BACKGROUND AND RESPONSIBILITIES:

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. In line with the United Nations Human Rights Due Diligence Policy (HRDDP), UNODC Country Office for Pakistan (COPAK) requires a consultant to streamline human rights into new and existing UNODC programmes in Pakistan, undertake a HRDDP risk assessment of national and international counterparts and stakeholders, as well as recommend and develop tools to facilitate human rights mainstreaming. The Human Rights Consultant will report to COPAK senior management. The objective of the consultancy is to mainstream of human rights norms in the delivery of technical assistance by UNODC Country Office for Pakistan. Under supervision of the Senior Programme Manager, COPAK, the consultant will be required to submit a weekly update on the progress made to senior management. A recommended format for reporting will be provided. The following deliverables are expected:

 Written review of technical assistance delivery by COPAK with counterparts in Pakistan against compliance with human rights norms.

 Develop recommendations to ensure human rights are mainstreamed in UNODC programmes in Pakistan, for example, but in no way limited to:

o Human rights training packages or modules;

o Reference guides;

o Training presentation components;

o Review of programmatic activities;

o Human rights risk assessments of counterpart agencies and risk evaluation matrices.

Dates and details as to how the work must be delivered (preliminary timeline):

1. 31.03.2014 – Report on review of Country Programme activities and human rights compliance 2. 30.04.2014 – Report on recommendations to improve human rights mainstreaming in COPAK programming 3. 30.06.2014 – Implementation of first set of recommendations (to be determined as part of deliverable 2) 4. 31.08.2014 – Implementation of second set of recommendations (to be determined as part of deliverable 2)

QUALIFICATIONS:

I. Academic Qualifications:  Advanced university degree in Law, Human Rights, International Relations, Journalism, Political Science, or similarly relevant discipline. II. Years of experience:  At least 5 years of experience working on human rights and developing training tools. III. Competencies: 1. Knowledge of human rights theory and practice, and gap analyses; 2. Experience working with government authorities; 3. Ability to evaluate analytically and impartially; 4. Excellent writing, editing, and oral communication skills in English; 5. Ability to meet deadlines and prioritize multiple tasks; 6. Knowledge of Pakistan and/or countries in the region.
