REPORT TITLE: Funding for the Essex Primary Headteachers Association

1. Purpose of report

1.1 To seek approval of Schools Forum to top-slice £320 per primary school in 2016/17 to fund the Essex Primary Headteachers Association (EPHA).

2. Recommendations

2.1 To agree to top-slice £320 per primary school, a total of £145,280 in 2016/17 to fund EPHA.

3. Relevance to Strategic Plans

3.1 Funding for the headteacher associations supports the authority to achieve the corporate outcomes that children in Essex get the best start in life and people have aspirations and achieve their ambitions through education, training and lifelong learning. It is the most efficient and effective way of liaising with the head teachers of over 500 schools, including academy schools.

4. Background

4.1 The Authority currently top-slices funding for headteacher associations and in February 2015 Schools Forum agreed the following allocations:

Essex Governors Association £10,250 Essex Primary Headteachers Association £55,000 Essex Special Schools Headteachers Association £55,000 Association of Secondary Headteachers in Essex £80,000

4.2 In addition to the funding provided by the Authority, each primary school pays an additional subscription of £120 which for EPHA and individual schools adds a time-consuming and unnecessary administrative burden.

4.3 It has been agreed with primary headteachers in meetings in June 2015 to top-slice £320 per primary school which the Authority will fund to EPHA. Minutes of the meeting noting the decision are available at http://new.essexprimaryheads.co.uk/meetings/termly-area 1 5. Financial Implications

5.1 The total income for EPHA will be £145,280, which is an additional £90,260 to be top-sliced in 2016/17.
