they will stop by and put pins in to reduce the cost of travel time.

DUMPSTER CAMERAS The camera by the dumpsters has not been installed yet. Dave is waiting for weather to get nice before installing.

SAFE ROUTES TO SCHOOL We should hear back from Karvakko Engineering if we received the grant for the Safe Routes to School by May 1st.

PERSONNEL POLICY Thompson made a motion, seconded by Anderson, to do the second approval of the addition to the FML and changing the full time hours to 35-40 and part time 34 and under to the Personnel Policy. Motion was carried unanimously.

CARTER’S RESIGNATION Carter turned in a letter of resignation on April 1st. Thompson made a motion, seconded by Klein, to accept Carter’s letter of resignation. Anderson & Mosher agreed with motion, Dunrud abstained, motion was carried.

JOB DESCRIPTION Anderson made a motion, seconded by Dunrud, to accept the Water/Wastewater/Maint Supervisor Job Description. Motion was carried unanimously.

HAZARD MITIGATION ASSISTANCE PROGRAM Klein made a motion, seconded by Anderson, to accept the Hazard Mitigation Assistance Program for the City to participate in the multi-jurisdictional Marshall County All-Hazard Mitigation Plan. Motion was carried unanimously.

CLERKS’ CONFERENCE UPDATE There was a speaker on the Active Shooter that was very interesting. We only got to listen to him for 2 ½ hours. There was such an interest in hearing more from him on this that they are holding a training on how to respond April 30th from 8-4 at the Kelly Inn in St Cloud. They wanted us to contact our schools to see if their school surveillance is connected to the police stations so they can pull that up from their squad cars. Galen wasn’t sure if our school was set up that way. Dunrud is interested in going, but would like something closer.

SAFETY & LOSS MEETING UPDATE We need to get work contracts from Holthusen’s or whoever does work for us. There are samples on the League site.

Make sure all of our firemen have their Hepetis B shots.

MN POWER MEETING There is a MN Power meeting at the Community Center on Thurs, April 18 from 11-1. This is a meeting to gather input on route alternatives for Great Northern Transmission Line Project. Mosher is planning on going.

AIRPORT SYMPOSIUM Rose will be gone April 17-19th for the Airport Symposium in Alexandria.

GOPHER STATE ONE-CALL MEETING There is a Gopher State One-Call meeting at Springsteel Resort in Warroad on April 18th or Eagles in TRF on April 24th. No council members will be going.

RABIES CLINIC The Rabies Clinic will be May 9th, from 5:30-7:30 PM at the City Shop. Kelly & Richard will try helping with that.

NW MN TOWARD ZERO DEATHS NW MN Toward Zero Deaths workshop in Bemidji, June 6th. No council members going.

FIRE DEPT PURCHASE Klein made a motion, seconded by Anderson, to purchase extrication equipment from Great Plains Fire Equipment for $28,000 from the Fire Dept fund. Motion was carried unanimously.

EXTRA MEETINGS Build Grygla meeting: Thompson & Mosher, MarBel meeting: Mosher, & Job Description mtg Thompson & Anderson

POLICY MEETING April 29th at 5:00 pm to look over applications and pick top 5 applicants to interview.

BOARD OF APPEALS Board of Appeals meeting set for May 13th at 6 PM.

ADJOURN MEETING Motion made by Anderson, seconded by Klein, to adjourn the meeting, carried unanimously.

The special meeting of the City Council was scheduled to be held at the Grygla Civic Building at 7:00 pm. The meeting was called to order, at 7:00 p.m. by Mayor Mosher with the following council members present: Robert Thompson, Kelly Klein, Dave Dunrud and Steve Anderson. Absent: None. Also present was Rose Aune.

MAINTENANCE MAN HIRING Thompson, Anderson, and Rose interviewed Rocky Hagen, Rodney Hagen, Bill Neuschwander, Mike Korkowski, & Lowell Engen. They asked each person the same questions and gave them points for each.

Thompson made a motion, seconded by Dunrud, to offer the position to Mike Korkowski for $17.50/hr plus benefits. If Mike doesn’t accept, offer to Lowell Engen at same rate. We need an answer from Mike by noon on May 8th and up to May 10th for Lowell. Motion was carried unanimously.

FD RANGER PURCHASE Anderson made a motion, seconded by Klein, to allow the Fire Department to purchase a 2013 Ranger 800 (6x6) for $4,200 to boot after trading 2008 Ranger 700. Motion was carried unanimously.

WATER SALESMAN Water Salesman needs repair. Mosher was supposed to look for more parts but didn’t come across any.

CLEANUP AROUND TOWN Rose is to contact Jamie Lunsetter to see if we can get kids to help clean around town before graduation.

Rose is waiting for a call back from the one that’s going to do the street sweeping to figure out which day they are going to be here.

MEETING ARTICLE IN PAPER Rose is to contact Richards Publishing about Dan’s article and make corrections. Dan made it sound like it was city owned rental units that were delinquent on taxes, when it’s the city that is owed the money instead.

SINK HOLE There is a sink hole behind the post office in the alley. We need to talk to Holthusen Construction about digging up the manhole to see where the dirt might be going.

MOSQUITO SPRAYER The mosquito sprayer needs to be taken to Roseau to get calibrated on May 20th. Dunrud might be able to take it there when he goes to work.

FLUSHING HYDRANTS & DISCHARGING POND As soon as we get someone hired we need to get the hydrants flushed and start working on discharging the pond.
