This Request for Quotation is issued under Part 2 Specifications, Part 4 General Conditions of Contract and Part 5 Purchasers Conditions of Contract of Local Buy Contract NPN 04-13 for the Supply of Trucks to Australian Local Government.

Notes to Dealers:

All quotations are to remain valid for a minimum of 30 days from the closing date of the Request for Quotation.

Notes to Purchasers:

Purchasers are to ensure they have read these documents along with any non- compliances pertaining to an individual Contractor. Purchasers are not required to detail specifications for Engine, Transmission or Suspension. Details are available from Fleet Contract Manager – Shane Grimstone, at Local Buy on 07 3000 2275.

Contractors are required to individually itemise and cost all components associated with the supply of a complete vehicle.

The contractor and their Agents/Dealers are reminded of Clause 5.25 of the Purchasers Conditions of contract. The Dealer is to ensure that their RFQ responses;  Individually list all requested accessories,  Details of the cab chassis and available options,  Body configuration,  Pre-delivery,  Vehicle movements,  Extended warranty options  Training being offered and  Registration,

The Quotation is to be fully itemised and each line item individually priced.

No grouping of the Truck/s and amalgamation of costings is allowed. Contractors are required to provide the Purchaser with original or certified true copies of quotations received from body builders or other 3rd party suppliers.

. Contractors are required to supply the following with their quotations.

NOTE: Purchaser to delete items they do not require to be supplied with their quotation. Those items that do not have (OPTIONAL) after, must be provided.

The contractor must supply the following as part of their complete quotation to council.

1. Expected delivery date if order is placed within 30 days of the date of the Quotation.

2. Illustrations of proposed Cab Chassis (OPTIONAL)

3. Drawings of proposed Body (OPTIONAL)

4. Brochures of proposed Cab Chassis (OPTIONAL)

5. Contractors must submit with their quotations an Operating Noise Schedule. (OPTIONAL)

6. The Contractor must attach to all Quotations, forwarded to Purchasers, a Fit for Duty Statement in which they guarantee the equipment outlined in the Quotation shall offer satisfactory performance and productivity to the Purchaser after the equipment is commissioned. (OPTIONAL)

7. The contractor is to complete any attached pro-forma as supplied by the Purchaser.

8. Engine performance data on proposed Cab Chassis (OPTIONAL)

9. Details of oils and coolants used in the proposed Cab Chassis (OPTIONAL)

10. Details of oils and coolants used in the proposed Body/Crane (OPTIONAL)

11. Contractors must supply with every quotation to the Purchaser a detailed and itemised list showing the service interval of the Cab Chassis, Body and Crane and cost of relevant parts and their part numbers required per service, volume of coolants and lubricants required per service to a total of 4yrs / 60000 km, a Service Contract may be formed on the basis of costs supplied. (OPTIONAL)

12. A Contractor, whose equipment runs engines that are based on Selective Catalytic Reduction (SCR) technology, must supply usage figures for AdBlue in their engines, (OPTIONAL)

13. Contractors must supply, with their quotation, a detailed list and pricing of specialist tools required to service and maintain the equipment being quoted on. (OPTIONAL)

14. Any free services which the Contractor nominates to supply, additional to those specified, shall be carried out in accordance with the details supplied by the Contractor at a site approved by the Purchaser.

Description of New Vehicle

Purchaser to describe the vehicle they wish to Purchase.

Eg: Supply and deliver one single axel tray top Truck 7500kg GVM

Details of Truck/Bus/Van being replaced

Supply details of Truck currently in use.

Eg: International C1600 6 cylinder synchro on second and third single carburettor

Shortcomings of Truck being replaced

Supply details of imperfections you have experienced with the Truck currently in service and that you are looking to be fixed thus ensuring you are satisfied with the performance of the New Truck.

Eg: Overheats while proceeding at low speeds in summer

Accessories

List accessories required in detail.

Eg: T35 window tinting Blackduck canvas seat covers Stone guard Rubber floor mats

Body specs Councils have 3 ways of sourcing pricing for Bodies.

1. Council can direct the dealer to obtain quotations from the Councils Preferred Body Builder.

If Council chooses this option they are to supply the contact name and details of their preferred supplier(s). Councils are to ensure compliance with their internal purchasing policy with regards to the number of quotes required.

If council is using this method Please complete SECTION A and then delete SECTIONS B & C.

2. Council can direct the dealer to obtain quotations from the Dealers Preferred Body Builder.

If Council chooses this option they are relying on the dealer to supply quotations from suitably qualified manufacturers. Councils are to ensure compliance with their internal purchasing policy with regards to the number of quotes required.

If council is using this method Please complete SECTION B and then delete SECTIONS A & C.

3. Councils can access prequalified suppliers under Local Buy Contract NPN 1.15 – Specialised Trucks and Bodies

Councils direct the dealer to approach the qualified suppliers for a quotation on their requirements.

Councils are also required to forward a copy of this RFQ to the contracted supplier to ensure Councils receive the fixed pricing offered under the arrangement.

The Contractor or their Agent/Dealer is directed by council to supply quotation(s) to Council from their own Sub Contractors. These quotations are to be Marked “Dealer Preferred Suppliers”.

Agent/Dealers are to also provide QA and Environmental Policy Statements from their Sub Contractors along with the quotations have been submitted to the Purchaser.

SECTION C The Body is to be supplied under NPN Contract 1.15 – Specialised Trucks and Bodies

The Purchaser directs the Contractor to obtain quotations for the required body from Contracted Suppliers of Specialised Bodies most qualified NPN Contract 1.15 – Specialised Trucks and Bodies.

The Purchaser directs the Contractor to forward a copy of this RFQ to the relevant contracted body builder as proof of origin.

All of the following Contractors have a proven track record of servicing the needs of Local Government and must be afforded the opportunity to supply a quotation to the relevant Council. Council to delete the contractors that do not produce the required body type.

Eg: Warranty and service repair authorisation required for 2 Council workshop staff to be conducted at the OEM training facility in Adelaide with Certificates issued on completion to allow Council staff to conduct warranty assessment and repairs.

Final testing and inspection location

Council to advise Contractor if they wish final testing to occur at their location (depot etc) or at the contractors’ location.

(If testing and final inspection occurs at the Contractor’s premises final acceptance must occur at the nominated delivery location as advised by Council)

Delivery and pricing

If the Contractor fails to deliver the ordered goods and / or services by the agreed delivery date, a Purchaser may cancel the Purchase Order.

The quoted price is inclusive of all charges for packaging, packing, insurance and delivery of the goods in accordance with this agreement; and all taxes except GST.

Price may not be increased without the Purchaser’s prior consent.

The Purchaser has the right to refuse to give its consent.

Payment schedule

Nominate the payment schedule –

Eg: based on completion of Vehicle.

Note: dealers may ask for progress payments where the timeframe for completion of the body extends past 12 weeks. Councils may accept or reject such requests. Special conditions

Special conditions should be used by the Purchaser to add or to amend the General Conditions of Contract or to highlight any special or unusual circumstance particular to the supply of the services.

Eg: dealer is to apply Council decals to both doors of vehicle. Decals will be provided by Council.
