MINUTES OF AN ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 11 JANUARY 2017 AT THE VILLAGE HALL, WELLS ROAD, CHILCOMPTON

1. Present: Cllrs. Pike (Chairman), Aldridge, Duggan, Foster, Gill, Mattick, Morgan, and Travis. MDCllr John Carter. SCCllr Siggs.

Apologies: Cllrs Pickford, Rideout and Thwaites. MDCllr Rachel Carter. PCSO Housley.

2. Public Participation (open to anyone, whatever their age): None.

3. Minutes of the Previous Ordinary Meeting: The minutes were agreed as a true record and signed accordingly.

4. SCCllr Harvey Siggs: Said the speed subcom should send their wish-list to him and he would see what he could do, though a 20mph speed limit would be a challenge. Declared that he would not be standing at the next election. MDCllr Carter said he would contact SWP about the refuse trucks coming in school hours.

5. Ongoing & Matters Arising:

a) Affordable housing in Parsonage Lane: Now going through.

b) Traffic Safety at Lynch Hill: It had been reported that the pavement scheme is now to go ahead. Timescale – expected end of the year.

c) Police Report: In a written report PCSO Sheila Thompson said: 4/12 Loose cow on Wells Road. 8/12 Theft at Broadway Garage. 22/12 Abandoned 999 call, child playing with phone. 23/12 Road related incident, dog running loose. 23/12 Minor RTC, no injury.

d) Station Mead Play Area: Valuation on the three green spaces has now taken place but the PC does not know the conclusion. Clerk reported that A. Rankine is to go ahead on a report on the tree at Carter’s Way, re cost of maintenance etc, but he is away for a month.

e) Wells Road sign: Awaiting response from enforcement officer.

f) Taylor Wimpey: Re 106 play area. The procedure for acquiring the funds has been outlined by MDC and a copy of the 106 has been sent. Old Rec subcom to draw up a summary of how the money would be spent. Ongoing.

g) Somer Lea: Cllr Rideout had said that it would need to be reseeded in the spring.

h) Frys Well: Cllr Foster had reported that there are several kerb stones now damaged and the gulley is blocked with leaves. Clerk said that Highways are now looking for an alternative solution.

i) Parsonage Lane: Improving CL5/7C Greenditch Lane to Broadway. Cllr Mattick reported that he had contacted Frank Rakes and that he will now go ahead and get three quotes for the work.

j) Coop Noticeboard: Clerk to write accepting the quote for the installation of a new board on the basis that it is the right size.

k) Greenways bollards: Clerk said that he had reported the change of view of residents but the bollards may be removed anyway. MDC to consult residents through Village Agent.

l) Somerset Community Justice Partnership: A representative will speak on 25/1/17.

m) New Coop: Clerk reported that he had written about the complaints.

n) Phone boxes: The PC agreed to adopt the phone box at Bennel as well as the one on The Street. The clerk reported that he had tried to contact the BT Adopt team but they were too busy. Clerk to chase.

o) St Aldhelms: Cllr Pike reported that he, Cllr Pickford and the clerk had attended a meeting with Ian Munday at MDC on Community Assets. Whilst the meeting had been informative the PC agreed that this was not a path that needed to be taken at this juncture.

p) Coop yellow lines: It was reported that yellow lines were going to be put down just up to the entrance of the Coop. It was agreed that whether this is sufficient would be reviewed in six months time.

6. Committee reports: The Old Rec – Cllr Rideout had reported that the subcom was looking at fitness equipment to buy with 106 money. Ongoing. Cllr Mattick said they had got a second cheaper quote, through Alviam, for the cleaning of the play equipment. Cllr Travis said she would get them to go ahead in the middle of March. Sports – Cllr Morgan reported that electricity monitoring and discussion on the hard courts was ongoing. Talks were taking place with the Rotary Club on fundraising for the club. Speedwatch – Cllr Morgan reported that there was a Wessex wide speedwatch action day coming up and that he and Cllr Gill would be taking part. Website – Cllr Gill reported that the best deal for Broadband in the village hall was BT. An old phone line had been found in the building. Cllr Gill to contact BT. Traffic – Two parents have now been co-opted onto the subcom, they will be focussing on the school and a petition, but in conjunction with the PC. Remembrance Day – In a written report Cllr Pickford said that she had thanked those who had contributed. 7. Mendip Community Transport: The PC determined to donate £100 to the charity. Clerk to make out cheque. 8. Planning Applications: None. Subcommittee: 2016/3016. Brays Cottage, Bowden Hill. Erection of detached dwelling. Re- commended approval. MDCllr Carter asked the PC’s view on the development.

9. Planning Decisions: 2016/1523. Variation of clause. Lewis Close. Approved. 2016/2686. Application for approval of details. Lewis Close. Refused. 10. Accounts: 034 – Chilcompton VHMC - rent - 60.00 035 – M. Rigby - reimbursements - 40.05 036 – M. Rigby - Clerk’s salary - 289.09 037 – Post Office (HMRC) - Clerk’s tax - 72.40 461.54 From Youth Club £887.75, to be held in trust until it reopens or to go to another youth project. Cllr Pike reported that the clerk had opted out of the pension plan.

11. Correspondence: Re Brian Broome letter about safety of path between Rock Road and Downside Close. The PC decided it would put up a railing as part of a local community project. Clerk to write to Margaret Thorner asking her if she would mind the PC putting up a railing on her wall. 12. Any Other Business: In written report Cllr Pickford said that she was still getting complaints about foliage from the Hollies front on The Street. Also about foliage overhanging the pavement along the Wells Road houses 1-9. She’d also noticed that cars were now parking at the front of the Coop so that they didn’t have to reverse on to the main road. Cllr Foster reminded the PC that the Somerset Justice Partnership was speaking at the next planning meeting. Cllr Pike said that he would not be able to attend that meeting. Cllr Mattick reported that CL19/16 was missing a direction sign at Greenditch Lane and CL 5/4 was missing a marker at the farm going up to Clapton. Clerk to report. Cllr Travis reported an advert on a PC noticeboard. Clerk to remove. Cllr Travis asked about the updating of the PC facebook page. Cllr Morgan asked about putting a Midsomer Norton clinic on the website. It was decided that the clinic could advertise in the newsletter.

13. Date of next meeting: This was fixed for Wednesday 8th February 2017. Planning Meeting on Wednesday 25th January 2017. 14. Close: The Chairman closed the meeting at 8.51pm.
