Planning & Zoning Commission Regular Meeting Monday, June 10, 2013 Council Chambers - 7:30PM

Commission Members present were Montonye, Bauer, Burkhartsmeier, and Rheault. Absent were Commission Members Rothschiller, and Repnow.

Chairman Burkhartsmeier called the meeting to order. A variance request from Matt Lunde was added to the agenda.

Motion by Montonye to approve the minutes of May 13, 2013. Second by Rheault, motion unanimously approved.

First Order of Business: Matthew Lunde wants to put steel 38 inch colored panels on the roof and walls of his detached garage. The roof steel is not a problem with the Planning and Zoning Commission. The walls are a separate issue. The garage is not very visible from the street. Motion by Montonye to allow steel on the roof and on the walls provided the colored wall steel is installed vertically. Second by Bauer. Motion unanimously approved. The issue will be sent to City Council for final approval.

Second Order of Business: Carlan Pieterick wants to add a 23 by 26 foot section onto the north side of his existing garage. He must be five feet from the alley. The proposed garage would make the square footage covered by buildings to be 42.8%. The allowed maximum is 30% by ordinance. Forty percent of the property covered would allow a 15 by 26 foot garage addition. Discussion followed. Motion by Rheault to allow Pieterick to build a 15 by 26 foot addition to the north side of his existing garage. Second by Montonye. Motion unanimously approved.

Third Order of Business: Jeff Bercier would like a variance to allow a shop or garage on his 75 by 140 foot lot. Ordinance only allows that type of structure with a house on the lot. The existing building would be torn down. No business could be run out of the garage if constructed. Planning and Zoning does not want to start precedence by allowing garages to be built on empty lots in R-1 Single Family Residential Zoned areas. Bercier was asked if he could bring a proposed future plot plan with a house and garage on the property. Montonye moved to relax R-1 Single Family Residential Zone restrictions that do not allow garages only on the lot with special consideration that the existing building should be condemned or torn down and be replaced by a new building which would improve the property. This is a special, one time consideration, with this one owner. Second by Rheault. This sets no precedent for future development of this kind. Motion unanimously approved. Anything that is built will require approval of the Building Inspector and the Planning and Zoning Commission, and will have 10 foot garage walls, not shop walls.

There being no other business to conduct, Chairman Burkhartsmeier adjourned the meeting.
