LITTLE THURLOW PARISH COUNCIL

Minutes of Meeting held on 19th September 2017 (unapproved)

Those in attendance: C. Field (Chair), G. Patient, W. Griffiths, C. Lowe, J. Hale, one member of the Public and the Clerk.

1. Apologies for Absence were received from A. Dickson.

2. Declarations of Interest – J. Hale to item 10.

3. The Minutes of Meeting held on 18th July 2017, having been previously circulated, were approved.

4. Public Forum – the Clerk agreed to ask the landowner to trim a hedge which was overhanging the footpath beside the cemetery.

5. Reports:

 CC Evans had sent a written report which was read out and from which it was noted that Suffolk County Council cabinet voted to launch a consultation on revising the criteria for free school transport. This has been put on hold because of a call in to the scrutiny committee, which will be heard on September 28.

 BC Midwood’s written report reminded Parish Councils to apply for funding for various community projects.

 Clerks’ Information & Networking Day included a briefing on the new audit arrangements for Smaller Authorities which will be applicable from the year starting 1st April 2017 and the General Data Protection Regulation (GDPR) which will come into force on 25th May 2018. W. Griffiths and the Clerk will attend a seminar on GDPR at SALC on 5th October 2017.

6. Progress Report:

o WiFi at the Village Hall - still awaited. o Rights of Way sign at The Drift - has been repaired. o Loose rail on footbridge on Pound Green - has been repaired. o Monitoring of traffic on Broad Road – results awaited. o Condition of footpath from The Green to Lt Bradley - to be chased. o Cutting of footpath between Larkspur and The Firs – to be chased. o Installation of Defibrillator at Village Hall – hopeful installation during week commencing 9th October.

7. General Standing Orders – these were reviewed and changes to the timings of meetings were agreed and noted.

8. Asset Register – it was agreed that a comprehensive Register should be set up, as recommended in the Internal Auditor’s Report. 9. Finance:

1. Declaration of Compliance with the Pensions Regulator was noted. 2. Financial Statement - a balance of £9873.00 (one outstanding cheques had cleared). 3. Annual Insurance for 2017/2018 – it was agreed that a quote of £168.00 from Came & Company should be accepted. 4. Cheque No. 713 for £500 to E of E Ambulance Service towards cost of CPad was retrospectively approved. 5. Cheque No. 714 for £512 to M. Hawkins for second quarter salary was approved. 6. “ No. 715 for £500 to Thurlow Sports Club for contribution towards fencing project was approved. 7. Cheque No. 716 for £500.63 to Highfield for balance of cost of hire of marquee for Thurlow Fayre was approved. 8. Cheque No. 717 for £35.19 to STP for stationery was noted. 9. Annual Return and Certificate from External Auditor for year ended 31st March 2017 was approved and accepted.

10.Planning Applications:

o DC/17/1420/HH – two storey side and rear extensions 5 Broad Road – approved o DC/17/1778/TCA – fell one Ash tree 115 The Limes – no objections

11.Correspondence: Meeting with Chief Inspector Danny Cooper – noted; Suffolk.Cloud website – noted.

12.Date of next meeting – 17th October 2017 (Apologies noted from W. Griffiths).
