MINIMUM QUALIFICATIONS: Knowledge, Skills and Abilities Level I requirements at this level include knowledge of current economic & social problems; of human relations; of community & social service providers; of the principles of interviewing; of social assistance requirements; of veterans preference requirements; & of applicable laws, rules & policies. Ability is required to deal effectively & courteously with people; & to exercise good judgment in evaluating eligibility requirements: Level II requirements at this level include knowledge of one-stop work force initiatives. Ability is required to exercise good management in evaluating case management situations; to make decisions; & to present ideas & facts effectively & accurately: Level III requirements at this level include knowledge of the U.S. Department of Labor one-stop workforce initiative as it pertains to the collaboration of numerous partners providing employment supportive core services to enhance Oklahoma’s workforce; of laws & regulations of public employment service, unemployment compensation, job training, & social services programs. Ability is required to interpret state & federal laws & regulations pertaining to veterans programs, social services, & employment & training activities; & to understand economic trends, social service programs, & psychology, & to anticipate, identify & resolve problems. Education and Experience Level I Requirements at this level require three years of experience in employment services, career or vocational guidance & counseling, personnel, recruitment, training, customer services or social services related work; or an equivalent combination of education & experience substituting thirty semester hours from an accredited college or university for each year of the required work experience; Level II requirements at this level include those identified in Level I plus one additional year of qualifying experience; Level III requirements at this level consist of those identified in Level II plus one additional year of qualifying experience. JOB TITLE: Workforce Services Specialist III, W10C SUPERVISORY POSITION: No (possible under-fill)

Factors to be considered will include performance tasks as well as additional criteria if any. Critical factors shall be rated based on a review of the application package, personnel file, and the interview equally. The following factors will be considered by the interview panel and/or supervisor:

CRITICAL/ESSENTIAL PERFORMANCE TASKS WEIGHT OF TASK Takes, writes, & oversees job orders. Responsible for processing job orders from employers. Ensuring job descriptions are concise, wording is easily understood & all required information is obtained from employer. Job orders are to be entered 30% following guidelines set forth in the Back to Basics Guide.

* Approximate percent of time spent = 30% Assist applicants with registration process. Answers questions as needed. Performs pre-assessments & uses other tools to help develop a Basic Employment Plan for each 30% applicant. Assists clients in the job seeking process by using Service Link & other on- line job information systems to aid in career search. Assist in resume building, use of self-assessment tools & other software programs available.

* Approximate percent of time spent = 30% Act as liaison between employer & job seeker by the recruitment & screening process. Provide staff assisted referrals to customers; ensuring only qualified applicants are 30% referred to employers. View applicant records & resumes, initiate veteran & non- veteran computer search lists of assigned job order upon receipt of job order to insure qualified veterans are contacted for priority referral.

* Approximate percent of time spent = 30% Provide backup for resource room/recieption functions, Welcoming Unit functions and for Skills Development Unit functions as needed. 10%
