CGSL Youth Umpire Policies – 3/5/2008

Objectives: . The program is designed to help our CGSL players develop skills, appreciation and patience both for the game and for their coaches and umpires . It's not about making money, but that's a nice reward for a job well done. Youth umpires are expected to consider their participation in this program as a job. . Older girls calling games sets a great role model for younger players who want to aspire to more involvement in the league and the community

League Policy: . Officials for all 8U and 10U games are planned to be from the Youth Umpire contingent. Occasionally adult volunteers may umpire a game, but the league policy is that Youth Umpires are of the accepted skill level officials for these games. The Board/Coaches/Managers/Parents accept this. Youth umpires are in a good position, age wise and experience wise to appreciate the objectives in calling an 8U and 10U game. They take care in keeping the game going at an appropriate level. . While discussions of umpire decisions are fine in the spirit of lessons learned, there is no provision for appealing decisions to the Board or UIC off the field, after the game. Coaches and managers may appeal decisions under the rules during the game. . Coaches/Assistant Coaches will umpire all 8U/10U during the first week after the Spring Break. One coach at home plate, one coach in the field. Home team coaches umpires at home plate that day. Visiting team umpires the bases. (Note: This gives the coaches an idea of what it's like to officiate mid-season.) . All youth umpires will be ASA insured/registered . Coaches are responsible for managing all dugout/fan interaction with the Youth Umpire. The League has zero tolerance for Coaches that do not treat youth umpires with respect and for Coaches that do not control its dugout/stand’s behavior towards the Youth umpires.

Eligibility: Subject to the discretion of the UIC, youth umpiring is open to Girls who: . Have completed 4 or more softball seasons of experience, not necessarily with CGSL . Are in their second year of 12U or above . Are current CGSL registered players, including player pool players, (First Preference) or are former CGSL players, including CGSL alumni who are current high school players (Second Preference). . Complete the pre-season umpire training . Have a desire to serve the league and make a contribution to the community . The UIC can make exceptions to the above

Umpire Responsibilities: . Read (and understand) the rule book before the start of the season . Show up to the game 10 minutes beforehand, dressed, prepared, and ready to start umpiring. Umpires are required to wear an ASA approved official shirt when officiating. Umpires will be able to purchase a shirt at a discounted price of $10, withheld from first game compensation. . Use safety equipment as trained. All required safety equipment must be worn for all games (mask, chest protector, knee/shin protectors) . Safety Check equipment prior to interleague game start time. . Start game on time. (Remember game balls) . Arrange for any umpire substitutions themselves. Once the schedule is set, the youth umpire is responsible for managing any schedule change for games she’s umpiring. If notified with more than 24 hours notice the UIC and the Board of Directors can assist with substitutions. Any substitution that needs to occur within a 24 hour period is the sole responsibility of the umpire responsible for the game. . For appealed plays during the game, go back and re-read the rules after the game to learn. . Communicate and respond via email to scheduling and information requests promptly, within a day . Communicate any game issues immediately after the game to the UIC.

League (UIC) Responsibilities: . Conduct training . Provide work schedules in advance of games so the umpires know when and where they are assigned to umpire . Investigate and resolve any conflicts between the umpires and CGSL coaches/managers/staff that may occur on or off the field . Ensure umpires have access to safety and other essential equipment needed to officiate. . Ensure umpires are compensated after the season for games worked. . Each umpire will be provided with a current ASA rule book.

Compensation: . Compensation can be taken in one or a combination of each of the following: o Cash payment at $10 per 8U game, $20 per 10U game when two umpires are on the field. If only one umpire is officiating, the payments increase by $5. o Community service hours. The UIC will write a letter for each umpire who wishes to be compensated in service hours documenting the service provided to the league.
